A rapidly spreading outbreak<br \/>\nof the new coronavirus was a &#8220;huge danger and threat&#8221; to social<br \/>\nstability, Chinese President Xi Jinping cautioned top party officials in a<br \/>\nlater publicly-published internal address.<\/div>\n<div class=\"MsoNormal\">\nYet with new domestic infections near zero, China declared<br \/>\nvictory over a virus that is still struggling to curb. Newly optimistic and<br \/>\nprone to criticism that it initially covered up the outbreak, China&#8217;s<br \/>\nleadership is now trying to recast the pandemic as a political victory by<br \/>\nclaiming that its centralized, top-down government structure made it ideally<br \/>\nsuitable for controlling and handling the virus; official figures estimate the<br \/>\nvirus claimed less than 5,000 lives in China.<\/div>\n<div class=\"MsoNormal\">\nThe way the Chinese treated the coronavirus is combined with<br \/>\ntechnology, culture and very efficient policy collaboration, &#8220;said Wang<br \/>\nHuiyao, president of China and Globalization&#8217;s Beijing-based think tank<br \/>\ncenter.&#8221; That&#8217;s something unprecedented in Western countries.<\/div>\n<div class=\"MsoNormal\">\nEmboldened, China has also taken a bellicose approach to<br \/>\ncountries that question its response to coronavirus. China has lobbied European<br \/>\nUnion officials to tone down or delete terminology that explains Beijing&#8217;s misinformation<br \/>\nduring the pandemic \u2014 a tale first published in The New York Times. On<br \/>\nFacebook, Chinese diplomats harassed those opposing China&#8217;s pandemic treatment.<\/div>\n<div class=\"MsoNormal\">\nChina has been particularly aggressive in countering with no<br \/>\nevidence from senior U.S. officials, including President Trump and Secretary of<br \/>\nState Mike Pompeo, that the virus originated \u2014 perhaps accidentally \u2014 in a<br \/>\nlaboratory in Wuhan , China. Scientists like U.S. Dr. Anthony Fauci.<\/div>\n<div class=\"MsoNormal\">\nGovernment &#8216;s leading infectious disease specialist, the<br \/>\nnovel coronavirus has probably developed in nature. &#8220;The main aim for some<br \/>\nU.S. politicians seeking to trick others with their obvious lies is to transfer<br \/>\ntheir own failure responsibility,&#8221; a spokesman for the Foreign Ministry<br \/>\nsaid last month. Recently, Chinese state broadcaster published a satirical<br \/>\ncartoon video depicting Lego characters representing China and the US, with<br \/>\nAmerica&#8217;s Statue of Liberty making conflicting comments and tossing insults as<br \/>\nChinese mask-wearing terra cotta warrior patiently explained.<\/div>\n<div class=\"MsoNormal\">\nOne of the most surprising aspects of Chinese diplomacy at<br \/>\nthis particular time is how undiplomatic it is, &#8220;said Elizabeth Economy,<br \/>\nAsia&#8217;s Foreign Relations Council Chair.<\/div>\n<div class=\"MsoNormal\">\nWhen Australia joined the U.S. In calling for an<br \/>\ninvestigation into the source of the virus in China, Hu Xijin, the editor-in &#8211;<br \/>\nchief of the Global Times State Tabloid, likened Australia to chewing gum stuck<br \/>\nin the sole of China&#8217;s shoes. Sometimes you have to find a stone to rub it<br \/>\noff.&#8221; &#8220;You don&#8217;t know how aggressive, how unreasonable the West can<br \/>\nbe in making up their fictions,&#8221; Hu said.<\/div>\n<div class=\"MsoNormal\">\nA colorful provocateur promoting the more aggressive<br \/>\ndiplomacy of his country, Hu defended China&#8217;s hawkish actions as a natural<br \/>\nresponse to American aggression. China is getting better and better, while<br \/>\nAmerica&#8217;s potential success is not guaranteed. &#8220;When the U.S. continually<br \/>\nmocks China, can you expect us to say nothing?<\/div>\n<div class=\"MsoNormal\">\nAlthough adopting a more combative tone may have found<br \/>\nsupport among its own more nationalistic people, Beijing may not have predicted<br \/>\nthe current global backlash.<\/div>\n<div class=\"MsoNormal\">\nFaulty Chinese medical products, including face masks, led<br \/>\nsome European countries to reject Chinese donations. Racism against thousands<br \/>\nof Africans living in Guangzhou, China&#8217;s southern capital, has washed away much<br \/>\nof Beijing &#8216;s goodwill built up on the African continent.<\/div>\n<div class=\"MsoNormal\">\nSeveral American lawmakers have argued that the U.S. should<br \/>\nwaive China&#8217;s sovereign legal immunity, allowing at least two states suing<br \/>\nChina for coronavirus damage to go to court.<\/div>\n<div class=\"MsoNormal\">\nChina changed the blame by accusing the U.S. military of<br \/>\nfirst taking the virus to Wuhan when it played in sports games last October<br \/>\nwithout evidence. The claim got traction on the mainland.<\/div>\n<div class=\"MsoNormal\">\nZhao Lijian, a spokesperson for the Foreign Ministry known<br \/>\nfor his bellicose Twitter activity, indicated many times that coronavirus did<br \/>\nnot originate in China. State media outlets have consistently accused the U.S.<br \/>\nof downplaying the outbreak.<\/div>\n<div class=\"MsoNormal\">\nWe believe Americans came to the Wuhan seafood market in<br \/>\nOctober when military sports games were being held in Wuhan, said one former<br \/>\nvendor on the Wuhan market recording the first cluster of cases of human<br \/>\ncoronavirus. The seller won&#8217;t use his name because he wants to open a new store<br \/>\nand won&#8217;t be affiliated with the market. Americans are behind it, he said.<\/div>\n<div class=\"MsoNormal\">\nHind China&#8217;s offensive rhetoric is a deep sense of sadness<br \/>\nthat other countries have ignored their role in combating the coronavirus<br \/>\npandemic.<\/div>\n<div class=\"MsoNormal\">\nPeople in China feel a sense of pride because they had to<br \/>\nsacrifice and the leadership in the [Chinese Communist] party led them<br \/>\nsuccessfully, said Susan Shirk, a former Deputy Assistant Secretary of State<br \/>\nwho is now chair of the 21st Century China Center at California University, San<br \/>\nDiego.<\/div>\n<div class=\"MsoNormal\">\nOthers feel a nefarious purpose behind China bashing. The<br \/>\nreal aim behind fanning ethnic discrimination flames and assigning blame is to<br \/>\ndemonize China and curb the rise of China, wrote Lin Yueqin, a scholar at the<br \/>\nstate-run Chinese Social Sciences Academy in April.<\/div>\n<div class=\"MsoNormal\">\nUltimately, what might motivate the strident messaging of<br \/>\nChinese leaders is less a desire to impress other countries, and more one to<br \/>\nconvince their own people that China stands up to American criticism.<\/div>\n<div class=\"MsoNormal\">\nWhether the Chinese negotiators are misguided, or they<br \/>\nactually do their best to avoid the foreign narrative from creeping into<br \/>\ndomestic Chinese discourse and undermining the Chinese Communist Party &#8216;s<br \/>\nlegitimacy. And I&#8217;d bet the second is probably more likely than the first,<br \/>\n&#8220;said Economy of Foreign Relations Council.<\/div>\n<div class=\"MsoNormal\">\nWhile assigning blame might score points with populist<br \/>\nelements in both China and the U.S., an important geopolitical relationship<br \/>\ncosts.<\/div>\n<div class=\"MsoNormal\">\nThe outbreak at home was a major domestic problem for party<br \/>\nleadership, and I think they went overdrive to provide domestic assistance,<br \/>\nShirk, who is writing a book called Overreach, about Chinese politics and<br \/>\ndiplomacy. But what happened is they overdo it in a way that causes them this<br \/>\ninternational backlash. And it&#8217;s counterproductive.<\/div>\n<div class=\"MsoNormal\">\nInstead of collaborating on a global health crisis,<br \/>\naccording to U.S.-China relations experts, both countries are now further<br \/>\napart.<\/div>\n<div class=\"MsoNormal\">\nThe situation has deteriorated so much that turning things<br \/>\naround now and restoring the degree of international confidence that China had<br \/>\npreviously enjoyed is unlikely. Even the most talented, cultivated and practiced<br \/>\ndiplomats, Zi Zhongyun, a widely respected U.S.-China relations scholar at the<br \/>\nChinese Academy of Social Sciences, wrote late April, would be challenging.<\/div>\n<div class=\"MsoNormal\">\nIn China, voices of reason are increasingly censored and<br \/>\nsilenced, leaving only those at the extremes of the political spectrum, Zi<br \/>\nlamented.<\/div>\n<div class=\"MsoNormal\">\nAnd as for online thugs ignorant and shameless, she wrote,<br \/>\nwell, they get a free pass.<\/div>\n<\/div>\n\n","protected":false},"excerpt":{"rendered":"<p>For more than three decades, China&#8217;s ruling Communist Party experienced one of the greatest political crises.
