Losing these revenues would make it difficult to maintain current levels of access across many public services, and would further erode health care funding already on the brink from federal H.R. 1 cuts.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:2,&quot;335559740&quot;:200}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Our state\u2019s highest earners have only gotten richer since this was last passed in 2016, while most Californians have lost ground or experienced lower incomes\u00a0\u2013\u00a0even\u00a0after adjusting for inflation.\u00a0The\u00a0richest 0.1% of Californians now have 268 times the income of middle-income Californians.\u00a0Without\u00a0the passage of Prop 3,\u00a0billionaires\u00a0would receive yet another tax cut while most of us struggle to\u00a0pay for\u00a0rent, food, and health care.\u00a0\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:2,&quot;335559740&quot;:200}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Health Access supported the\u00a0previous\u00a0extensions of this tax to support funding for our health care programs, and we support making them\u00a0permanent\u00a0now\u00a0by passing\u00a0Prop. 3.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:2,&quot;335559740&quot;:200}\">\u00a0<\/span><\/p>\n<p><strong>\u00a0Resources:\u00a0<\/strong><\/p>\n<h2><span data-contrast=\"none\">Health Access Opposes<\/span><span data-ccp-props=\"{&quot;335559738&quot;:240,&quot;335559739&quot;:120}\">\u00a0<\/span><\/h2>\n<h3 aria-level=\"1\"><span data-contrast=\"none\">Proposition 39<\/span><span data-ccp-props=\"{&quot;134245418&quot;:true,&quot;134245529&quot;:true,&quot;335559738&quot;:240}\">\u00a0<\/span><\/h3>\n<p><span data-contrast=\"none\">Health Access Opposes Prop 39 which would amend the state Constitution to require California voters to prove their identity using a government ID before being allowed to vote. Putting more barriers in place to vote does not safeguard our election system, it only prevents many eligible voters from casting their ballot, weakening our democratic process. These restrictions disproportionately impact communities of color, women, LGBTQ+ people, disabled people, those experiencing housing insecurity, young people, and other low-income communities. <\/span><span data-ccp-props=\"{&quot;201341983&quot;:2,&quot;335559740&quot;:200}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Elections have clear impacts on our health care. We cannot address systematic health\u00a0inequities\u00a0if\u00a0the people\u00a0impacted\u00a0by health\u00a0polices\u00a0lose the ability to make their voices heard.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:2,&quot;335559740&quot;:200}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Prop. 39 would also impose substantial costs on state and local governments without any way to pay for it. This would force governments to shift costs away from existing public services, like health care, to pay for its administration, wasting resources on a nonexistent problem.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:2,&quot;335559740&quot;:200}\">\u00a0<\/span><\/p>\n<p><strong>\u00a0Resources:\u00a0<\/strong><\/p>\n<h3 aria-level=\"1\"><span data-contrast=\"none\">Proposition 41<\/span><span data-ccp-props=\"{&quot;134245418&quot;:true,&quot;134245529&quot;:true,&quot;335559738&quot;:240}\">\u00a0<\/span><\/h3>\n<p><span data-contrast=\"none\">Health Access opposes Prop\u00a041\u00a0which\u00a0requires the state auditor to review any special tax proposal before it goes to voters.\u00a0This additional bureaucracy would\u00a0place new barriers to enacting future tax measures\u00a0at a time when local and state governments need flexibility to raise new\u00a0revenues\u00a0we will need in the coming years to fully fund state services, restore\u00a0health care\u00a0cuts, and expand access.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:2,&quot;335559740&quot;:200}\">\u00a0<\/span><\/p>\n<h3 aria-level=\"1\"><span data-contrast=\"none\">Proposition 42<\/span><span data-ccp-props=\"{&quot;134245418&quot;:true,&quot;134245529&quot;:true,&quot;335559738&quot;:240}\">\u00a0<\/span><\/h3>\n<p><span data-contrast=\"none\">Health Access opposes Prop. 42\u00a0which would prohibit new taxes on the mere ownership of assets such as investment accounts, business\u00a0interests\u00a0and\u00a0personal property.\u00a0This is another way for the ultra-rich to dodge paying their fair share,\u00a0avoiding a one-time tax on their huge wealth.\u00a0It is just another measure that ties the hands of government to raise revenue for\u00a0essential\u00a0services, while giving\u00a0billionaires another tax break.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:2,&quot;335559740&quot;:200}\">\u00a0<\/span><\/p>\n<h3 aria-level=\"1\"><span data-contrast=\"none\">Proposition 43<\/span><span data-ccp-props=\"{&quot;134245418&quot;:true,&quot;134245529&quot;:true,&quot;335559738&quot;:240}\">\u00a0<\/span><\/h3>\n<p><span data-contrast=\"none\">Health Access opposes Proposition 43, the \u201cTaxpayer Deception Act\u201d,\u00a0as it requires a 2\/3 supermajority vote to support local special taxes.
