The review covers applications made under <strong>GOs 455, 456, 747 and 92<\/strong>. Eligible cases will be examined under existing rules, he said.<\/p>\n<p>The minister said a <strong>2016 order on ULC regularisation<\/strong> was not implemented by the previous government and that the new memo is intended to restart the review. ULC cases involve surplus land taken under the former Urban Land (Ceiling and Regulation) Act. Earlier government orders allowed occupants to apply for regularisation and conveyance. Thousands of files have been reported pending in <strong>Rangareddy and Medchal-Malkajgiri<\/strong>, including cases where government receipts were issued and payments remain due.<\/p>\n<p>Reddy also said the government was speeding up cases involving <strong>Section 22-A of the Registration Act<\/strong>, following assurances made by Chief Minister <strong>A. Revanth Reddy<\/strong> in the Assembly. The list restricts registration of properties classified as government, assigned, endowment, Waqf, forest or ULC surplus land, as well as land under court dispute. Owners have said that tagging entire survey numbers has blocked sales, mortgages and loans for some private plots, houses and flats.<\/p>\n<p>The government says the area covered by the 22-A list has fallen by about <strong>47,440 acres since December 2023<\/strong>. It has also said that <strong>GOs 118 and 76<\/strong> allow registration of houses, plots and flats with valid approvals from GHMC, HMDA, DTCP or local bodies, even when the properties appear on the list. Other cases are to be reviewed by district committees and a high-level panel led by the <strong>Chief Commissioner of Land Administration<\/strong>. The government says genuine private owners can seek removal from the list after verification.<\/p>\n<p>The measures form part of a <strong>12-point plan<\/strong> announced after the Chief Minister\u2019s Assembly statement on 16 September. It covers ULC surplus land, government land in approved layouts, GO 59 conveyance deeds, GO 118 colonies, Singareni coal-belt land, assigned and Bhoodan land, Indiramma houses, unpaid NALA cases and Secunderabad leasehold properties. The government has said about <strong>1.22 lakh GO 59 conveyance deeds<\/strong> have been issued, while <strong>18,590 cases<\/strong> remain pending. A new ULC scheme is intended to cover both pending and fresh applications, with regularisation and registration processed in parallel.<\/p>\n<p>In parts of Hyderabad, regularisation of more than <strong>9,700 plots<\/strong> in LB Nagar-area colonies under GO 118 began around 19\u201320 September, with certificates distributed to residents in dozens of colonies. Officials have referred to a processing period of about <strong>30 to 45 days<\/strong> for several categories, subject to court orders.
