In Intensive confinement systems, they can\u2019t walk, socialize naturally, graze outdoors, or turn around.<\/p>\n<p>But the PLQ ads, located in high-traffic public spaces, including Montreal metro stations, show cows grazing freely in green fields with the slogan \u201cOffrir le plus grand p\u00e2turage possible \u00e0 nos vaches\u201d (\u201cOffering the largest possible pasture to our cows\u201d) prominently featured. Smaller text on the ad also indicates \u201cProduit \u00e0 la vitesse de la nature\u201d) (\u201cProduced at the speed of nature\u201d) While the ads carry a\u00a0 \u201cBio\u201d organic dairy logo\u2014where cows are given access to seasonal grazing\u2014the logo is easily missed and still creates the overall false impression that Quebec dairy cows are kept in pastures.<\/p>\n<p>\u201cThese ads are trying to sell a fantasy because the current reality of dairy farming in the province would appall many Quebecers,\u201d said Alanna Devine, director of advocacy at Animal Justice, Canada\u2019s leading animal law organization. \u201cThe dairy industry wants the public to picture cows roaming freely in picturesque green meadows, but most of them are tied up in stalls.\u201d<\/p>\n<p>\u201cThe vast majority of Quebec dairy cows will barely ever set foot outdoors, let alone graze in a pasture. They\u2019ll spend their lives chained in a stall, the exact opposite of what these ads portray.\u201d<\/p>\n<p>A<a href=\"https:\/\/tracking.us.nylas.com\/l\/9cbd8c912f3144ccabc589469a5f24e3\/5\/8caaf3322fb666b02445f3f8202d1f34ab8504e45ae2fc953d7de2fb30bcb0d9?cache_buster=1790707892\" rel=\"noreferrer noopener\" target=\"_blank\"> survey<\/a> conducted by L\u00e9ger for Quebec\u2019s Ministry of Agriculture, Fisheries and Food found that 81% of Quebecers are concerned about farmed animal welfare. A 2023 survey by Agriculture and Agri-Food Canada revealed that 66% of Canadian grocery shoppers <a href=\"https:\/\/tracking.us.nylas.com\/l\/9cbd8c912f3144ccabc589469a5f24e3\/6\/52216f506e182a112e89a4feaaa3029437fd2d29e95ecb33acd49e4c66140c3e?cache_buster=1790707892\" rel=\"noreferrer noopener\" target=\"_blank\">would pay extra for animal-based foods produced humanely.<\/a><\/p>\n<p>Animal Justice\u2019s complaints argue the ad campaign takes unfair advantage of that concern by showing consumers a version of dairy farming that isn\u2019t representative of the industry.<\/p>\n<p>Unlike companion animals, farmed animals have virtually no legal protections governing their welfare on farms. Dairy farms can keep cows chained for their entire production cycle because the dairy industry writes its own rules.<\/p>\n<p>Instead of enacting binding welfare laws, governments let the industry create voluntary self-regulatory standards via the National Farm Animal Care Council (NFACC).<\/p>\n<p>Animal Justice\u2019s complaints were submitted to Canada\u2019s Competition Bureau, the Canadian Food Inspection Agency, and Quebec\u2019s Office de la protection du Consommateur.
