The rule is currently set to take effect on November 4, 2026. This blog post provides an overview of the updated stocking requirements and provides examples of how farmers and other local food vendors can continue to accept SNAP under this updated rule.\u00a0\u00a0<\/p>\n<h3 class=\"wp-block-heading\"><strong>SNAP Spending Benefits Farmers\u00a0<\/strong><\/h3>\n<p class=\"wp-block-paragraph\">SNAP benefits are a monthly cash benefit that supports families in purchasing staple food items. The program has evolved significantly over time from its paper food stamp origins to today, when families spend their benefits via electronic debit cards at a variety of in-person and online locations (grocery stores, farm stands, corner stores, online, etc.). For nearly three decades, USDA has implemented initiatives that encourage SNAP spending directly with farmers. There are two ways, called Criteria A and B, that entities can qualify as SNAP retailers. <a href=\"https:\/\/www.fna.usda.gov\/snap\/retailer\/staple-foods\">Staple grocery foods<\/a><sup>1<\/sup> comprise the majority of most farms\u2019 or farmers markets\u2019 sales, and these farms can qualify by <a href=\"https:\/\/www.fns.usda.gov\/snap\/retailer\/eligible\">Criterion B<\/a>, which considers the overall value of sales. Criterion B is unaffected by the new rules. Farms, markets, or other local food stores that sell a significant amount of prepared foods, value-added items, nursery items, non-food items, or foods that are not considered <a href=\"https:\/\/www.fna.usda.gov\/snap\/retailer\/staple-foods\">staple foods<\/a><sup>1<\/sup> must qualify by <a href=\"https:\/\/www.fns.usda.gov\/snap\/retailer\/eligible\">Criterion A<\/a>. The new rules have stricter requirements to qualify by Criterion A.\u00a0<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"700\" height=\"246\" src=\"https:\/\/sustainableagriculture.net\/wp-content\/uploads\/2026\/10\/staple-foods-edited-700x246.png\" alt=\"\" class=\"wp-image-62389\" srcset=\"https:\/\/sustainableagriculture.net\/wp-content\/uploads\/2026\/10\/staple-foods-edited-700x246.png 700w, https:\/\/sustainableagriculture.net\/wp-content\/uploads\/2026\/10\/staple-foods-edited-300x105.png 300w, https:\/\/sustainableagriculture.net\/wp-content\/uploads\/2026\/10\/staple-foods-edited-768x270.png 768w, https:\/\/sustainableagriculture.net\/wp-content\/uploads\/2026\/10\/staple-foods-edited-1536x539.png 1536w, https:\/\/sustainableagriculture.net\/wp-content\/uploads\/2026\/10\/staple-foods-edited.png 1920w\" sizes=\"auto, (max-width: 700px) 100vw, 700px\"\/><figcaption class=\"wp-element-caption\"><sup>1<\/sup>USDA defines staple foods as basic foods that make up a significant portion of a person\u2019s diet and are usually prepared at home. They include four groups: breads, cereals, and grains; dairy products (including plant-based); fruits and vegetables; meat, poultry, beans, and fish.<\/figcaption><\/figure>\n<\/div>\n<h3 class=\"wp-block-heading\"><strong>Updated Standards\u00a0<\/strong><\/h3>\n<p class=\"wp-block-paragraph\">Last year, the Food and Nutrition Administration (FNA; formerly the Food and Nutrition Service or FNS) posted a proposed rule to the <a href=\"https:\/\/www.federalregister.gov\/documents\/2025\/09\/25\/2025-18624\/updated-staple-food-stocking-standards-for-retailers-in-the-supplemental-nutrition-assistance\">Federal Register<\/a> to update the staple food stocking requirements for SNAP authorized vendors. In May, FNA posted the final rule that is poised to go into effect November 4, 2026. <a href=\"https:\/\/www.fna.usda.gov\/snap\/retailer\/stocking-standards-rule\">These new stocking requirements<\/a> apply to retailers authorized under Criterion A only, and do not affect entities that use Criterion B. In order to be an authorized vendor, retailers\u2019 inventory must include:\u00a0<\/p>\n<ul class=\"wp-block-list\">\n<li>Seven varieties in each of four staple food categories\u2014dairy, grains, protein, and vegetables or fruits,<\/li>\n<li>Three units for each of the varieties, and<\/li>\n<li>One perishable item in three of the four categories.\u00a0<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\">For example, a store could stock the following <strong>dairy product options<\/strong> to comply:\u00a0<\/p>\n<ul class=\"wp-block-list\">\n<li>Gallon liquid dairy milk\u00a0<\/li>\n<li>Half-gallon liquid oat milk\u00a0<\/li>\n<li>Quart-size plain yogurt\u00a0<\/li>\n<li>16 oz block of cheddar cheese\u00a0<\/li>\n<li>2 cup bag of shredded mozzarella cheese<\/li>\n<li>2 cup bag of plant-based cheese<\/li>\n<li>16 oz sour cream\u00a0\u00a0<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\">The store would have to stock at least 3 units for each of these foods (for a total of 21 dairy units). This offering would fulfill one of the three perishable food category requirements. Most farmers markets, farmers, and specialty local food stores, such as a butcher, qualify as an authorized vendor based on Criterion B.
