(Beth Clifton collage)

HONG KONG––A second dog attack fatality within three weeks, after none in ten years, has Hong Kong asking whether the dog rescue efforts of Kent Luk Ka-chit and Paws Guardian Rescue are the cause of “dog menace,” the solution for it, or a bit of both.

What is clear is that Kent Luk Ka-chit for at least ten years has been leading spay/neuter and dog rescue efforts in the rapidly developing New Territories between old Hong Kong and mainland China, trying to draw attention to the need for more effective official animal care and control response to dog and cat abandonments in the New Territories, yet is now facing charges resulting from the investigation of the latest dog attack death.

Kent Luk Ka-chit, founder of Paws Rescue Guardians. (Beth Clifton collage)

According to South China Morning Post writer Danny Mok on September 23, 2026, “Hong Kong authorities have charged an animal welfare activist after a stray dog captured during an investigation into a suspected fatal canine attack on a cyclist in Yuen Long was found to have a microchip registered in his name. One of five strays caught in Yuen Long was registered to Kent Luk, founder of Paws Guardian Rescue Shelter.”

But a much longer report by Erwin Wong of the online newspaper Dim Sum Daily, posted two hours later on September 23, 2026, offers a somewhat different perspective.

“Hong Kong Agriculture, Fisheries & Conservation Department officers staged a fourth consecutive day of dog catches in Yuen Long,” Erwin Wong began, after “a 27-year-old woman,” whose name has not been released, “was found dead early on Sunday on a path along Po Wai South Road,” a main commuter route between a railway station and a nearby residential neighborhood, “bearing multiple bite and scratch wounds.”

Three dogs rounded up near scene believed to be the strays that killed woman bicyclist.

“Cheung Chun-tong, Yuen Long acting assistant district commander for crime,” reported Hillary Leung for the Hong Kong Free Press, “told media that closed circuit television footage filmed at around 11:40 p.m. on Saturday showed the woman leaving the Yuen Long Mass Transit Railway station and getting on a rental bike.

“Closed circuit television footage 15 minutes later showed three dogs chasing her while she was riding along Pok Wai South Road, Cheung said.

“There were no suspicious persons or vehicles in the area. The woman’s belongings, including her wallet and phone, were intact.

“She was found with injuries to her head, face, neck, legs and arms, Cheung said.”

Added China Daily correspondent Wang Zhan, “She was pronounced dead after being taken to Pok Oi Hospital.”

Eight free-roaming dogs in all have reportedly been caught around warehouses in the area.

 (Beth Clifton photo)

Kent Luk Ka-chit “told reporters that of three dogs seized on Monday,” Erwin Wong continued, “two carried microchips and one was in his name.

“He said the Hong Kong Agriculture, Fisheries & Conservation Department had charged him with failing to keep a dog under proper control and keeping a dog with an expired license.”

The dog, Erwin Wong continued, “named Dai B, is a 13-year-old mongrel of about 26 kilograms [circa 50 pounds]. Kent said he rescued the dog in 2018 after the dog was hurt fighting other warehouse dogs while living with a scavenger woman,” meaning a homeless woman, “registered the dog under his name, arranged sterilization through a Hong Kong SPCA mongrel program, and returned the dog to her care, because she would not put a chip in her own name.”

 (Beth Clifton collage)

Kent Luk Ka-chit on September 23, 2026 visited the New Territories North Animal Management Centre “to give a statement,” Erwin Wong wrote, “and learned Dai B was wandering alone, slowly, when caught, seemed gentle, and was secured with a rope around his neck.

“Dai B remains detained pending DNA saliva tests to establish whether he joined the attack; a match could bring extra charges.”

Kent Luk Ka-chit said he had been unable to locate Dai B’s owner, “and that Paws Guardian Rescue Shelter would take Dai B if he is released.

“Roughly 10 dogs around Po Wai are registered under Kent’s name and more than 10 under other animal-group volunteers, he said,” according to Edwin Wong.

Edwin Wong updated that estimate on September 24, 2026. “Luk put the total [number of dogs] under his license at roughly 4,000 — ‘if not 4,000, then more than 3,000’ — after Paws Guardian had rescued about 5,000 dogs over the years,” Wong wrote.

“Prosecutions, Luk said, are common and every volunteer knows the legal risk: if something goes wrong with a dog, ‘you take the hit.” They still register so accidents can be chased up rather than ending in silence. Waiting in fear after sterilizing and healing a dog, then handing it back to an elderly carer, without any departmental alert if trouble returns, could mean the animal dies unnoticed,” Edwin Wong paraphrased Kent Luk Ka-chit.

 Paws Guardian Rescue Shelter.

“Chip holders must be individuals rather than organizations,” Edwin Wong explained, “and unchipped strays seized by the Agriculture, Fisheries & Conservation Department are often destroyed after four days, so volunteers commonly pay for sterilization and vaccines and register animals themselves when warehouse keepers [guards who keep watchdogs] or scavengers refuse chips.”

Kent Luk Ka-chit “called the four-day DNA-driven hunt fair,” Edwin Wong wrote, “so investigators can identify the true attackers, and said dogs shown to have harmed people should be destroyed.”

Kent Luk Ka-chit “also claimed,” Edwin Wong continued, that “warehouse owners near Po Wai, under public pressure, had started surrendering packs of dogs to the Agriculture, Fisheries & Conservation Department, and feared those animals face a dead end, criticizing weak enforcement against abandonment, the absence of a full trap-neuter-return program [for street dogs and cats], and the need for tighter checks on pets smuggled from the mainland.

Stray dog paw prints near Pok Wai South Road in Hong Kong. Hong Kong secretary for environment & ecology Tse Chin-wan “vowed to review government policies on handling stray dogs” after the fatal attack on the 27-year-old woman,” reported Leopold Chen, Theodora Yu, and Danny Mok for the South China Morning Post.

Additional surveillance cameras were also installed in the vicinity, Chen wrote, “in a bid to completely remove safety risks in the neighborhood.”

Recalled Hong Kong Free Press writer Hillary Leung, “The incident comes after fatal dog attacks last month made headlines and prompted authorities to review the city’s regulations relating to canines.

“In August,” Hilary Leung summarized, “a dog – reportedly a Spanish mastiff – killed two smaller dogs in separate incidents in Yuen Long.

 Wong Cho-Yee (Jojo) (Facebook photo)

“A woman working at a dog shelter in Ta Kwu Ling was also killed by a dog that the Agriculture, Fisheries & Conservation Department later said was a ‘fighting dog,’ a legal term that refers to specific dog types with a history of being bred for dog fighting.”

Under Hong Kong law, based on the British Dangerous Dogs Act 1991, explained Leopold Chen for the South China Morning Post earlier, “Four types of dogs – Pit Bull Terrier, Dogo Argentino, Japanese Tosa and Fila Brasileiro – and their crossbreeds are classified as fighting dogs, whose importation and breeding are banned in the city.”

Believed to be the pit bull who killed Wong Cho-yee.

Those already in Hong Kong, Hilary Leung wrote “are subject to strict rules, including having to be muzzled in public. They are also barred from dog-friendly restaurants.”

At least seven dogs were impounded as illegally kept fighting dogs after the previous fatality.

The victim then, Wong Cho-yee, 33, dog rescuer and trainer, “JoJo” to her friends, was killed on August 27, 2026 at her own “Pawsgate” boarding kennel on Ping Yuen Road, the main route through Ta Kwu Ling village, also in Hong Kong’s still semi-rural New Territories.

Wong Cho-yee had just fed a Sharpei/pit bull mix. That attack was also captured by a closed circuit television security camera.

(See 1st Hong Kong fatal pit bull attack in 10 years rouses public more than 41 in “Spanish mastiff” named Larry in connection with the mauling deaths of two smaller dogs and injuries to a third smaller dog, “has been barred from leaving Hong Kong pending trial,” reported Brian Wong and Wynna Wong for the Hong Kong Standard.

The victims were a 17-year-old miniature poodle and a four-year-old bichon frise.

Ng Shui-ting “allegedly failed to keep the 132-pound dog securely restrained, allowing it to enter and remain in the open area of Yoho Mall on July 10 and August 17, 2026,” Brian Wong and Wynna Wong continued.

“Acting principal magistrate Daniel Tang Siu-hung adjourned the case to October 29, 2026.” and granted Ng bail [of $383 in U.S. dollars] on the conditions that he remain in Hong Kong, live at the Yuen Long address he provided to the court and avoid contact with prosecution witnesses.

 (Beth Clifton photo)

“Under the Hong Kong Dangerous Dogs Regulation,” Brian Wong and Wynna Wong explained, “owners of dogs weighing 40 pounds or more must keep them securely restrained on a leash no longer than six and a half feet in public places. Violators face a maximum fine of HK$25,000 (about $3,200 in U.S. dollars), and up to three months’ imprisonment.”

Kent Luk Ka-chit, now charged after the dog Dai B was found running at large in proximity to the 27-year-old woman’s death in Yuen Long, told media that Lali the “Spanish mastiff” was “initially taken in by a wealthy family as a guard dog, but was later given away after struggling to get along with another dog in the household.”

Kent Luk Ka-chit did not say how he knew this, but cautioned, Brian Wong and Wynna Wong paraphrased, “that such large, powerful animals require experienced handling and secure containment.”

Kent Luk Ka-chit has tried to help, but licensing dogs for others has landed him in deep do-do
