friends,\u00a0 was not much different from thousands of young American women,\u00a0 and others around the world,\u00a0 who dream of earning their livings helping animals.<\/p>\n Wong Cho-yee worked hard for years to realize her dream,\u00a0 but on August 27,\u00a0 2026,\u00a0 after she fed a Sharpei\/pit bull mix,\u00a0 her dream became a nightmare from which she would never awaken.<\/p>\n <\/a> (Beth Clifton collage)<\/strong><\/em><\/div>\n Her death,\u00a0 the first dog attack fatality and first by a pit bull in Hong Kong in slightly more than a decade,\u00a0 has subsequently generated as much and possibly more media notice than any of the first 55 dog attack fatalities of 2026 in the U.S.,\u00a0 41 of them inflicted by pit bulls.<\/p>\n The total number of social media comments mentioning the Wong Cho-yee dog attack death within a week equalled the human population of Hong Kong:\u00a0 about 7.5 million.<\/p>\n U.S. dog attack deaths typically generate fewer than 9,000 social media comments.<\/p>\n Wong Cho-yee in January 2026 had opened her own \u201cPawsgate\u201d boarding kennel on Ping Yuen Road,\u00a0 the main route through Ta Kwu Ling village,\u00a0 in Hong Kong\u2019s still semi-rural New Territories.<\/p>\n <\/a> Believed to be the pit bull who killed Wong Cho-yee.<\/strong><\/em><\/div>\n Calling herself a \u201cdog slave,\u201d\u00a0 according to the Hong Kong Standard<\/em>,\u00a0 Wong Cho-yee relied on shelterless rescues for much of her business.<\/p>\n Examination of satellite images and site visits by the Liber Research Community,\u201d a nonprofit organization \u201cwhich focuses on land and development research,\u00a0 suggested that 31 of 60 successful applications over the past five years\u201d for permits to operate animal shelters in the New Territories \u201cinvolved shelters that only existed on paper,\u201d\u00a0 Vivian Au of the South China Morning Post<\/em> reported on July 2, 2024.<\/p>\n (See\u00a0Hong Kong: no-kill beacon to the world or hub of grand scale scamming?<\/a>)<\/strong><\/em><\/p>\n But the absence of shelters does not necessarily mean the organizations do not actually handle dogs.\u00a0 Instead,\u00a0 like many U.S. shelterless rescues,\u00a0 the Hong Kong organizations keep the dogs they offer for rehoming at boarding kennels,\u00a0 like Wong Cho-yee\u2019s Pawsgate.<\/p>\n <\/a> (Beth Clifton collage)<\/strong><\/em><\/div>\n Among Wong Cho-yee clients was the Alliance for Rescue & Preservation Hong Kong,\u00a0 a no-kill organization \u201cwhich had previously collaborated with Pawsgates on adoption days,\u201d\u00a0 the Hong Kong Standard <\/em>reported.<\/p>\n \u201cYou would even forget your own meals for the sake of the fur kids.\u00a0 Why did it have to be you?\u201d the Alliance for Rescue & Preservation Hong Kong posted to social media after Wong Cho-yee\u2019s death.<\/p>\n \u201cThe Alliance for Rescue & Preservation Hong Kong remembered Jojo as an enthusiastic and generous person who was always willing to share her knowledge,\u201d\u00a0 the Hong Kong Standard<\/em> continued.<\/p>\n \u201cShe truly treated the animals as her own family.\u201d<\/p>\n Added someone representing the Alliance for Rescue & Preservation Hong Kong,\u00a0 \u201cI will always remember the gentleness with which you would squat down to meet a scared dog at eye level and whisper, \u00a0\u2018It\u2019s okay, it\u2019s okay.’\u201d<\/p>\n <\/a> Believed to be the pit bull who killed Wong Cho-yee.<\/strong><\/em><\/div>\n But at about 2:00 p.m. on August 27,\u00a0 2026,\u00a0 abruptly nothing was okay,\u00a0 with no one else there to help or hear Wong Cho-yee screaming.<\/p>\n \u201cClosed-circuit television footage shows the 33-year-old female victim feeding a yellow mixed-breed dog, \u00a0about one meter in length, \u00a0before attempting to return him to his cage. \u00a0The dog was reluctant to go back and suddenly bit her,\u201d\u00a0 narrated Joy Lu for China Daily.<\/em><\/p>\n \u201cPolice said the attack was believed to have continued outside the kennel area onto a grassy patch.<\/p>\n \u201cWith severe injuries to her head, \u00a0neck, \u00a0and both arms, the victim was found unconscious about two hours later, \u00a0at 4:12 p.m.,\u00a0 with the dog still nearby.\u00a0 Wong Cho-yee was pronounced dead at the scene.<\/p>\n \u201cA preliminary examination by a forensic pathologist,\u201d\u00a0 Lu recounted, \u00a0\u201cfound multiple lacerations and bite marks on the victim\u2019s head, \u00a0neck, \u00a0lower jaw, \u00a0and was awaiting adoption. \u00a0At the time of the incident, \u00a0six other dogs were also housed in cages at the site.\u201d<\/p>\n Assistant district police commander Matthew Chan confirmed the details to the Hong Kong Free Press<\/em> and other media.<\/p>\n A Chat GPT translation from a cage card printed in Mandarin Chinese identified the attacking dog as an \u201cAmerican Bully mix,\u201d \u00a0\u00a0about a year and a half old, \u00a0\u00a0male, not neutered.<\/p>\n An \u201cAmerican Bully mix\u201d is a large pit bull variant,\u00a0 also known as an XL Bully,\u00a0 and earlier as an \u201cAmerican Bulldog\u201d or \u201cJohnson Bulldog,\u201d\u00a0 after fighting dog breeder J.D. Johnson.<\/p>\n <\/a> (Beth Clifton collage)<\/strong><\/em><\/div>\n Under Hong Kong law, \u00a0based on the British Dangerous Dogs Act 1991,\u00a0 explained Leopold Chen for the South China Morning Post<\/em>,\u00a0 \u201cFour types of dogs \u2013 Pit Bull Terrier, \u00a0Dogo Argentino,\u00a0 Japanese Tosa and Fila Brasileiro \u2013 and their crossbreeds are classified as fighting dogs,\u00a0 whose importation and breeding are banned in the city.<\/p>\n The oldest dog laws in Hong Kong include a ban on selling dogs or dog meat for human consumption,\u00a0 adopted on January 6,\u00a0 1950,\u00a0 mandatory anti-rabies vaccination,\u00a0 and an earlier prohibition on allowing dangerous dogs to run at large,\u00a0 which,\u00a0 indicated Catherine S. Chan, \u00a0\u201ca 10-year-old left her home on the Tsz Wan Shan Resettlement Estate and was later found lifeless at the foot of a hill. \u00a0Echoing popular opinion and turning a deaf ear to a father\u2019s suspicions that his child may have been murdered, \u00a0the authorities concluded that she was mauled to death by seven guard dogs. \u00a0All seven dogs were put down, \u00a0notably much ahead of autopsy results and without a formal investigation.\u201d<\/p>\n Catherine S. Chan is a vehement opponent of the breed-specific legislation that has long kept the 7.5 million Hong Kong residents conspicuously safer from disfiguring and fatal dog attacks than the residents of comparably-sized New York City.<\/p>\n Catherine S. Chan gives a much more complete account of the 1971 fatality:\u00a0 \u201cOn the morning of October 7,\u00a0 1971,\u00a0 fourth grader Chan Siu-yin\u2026ambled to the nearby bakery to buy breakfast\u2026At eleven,\u00a0 her anxious mother was informed by a phone call from the police that Siu-yin had been found dead at the foot of a hill.<\/p>\n \u201cHer limp body lay bare,\u00a0 surrounded by shredded pieces of her clothing,\u00a0 her shoes not far away.<\/p>\n \u201cThe autopsy report showed that Siu-yin had died from a violent attack:\u00a0 Her scalp was no longer intact,\u00a0 a hip bone was missing,\u00a0 and loops of intestine extruded from her abdomen.<\/p>\n \u201cShe had also suffered a one-inch puncture that cut through her trachea and numerous wounds measuring an eighth to a quarter of an inch in diameter that pierced through her muscles.\u201d<\/p>\n <\/a> Hong Kong SPCA anti-rabies poster.<\/strong><\/em><\/div>\n The injuries suffered by Chan Siu-yin were typical of many of the more than 1,500 dog attack fatalities of which ANIMALS 24-7 <\/strong>has documentation on file,\u00a0 especially pack attacks involving pit bulls and\/or other large dogs such as German shepherds.<\/p>\n Police identified the suspect dogs,\u00a0 Catherine S. Chan wrote,\u00a0 as \u201cone chow chow,\u00a0 two terriers [of unspecified type,\u00a0 but probably pit bulls],\u00a0 and four Alsatians [German shepherds].\u201d<\/p>\n Those dogs\u2019 involvement was confirmed by hair analysis,\u00a0 the most scientifically advanced dog identification method available at that time,\u00a0 decades ahead of the development of DNA analysis.<\/p>\n The seven dogs were euthanized after a ten-day hold to see if they were rabid.<\/p>\n <\/a> (Beth Clifton collage)<\/strong><\/em><\/div>\n Catherine S. Chan laments that,\u00a0 \u201cAn anti-dog campaign was launched to eradicate the dog \u2018nuisance.\u2019\u00a0 \u00a0In 1974 alone, \u00a0at least 15,000 dogs \u2013 many of which were mongrels \u2013 were destroyed.\u201d<\/p>\n While the human populations of Hong Kong and New York City were and are just about identical,\u00a0 the dog population of New York City has been fairly consistently estimated from dog license sales at about double that of Hong Kong.<\/p>\n The American SPCA,\u00a0 handling animal control in New York City from 1895 to 1994,\u00a0 from the 1970s through the 1980s killed upward of 50,000 dogs per year:\u00a0 more than triple the Hong Kong toll.<\/p>\n By the time the ASPCA gave up the New York City pound contract,\u00a0 the New York City dog euthanasia toll had dropped below 34,000 per year,\u00a0 largely due to the success of a high-volume,\u00a0 low-cost spay\/neuter program begun in 1968 by ASPCA veterinarian Lloyd Tait and Brooklyn shelter director George Watford.<\/p>\n Tait and Watford happened to be,\u00a0 at the time,\u00a0 the highest ranking African-Americans in U.S. humane work.<\/p>\n <\/a> Hong Kong SPCA spay\/neuter vouchers.<\/strong><\/em><\/div>\n By comparison,\u00a0 however,\u00a0 while the ASPCA cut New York City dog euthanasias by about a third,\u00a0 the Hong Kong SPCA,\u00a0 holding the Hong Kong animal control sheltering contract,\u00a0 cut Hong Kong dog euthanasias by two-thirds,\u00a0 to circa 5,500 per year.<\/p>\n Much has changed since then.<\/p>\n The Hong Kong Agriculture, Fisheries & Conservation Department,\u00a0 handling Hong Kong animal control since 2001,\u00a0 and enforcing the Hong Kong breed-restrictive legislation,\u00a0 euthanized 375 dogs in 2025.<\/p>\n New York City,\u00a0 with breed-specific legislation in effect only in buildings managed by the New York City Housing Authority,\u00a0 accommodating less than 5% of the human population of the city,\u00a0 euthanized 1,660 dogs in 2024,\u00a0 and has had at least six fatal dog attacks since 2017.<\/p>\n <\/a> (Beth Clifton collage)<\/strong><\/em><\/div>\n From 1971 to January 8,\u00a0 1994,\u00a0 meanwhile,\u00a0 Hong Kong went nearly 23 years between fatal dog attacks.\u00a0 The 1994 victim,\u00a0 Liu Wing-yan,\u00a0 an eight-year-old girl, \u00a0was killed by a Great Dane and a \u201cDalmatian cross,\u201d\u00a0 a description often given to black-and-white pit bulls.<\/p>\n Then on March 8, 1996,\u00a0 a seven-month-old baby girl, \u00a0Yuen Wing-sum, \u00a0was killed by her parents\u2019 pit bull.<\/p>\n That prompted Hong Kong,\u00a0 then still under British governance,\u00a0 to reinforce the previous dangerous dogs legislation by enforcing the Dangerous Dogs Act 1991.<\/p>\n Hong Kong returned to Chinese governance effective on January 1,\u00a0 1997.\u00a0 The Hong Kong version of the Dangerous Dogs Act 1991 has not yet been amended,\u00a0 as the British version was in 2024,\u00a0 to specifically exclude the Bully XL pit bull variant.<\/p>\n However,\u00a0 if the United Kingdom had enforced the Dangerous Dogs Act 1991 to the letter,\u00a0 excluding all dogs of banned breed type,\u00a0 rather than just those identified as such by name or pedigree,\u00a0 the Bully XL exclusion would not have become necessary.<\/p>\n <\/a> Larry the \u201cSpanish
