Scientists, policy experts, NGOs and farmers gathered in Brussels Thursday and Friday to tackle a tough question: How can the European Union\u2019s agricultural research be turned into scalable businesses when public funding is tight?<\/p>\n

The EU AgRI 2040 conference, hosted by the European Commission, sought input on the strategic framework<\/a> adopted September 8 for \u201cfuture-proofing\u201d agriculture, forestry and rural areas. The roadmap aims to complement a separate but \u201cinterlinked\u201d one, called Food 2040<\/a>, dealing with food processing, aquaculture, healthy diets and more.<\/p>\n

\u201cWe\u2019re as good at innovation as any other continent in the world, but then it doesn\u2019t actually find its way to deployment,\u201d said Elisabeth Werner, the EC\u2019s director-general for agriculture and rural development.<\/p>\n

To close that gap, AgRI 2040 addresses eight \u201caction areas\u201d from soil health and animal welfare to rural demographics and AI. The commission says these are starting points and can be adapted based on stakeholder input about where R&I can make the biggest impact.<\/p>\n

The approach comes as policymakers face \u201ca lot of pressure on the farming budget,\u201d said Christophe Hansen, the European commissioner for agriculture and food. He called to \u201cstrengthen the link\u201d between the Horizon Europe R&I program and the Common Agricultural Policy budget, whose dimensions for 2028-2034 are now being haggled over<\/a>. In addition, authorities hope to attract more private capital with a proposed \u20ac234 billion ($264 billion) European Competitiveness Fund that, when combined with Horizon\u2019s proposed \u20ac175 billion ($197 billion) pot, would unlock<\/a> \u20ac409 billion ($461 billion) for multisector innovation, including in agriculture.<\/p>\n

Whatever the final funding mix, jumpstarting commercialization requires not just \u201cmoving faster from lab to farm,\u201d said Ekaterina Zaharieva, the European commissioner for startups, research and innovation, but \u201cbetter focusing our efforts\u201d amid limited resources.<\/p>\n

A few themes emerged as agrifood stakeholders discussed ways to strike that balance.<\/p>\n

Cut red tape and prioritize speed<\/strong><\/h4>\n

There was a broad agreement that Europe \u201cmust fast-track promising innovation with commercial potential,\u201d as Zaharieva put it.<\/p>\n

\u201cThere\u2019s a global race going on,\u201d Werner said. \u201cIf you want to have an idea about speed, look to China,\u201d she added. \u201cWe have to step up.\u201d<\/p>\n

Bureaucracy and regulation were repeatedly flagged as hindrances. During a Q&A, one attendee raised concerns about the Horizon program\u2019s administrative burdens. He joked about having to conduct 45-question surveys with farmers, who after the third question typically say, \u201cI have to go, my cow is calling.\u201d<\/p>\n

A Finnish farmer described an EU certification process requiring interactions with three or four entities, versus one in the U.S.\u2014where the only hiccup was one of the government\u2019s recent shutdowns.<\/p>\n

EU authorities acknowledged these issues and said responses to some were in the pipeline. Hansen said he\u2019d also heard entrepreneurs tell him, \u201cWe did the research here, but now we are going to move to the United States\u201d since getting to market there takes a year or two, whereas in Europe \u201cit takes around 10 years and we are bankrupt by the time we get there.\u201d<\/p>\n

Farmers said the financial and climate shocks they\u2019re facing require speedier outcomes from R&I.<\/p>\n

\u201cEverything that comes to our farm is just coming too late and too expensive,\u201d said Iulia Blagu, who manages a 920-hectare family farm in Romania and leads ANFA, which represents women in the country\u2019s agricultural sector.<\/p>\n

\u201cI don\u2019t even know how we survived,\u201d she said of prolonged droughts. \u201cThere are solutions out there\u2026in the past six years that were not accessible to my farm, and that is very frustrating.\u201d<\/p>\n

Partnerships count more, including with corporates<\/strong><\/h4>\n

Tight public financing raises the importance of striking partnerships and making agrifood innovations more investable. But when the moderator asked a packed plenary session if big businesses were risk-averse, at least half the room\u2019s hands shot up.<\/p>\n

Zaharieva said the public sector should \u201clead by example.\u201d \u201cEuropean governments and public institutions should procure more from our innovators,\u201d she said. If promising startups and scale-ups can clinch a crucial first contract with a public entity, corporations may feel more confident about investing or partnering.<\/p>\n

\u201cWe have to have an appetite for risk because not everything will succeed,\u201d said Bill Callanan, chief inspector at Ireland\u2019s Department of Agriculture, Food and the Marine. He urged policymakers to look at \u201cthe nonfinancial elements\u201d that may be keeping industry on the sidelines. Demonstration facilities were one area where \u201cgovernment can help,\u201d he said, by expanding opportunities for companies to validate their processes and test for issues that may arise in production.<\/p>\n

Demand generation needs work<\/strong><\/h4>\n

Stakeholders repeatedly described a need to stoke demand for novel products and services.<\/p>\n

Richard Zaltzman, CEO of EIT Food, pointed out that the agrifood system\u2019s complexity poses a challenge. \u201cYou need to have concurrent innovation through the value chain\u201d for adoption to occur, he said, but added that there\u2019s room to shift more attention from projects to end products.<\/p>\n

While it came in for a drubbing in other ways, regulation was also positioned as a tool for generating demand. \u201cIf you\u2019re a startup, you need money and you need to know that there\u2019s a demand. The two things are linked,\u201d said James Morrison, who leads the \u201cHealthy Planet\u201d Directorate in the EC\u2019s directorate-general for R&I. \u201cRegulation creates markets\u2026as much as being a menace.\u201d<\/p>\n

He said expanded regulatory sandboxes could help, while the proposed Competitiveness Fund, as a \u201ctwin\u201d of the Horizon program, would propel more startups past the \u201csecond valley of death\u201d to scale.<\/p>\n

Improve communication<\/strong><\/h4>\n

Callanan said better communication \u201cis critical for researchers\u201d to get their innovations out of labs and technical reports and into markets where farmers can take them up. While scientists are constantly urged to publish, volume \u201cisn\u2019t the right metric,\u201d he said. \u201cEffort and impact are not the same thing. Who\u2019s listening?\u201d<\/p>\n

The point came up frequently, but there were few concrete ideas about how to transmit information more effectively and speedily. Aside from some approving remarks about farmers using WhatsApp and AI for timely advice, discussions around communication largely centered on the need to build stronger relationships between the R&I ecosystem and external stakeholders. (At the same time, it was hard to overlook how many deeply knowledgeable experts took the main stage for panel discussions only to read prepared remarks from tablets. One farmer in the audience groused that this should be a fireable offense for EU officials.)<\/p>\n

Blagu, for her part, communicated the next test clearly: \u201cWe need to translate your research and your innovation and your policies\u201d into scalable solutions, without spending too long deliberating over which ones to test in the market.<\/p>\n

\u201cIf something works in your labs but fails in 10 farms, then we have the answer,\u201d she said. \u201cAs a farmer, we are failing 10,000 times a year.
