Leno’s Law, formally Senate Bill 1392, has cleared the Legislature with broad support and would phase in a smog-check exemption for qualifying collector cars from the 1976 through 1985 model years. Owners still face limits: the exemption is aimed at vehicles with collector insurance or those driven fewer than 1,000 miles a year, not daily drivers.
