At her school, that\u2019s not an issue. Thanks to the <a href=\"https:\/\/www.fna.usda.gov\/cn\/cep\" class=\"text-(--primary-500) hover:underline\" target=\"_blank\" rel=\"noopener noreferrer\">Community Eligibility Provision (CEP) program<\/a>, schools and districts in low-income areas can serve students breakfast and lunch at no cost without requiring household applications. But things are changing nationwide.<\/p>\n<p class=\"body-xl mb-4 whitespace-pre-wrap\">Federal cuts to the Supplemental Nutrition Assistance Program (SNAP) under the <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/1\" class=\"text-(--primary-500) hover:underline\" target=\"_blank\" rel=\"noopener noreferrer\">2025 congressional budget resolution<\/a> (H.R. 1) have been shrinking the pool of families automatically certified for free school meals over the past year. Starting Oct. 1, states <a href=\"https:\/\/www.nbcwashington.com\/news\/national-international\/snap-changes-october-benefits-increase-states-more-costs\/4155266\/\" class=\"text-(--primary-500) hover:underline\" target=\"_blank\" rel=\"noopener noreferrer\">will be responsible<\/a> for 75% of SNAP administrative cost, up from the current 50%.\u00a0<\/p>\n<p class=\"body-xl mb-4 whitespace-pre-wrap\">These changes to families\u2019 SNAP status\u2019 and state budgets can threaten districts\u2019 CEP eligibility. In non-CEP schools, families that previously qualified for free lunch will have to reapply. That worries Nauman.<\/p>\n<p class=\"body-xl mb-4 whitespace-pre-wrap\">\u201cSometimes parents aren\u2019t there, or are too proud to fill out the paperwork,\u201d she says. The shift in free lunch policies has forced schools to navigate the administrative logistics.<\/p>\n<h2 class=\"title-large mb-4\">The Impact of Program Changes<\/h2>\n<p class=\"body-xl mb-4 whitespace-pre-wrap\">The cuts in H.R. 1 mean fewer families are \u201cdirectly certified\u201d for free meals \u2014 the automatic process where schools don\u2019t need paperwork since the state knows the family receives SNAP. This is already having an impact.\u00a0<\/p>\n<p class=\"body-xl mb-4 whitespace-pre-wrap\">\u201cWe are just beginning to hear concerns from members about drops in direct certification,\u201d says Diane Pratt-Heavner, a spokesperson for the School Nutrition Association.<\/p>\n<p class=\"body-xl mb-4 whitespace-pre-wrap\">In place of direct certification, families are filling out applications, and that is going to complicate things. At Leonardtown Middle School in St. Mary\u2019s County, Maryland, Principal Deborah Dennie says the paperwork is onerous.<\/p>\n<p class=\"body-xl mb-4 whitespace-pre-wrap\">\u201cThere\u2019s a parent letter, that\u2019s the front, and the back gives the federal income eligibility guidelines,\u201d she says. Then there are four pages of instructions, and only then do parents get to the application, with its multiple sections and numbered subsections.<\/p>\n<p class=\"body-xl mb-4 whitespace-pre-wrap\">\u201cThe families who qualify for these things, they don\u2019t want to spend the time to go through all of this paperwork,\u201d Dennie says. That could mean kids who need a free lunch aren\u2019t going to get one.<\/p>\n<p class=\"body-xl mb-4 whitespace-pre-wrap\">CEP eligibility is based on Identified Student Percentage (ISP) \u2014 the share of kids directly certified through SNAP and other programs. Cuts to SNAP risk shrinking ISP, which could mean schools\u2019 reimbursement rate drops so low that CEP becomes financially unfeasible.<\/p>\n<p class=\"body-xl mb-4 whitespace-pre-wrap\">That concerns Sommer Purvis, the child nutrition director at Livingston Parish Public Schools in Louisiana, where kids get free lunch through CEP. From 2021-2024, direct certification percentages in the district increased. For the past two years, the percentage has dropped, putting CEP at risk.<\/p>\n<p class=\"body-xl mb-4 whitespace-pre-wrap\">\u201cWe have started to be very proactive with monitoring those numbers to see where we are, how they\u2019re changing,\u201d Purvis says. \u201cWe want to make sure that we\u2019re prepared.\u201d<\/p>\n<h2 class=\"title-large mb-4\">How Schools Are Responding<\/h2>\n<p class=\"body-xl mb-4 whitespace-pre-wrap\">With all these changes to free lunch, school leaders are getting proactive, and teachers are getting prepared. In West Virginia, nearly<a href=\"https:\/\/www.wvgazettemail.com\/news\/education\/full-plates-to-paperwork-federal-cuts-to-free-lunch-program-could-burden-wv-schools\/article_274f87a4-0476-11f0-98f9-d7283ba97b16.html\" class=\"text-(--primary-500) hover:underline\" target=\"_blank\" rel=\"noopener noreferrer\"> 183,000 students<\/a> may be at risk of losing CEP. If it looks like that might really happen, McClintock thinks teachers will step up.<\/p>\n<p class=\"body-xl mb-4 whitespace-pre-wrap\">\u201cTeachers are always going to support a free and reduced lunch,\u201d she says. \u201cThey\u2019re going to talk to their legislators. They\u2019re going to talk to board members to make sure that is heard loud and clear. There\u2019s going to be a lot of grassroots movement.\u201d<\/p>\n<p class=\"body-xl mb-4 whitespace-pre-wrap\">Purvis is already preparing for the worst. If CEP collapses, she wants to be ready to help parents through the paperwork of individual applications.\u00a0<\/p>\n<p class=\"body-xl mb-4 whitespace-pre-wrap\">\u201cWe are monitoring our lists and trying to make sure that we are capturing as many of those students as we can,\u201d she says. Loss of CEP would be \u201ca fundamental change for families.\u201d<\/p>\n<p class=\"body-xl mb-4 whitespace-pre-wrap\">Purvis has already laid the groundwork, knowing the current situation might arise. \u201cWe\u2019re very transparent each year,\u201d she says. That means telling parents: \u201cThe paperwork is not required, but that is a year-to-year decision and things can change.\u201d<\/p>\n<p class=\"body-xl mb-4 whitespace-pre-wrap\">Meanwhile, after 10 years with CEP, the district needs to start asking questions internally, says Purvis.\u00a0<\/p>\n<p class=\"body-xl mb-4 whitespace-pre-wrap\">\u201cHow would schools handle those applications? Because after 10 years, a majority of our cafeteria managers have never processed applications,\u201d she notes. \u201cA majority of our principals have not had to deal with meal collection and meal debt.\u201d<\/p>\n<p class=\"body-xl mb-4 whitespace-pre-wrap\">With that in mind, Purvis is already being \u201cvery honest and transparent with those individuals about what might be coming,\u201d she says. She\u2019s also looking at what training would be needed. She\u2019s making lists of which principals and cafeteria managers may need a refresher or an introduction to the free lunch process, and hoping the state\u2019s department of education will help foot the bill if training is needed.<\/p>\n<p class=\"body-xl mb-4 whitespace-pre-wrap\">At Leonardtown Middle, meanwhile, Dennie is thinking about the role that teachers will play. If paperwork becomes a hurdle for families, classroom educators will likely be the canary in the coal mine. \u201cMy teachers tend to have their ears to the ground and if they hear something, then they bring it to our attention,\u201d she says.\u00a0<\/p>\n<p class=\"body-xl mb-4 whitespace-pre-wrap\">A student\u2019s father came in to see a teacher recently, and Dennie suspected he was dealing with financial distress. Dennie gave the teacher a heads-up, \u201cand lo and behold, when she spoke to him, that was indeed the problem,\u201d she says. \u201cWe ended up doing something as a school for the family.\u201d<\/p>\n<p class=\"body-xl mb-4 whitespace-pre-wrap\">Teachers will need to be even more attuned to such situations going forward. Families may not apply for free lunch \u201ceither because of pride, or because of the packet itself and how cumbersome it can be,\u201d Dennie says.<\/p>\n<h2 class=\"title-large mb-4\">A Proactive Approach<\/h2>\n<p class=\"body-xl mb-4 whitespace-pre-wrap\">At Bartlett Academy, an alternative high school in Oklahoma that serves many students experiencing poverty and homelessness, Principal Amy Sanders is betting that a proactive approach will help her team weather the coming storm.<\/p>\n<p class=\"body-xl mb-4 whitespace-pre-wrap\">The district never went to automatic certification, and instead has always had families fill out applications for free lunch, whether or not the family thought it was needed. \u201cThat way we have an accurate count every year,\u201d she says.<\/p>\n<p class=\"body-xl mb-4 whitespace-pre-wrap\">The application is part of the school\u2019s orientation packet, along with standards for discipline, behavior, dress code and so on. This way, applying for free lunch becomes \u2026 ordinary.<\/p>\n<p class=\"body-xl mb-4 whitespace-pre-wrap\">\u201cWe have a lot of Native Americans [families], and there\u2019s a pride about not letting everybody know your business,\u201d Sanders observes. \u201cWe\u2019ve tried to make it where this isn\u2019t \u2018everybody knows your business.\u2019 This is just routine.\u201d<\/p>\n<p class=\"body-xl mb-4 whitespace-pre-wrap\">Dennie is also trying to be proactive. She has lists of students who got free lunch or incurred food debt last year, and makes sure they all get applications to take home. When parents come for an open house, the application is right there on the table for them to pick up and fill out later. And she includes information about free lunch in her weekly newsletter, all year long.<\/p>\n<p class=\"body-xl mb-4 whitespace-pre-wrap\">\u201cWe let them know that it\u2019s there,\u201d she says. \u201cWe want to make sure that everybody gets what they need.\u201d<\/p>\n<p class=\"body-xl mb-4 whitespace-pre-wrap\">Dennie notes that teachers and administrators alike have to tread a fine line here.
