{"id":7060492,"date":"2026-09-18T22:07:41","date_gmt":"2026-09-18T22:07:41","guid":{"rendered":"https:\/\/peraltafinancing.com\/american-history\/women-youth-and-a-media-revolution-in-milwaukee-the-metropole\/"},"modified":"2026-09-18T22:07:41","modified_gmt":"2026-09-18T22:07:41","slug":"women-youth-and-a-media-revolution-in-milwaukee-the-metropole","status":"publish","type":"post","link":"https:\/\/fivemor.com\/?p=7060492","title":{"rendered":"Women, Youth, and a Media Revolution in Milwaukee \u2013 The Metropole"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div>\n<p class=\"wp-block-paragraph\"><em>This is the third entry in our 10th Annual Graduate Student Blogging Contest<\/em>,\u00a0<em>\u201c<a href=\"https:\/\/themetropole.blog\/category\/graduate-student-blogging-contest\/revolution-2026\/\">Revolution.\u201d<\/a><\/em><\/p>\n<p class=\"wp-block-paragraph\">By Maria Rose Francis<\/p>\n<p class=\"wp-block-paragraph\">During a community-led walk through Milwaukee\u2019s Midtown neighborhood in the summer of 2023, <a href=\"https:\/\/blcfieldschool2022.weebly.com\/betty-glosson.html\">Ms. Betty Glosson,<\/a> <a href=\"https:\/\/blcfieldschool2022.weebly.com\/talibah-mateen-hooper.html\">Ms. Talibah Mateen-Hooper<\/a>, and <a href=\"https:\/\/www.portiacobb.com\/\">Prof. Portia Cobb<\/a> brought an earlier landscape back into view. At one corner, Ms. Betty recalled neighborhood efforts to stop stores from selling alcohol and cigarettes to children. At another, Ms. Talibah pointed to a community park and insisted, \u201cThe park is the people\u2019s.\u201d Their recollections linked Midtown\u2019s streets to the Community Media Project and to the often-unrecognized labor through which three women made care, creativity, and public expression possible for the neighborhood\u2019s children.<sup data-fn=\"ae6c3a54-6e51-45ec-b253-ba2fbacc1d83\" class=\"fn\"><a href=\"#ae6c3a54-6e51-45ec-b253-ba2fbacc1d83\" id=\"ae6c3a54-6e51-45ec-b253-ba2fbacc1d83-link\">1<\/a><\/sup>\u00a0<\/p>\n<p class=\"wp-block-paragraph\">That history unfolded in a neighborhood reshaped by displacement. Freeway construction and urban renewal disrupted Bronzeville, Milwaukee\u2019s historic center of African American life, while expressway and Kilbourntown-3 clearances pushed African American and other minority residents into Midtown. Although the Midtown Conservation Project was presented as a conservation initiative, the plan submitted in 1965 proposed razing roughly 46 percent of the neighborhood\u2019s structures. By 1975, 1,700 housing units had been razed while only 340 new units had been built. Housing disinvestment continued into the 1990s. In the broader Fond du Lac and North planning area that included Midtown, the city linked declining property values and low rents to limited maintenance and continuing physical deterioration.<sup data-fn=\"af8e2765-2c72-4747-acb9-8e715cad4303\" class=\"fn\"><a href=\"#af8e2765-2c72-4747-acb9-8e715cad4303\" id=\"af8e2765-2c72-4747-acb9-8e715cad4303-link\">2<\/a><\/sup> By the early 1990s, continued disinvestment shaped the physical and social conditions in which Midtown residents organized for their children.<\/p>\n<p class=\"wp-block-paragraph\">In the early 1990s, Ms. Betty and Ms. Talibah were already working with Midtown\u2019s children. Ms. Betty had moved to Milwaukee from Arkansas and participated in open-housing and welfare-rights activism before becoming deeply involved in neighborhood organizing. Ms. Talibah, who had lived in Midtown since 1981, also organized around housing, community space, and the needs of young people. Ms. Betty recalled that many children had little to do outside school: they fought among themselves and had not yet formed friendships. She and Ms. Talibah responded by organizing a youth group, block parties, bus trips, camping excursions, and overnight activities. These gatherings fostered friendships and dependable relationships with adults. Ms. Betty later remembered becoming concerned about young people\u2019s access to alcohol and tobacco through neighborhood stores. That concern helped give the media project one of its central subjects.<sup data-fn=\"c0e5bcb5-5441-44f0-b014-9b52fb97e502\" class=\"fn\"><a href=\"#c0e5bcb5-5441-44f0-b014-9b52fb97e502\" id=\"c0e5bcb5-5441-44f0-b014-9b52fb97e502-link\">3<\/a><\/sup><\/p>\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.portiacobb.com\/cmp\/\">Community Media Project<\/a> (CMP) extended this work through Professor Cobb\u2019s filmmaking practice. She came to the University of Wisconsin\u2013Milwaukee in 1992 after earning a BA in Communications from Mills College and an MA in Film Production from San Francisco State University. Her earlier film <a href=\"https:\/\/letterboxd.com\/film\/no-justice-no-peace-black-male-immediate\/\"><em>No Justice, No Peace! Young, Black, ImMEDIAte<\/em><\/a> had already used accessible video technology to center young Black perspectives.<sup data-fn=\"70fab3b6-830a-40d5-91a0-a3d81cb4c210\" class=\"fn\"><a href=\"#70fab3b6-830a-40d5-91a0-a3d81cb4c210\" id=\"70fab3b6-830a-40d5-91a0-a3d81cb4c210-link\">4<\/a><\/sup> Ms. Betty recalled that Ms. Talibah contacted Cobb about working with Midtown\u2019s children. Filmmaking offered a way to extend the activities the women had already created: the children would still gather within a dependable circle of adults, but they would also learn technical skills and investigate conditions around them. Professor Cobb remembered arriving prepared to accommodate ten participants. Approximately thirty children appeared. \u201cAnd if we were late,\u201d she recalled, \u201cthey were outside looking at their watches.\u201d<sup data-fn=\"77830c8c-0192-4c5d-b160-f23f00c30e9d\" class=\"fn\"><a href=\"#77830c8c-0192-4c5d-b160-f23f00c30e9d\" id=\"77830c8c-0192-4c5d-b160-f23f00c30e9d-link\">5<\/a><\/sup> A 1993 profile registered the same purposefulness. The children, Professor Cobb told Jim Higgins, \u201cknew what they wanted from the beginning.\u201d Waiting outside showed their anticipation: the workshop had become a place they expected to return to.<sup data-fn=\"3cef4ba2-2bf8-400b-adb6-a508113312c8\" class=\"fn\"><a href=\"#3cef4ba2-2bf8-400b-adb6-a508113312c8\" id=\"3cef4ba2-2bf8-400b-adb6-a508113312c8-link\">6<\/a><\/sup><\/p>\n<p class=\"wp-block-paragraph\">Their commitment was visible in what they did. The participants learned to operate cameras, develop scripts, conduct interviews, and decide what they wanted to document. Ms. Betty recalled that the adults fed the group every Saturday. She also remembered the children carrying cameras into the park, videotaping and talking to trees because they were so excited to use the equipment.<sup data-fn=\"53f0d9e1-fadc-4d14-8a5a-68faab5bb12f\" class=\"fn\"><a href=\"#53f0d9e1-fadc-4d14-8a5a-68faab5bb12f\" id=\"53f0d9e1-fadc-4d14-8a5a-68faab5bb12f-link\">7<\/a><\/sup> Food, play, instruction, and dependable adult presence existed alongside one another. Courtesy of Portia Cobb.<\/em><\/figcaption><\/figure>\n<\/div>\n<p class=\"wp-block-paragraph\">One result was the 1994 documentary <a href=\"https:\/\/vimeo.com\/366536680\"><em>Enough Is Enough: Time Out for the Sell Out!<\/em><\/a>, created through the Community Media Project with the Midtown Neighborhood Association. The film begins with young people questioning cigarette and alcohol advertisements, then turns to investigation. A fourteen-year-old purchases cigarettes without being asked for identification. Later, a seventeen-year-old buys a forty-ounce bottle after disclosing his age; the clerk charges an extra dollar and tells him not to reveal the sale. The young filmmakers interview residents about licensing, picketing, churches, and collective action. Yet the film closes in another emotional register: \u201cI believe in love. I believe in me. I believe in my friends. I believe in my family. I believe in trust. Care here did not mean speaking in the children\u2019s place. Album page photographed by Maria Rose Francis during a 2023 oral-history session with Ms. Betty Glosson.<\/em><\/figcaption><\/figure>\n<\/div>\n<p class=\"wp-block-paragraph\">The documentary did not remain inside a workshop or community center. \u201cWe would take the video that they made, and we used it as a tool,\u201d Professor Cobb recalled. \u201cSo it would go to the Common Council \u2026 to show what the issues were here.\u201d<sup data-fn=\"abedc7f6-6b27-4ae7-bf0a-eca25669a91c\" class=\"fn\"><a href=\"#abedc7f6-6b27-4ae7-bf0a-eca25669a91c\" id=\"abedc7f6-6b27-4ae7-bf0a-eca25669a91c-link\">9<\/a><\/sup> The documentary also carried Midtown\u2019s young filmmakers beyond Milwaukee. Cobb and other adult leaders accompanied a group of participants to Columbus, Ohio, where <em>Enough Is Enough<\/em> screened at the National Black Programming Consortium\u2019s Prized Pieces Film Festival.<sup data-fn=\"cec0fd69-a6ab-4ce8-ac03-ca33b62e9e63\" class=\"fn\"><a href=\"#cec0fd69-a6ab-4ce8-ac03-ca33b62e9e63\" id=\"cec0fd69-a6ab-4ce8-ac03-ca33b62e9e63-link\">10<\/a><\/sup> According to Professor Cobb, for most of the young people, it was their first time traveling by airplane. The film won first prize. Cobb remembered watching the youth receive recognition at a professional film festival as \u201ca monumental and revolutionary moment.\u201d The award plaque remains with the Community Media Project archive at UWM.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">CMP\u2019s revolution cannot be measured by a municipal outcome alone. It rested on forms of women\u2019s labor that policy-centered histories often overlook: recognizing children\u2019s needs, organizing activities, preparing food, arranging outings, teaching skills, and continuing to show up. This work protected children without treating them as passive. Their authorship was not separate from care; it became possible through it.<\/p>\n<p class=\"wp-block-paragraph\">The women also learned from one another. During the 2023 walk, Talibah Mateen-Hooper described how working beside Betty Glosson reshaped her own activism: \u201cYou can be trained and then you can be retrained, because I learned a lot from her. I mean, a lot.\u201d<sup data-fn=\"5ed4db87-7e41-400a-aea7-d75b2fb6bf41\" class=\"fn\"><a href=\"#5ed4db87-7e41-400a-aea7-d75b2fb6bf41\" id=\"5ed4db87-7e41-400a-aea7-d75b2fb6bf41-link\">11<\/a><\/sup> In her oral history, Ms. Talibah placed this work within a longer tradition of neighborhood stewardship. She remembered older women cleaning the block, watching over children, and helping neighbors before she and Ms. Betty assumed similar responsibilities.<sup data-fn=\"9c101ca3-f0b5-4d4e-9e28-ac9345b9ae3c\" class=\"fn\"><a href=\"#9c101ca3-f0b5-4d4e-9e28-ac9345b9ae3c\" id=\"9c101ca3-f0b5-4d4e-9e28-ac9345b9ae3c-link\">12<\/a><\/sup> What passed between these women was not a single organizing technique but an ethic of remaining present, recognizing people\u2019s needs, and accepting responsibility for younger generations. That intergenerational ethic later shaped CMP, where caring for children meant not only keeping them safe and engaged but also trusting them with cameras, creative responsibility, and the authority to interpret their own neighborhood.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">The walk and oral histories anchored this history in particular places. At one corner, Ms. Betty recalled neighborhood action against stores selling alcohol and cigarettes to minors. In her oral history, she also remembered organizing Lisbon Square tenants and bringing federal housing officials to inspect dangerous living conditions.<sup data-fn=\"35cdfb46-1903-46f3-85a2-0957060f5ddd\" class=\"fn\"><a href=\"#35cdfb46-1903-46f3-85a2-0957060f5ddd\" id=\"35cdfb46-1903-46f3-85a2-0957060f5ddd-link\">13<\/a><\/sup> Her albums, the surviving documentary, and the award plaque preserve the children\u2019s faces, gatherings, and public work, forming a community-led archive of actions that the present landscape does not announce.<\/p>\n<p class=\"wp-block-paragraph\">Ms. Betty remembered that friendships formed through the activities continued into adulthood and that some participants remained active in community life. She also emphasized the importance of traveling beyond Milwaukee and called CMP \u201cthe best thing to hit Midtown.\u201d<sup data-fn=\"eff45278-0fd6-4644-a6a4-546b29bce07d\" class=\"fn\"><a href=\"#eff45278-0fd6-4644-a6a4-546b29bce07d\" id=\"eff45278-0fd6-4644-a6a4-546b29bce07d-link\">14<\/a><\/sup> Her account is not a complete record of every participant\u2019s later life, but it locates CMP\u2019s endurance in friendship, pride, connection, and the pleasure with which she still remembered the children.<sup data-fn=\"5e70f087-a5ed-443a-9c78-12830a99c36a\" class=\"fn\"><a href=\"#5e70f087-a5ed-443a-9c78-12830a99c36a\" id=\"5e70f087-a5ed-443a-9c78-12830a99c36a-link\">15<\/a><\/sup><\/p>\n<p class=\"wp-block-paragraph\">Three decades later, CMP reveals a revolution that municipal records and conventional accounts of political change rarely recognize. It took shape through the affective labor of care: noticing that children had little to do, organizing activities and outings, feeding them, showing up each week, listening to them, teaching them, and trusting them with cameras. These repeated acts changed the relationships surrounding the children. The women\u2019s recollections move from young people fighting and having few opportunities to children waiting eagerly for the adults, experimenting playfully with equipment, forming friendships, traveling together, and appearing in the film\u2019s credits as producers. Professor Cobb\u2019s media practice did not stand apart from Ms. Betty and Ms. Talibah\u2019s care; it transformed that care into authorship and public circulation. This was therefore a media revolution, but also a revolution in the relationships that made media production possible. Care enabled the children to represent Midtown, and filmmaking gave their experiences a public form. When the young people ended <em>Enough Is Enough<\/em> by affirming love, family, friendship, trust, and peace, they named the affective world that the women\u2019s labor had helped them create.
