There needs to be enough data out in the open to prove its value, but you can\u2019t prove its value until it\u2019s out in the open. It\u2019s a bit like Schr\u00f6dinger\u2019s cat, but for data. The good news is that it\u2019s a challenge that\u2019s starting to be solved.<\/p>\n<p class=\"wp-block-paragraph\">Water regulation has always run on data. What\u2019s changing now is who gets to see it, how fast, and what they\u2019re allowed to do with it once they have it. That shift from data as a compliance artefact to data as a shared, usable public resource is what\u2019s turning Open Data from a regulatory tick-box into one of the most important tools the sector has for building trust, driving innovation, and, increasingly, powering AI.<\/p>\n<p class=\"wp-block-paragraph\">At Oakland Everything Data, we think Open Data is the future of water regulation. Here\u2019s why.<\/p>\n<h2 id=\"h-what-ofwat-requires-from-uk-water-companies\" class=\"wp-block-heading h3\">What Ofwat requires from UK water companies<\/h2>\n<p class=\"wp-block-paragraph\">Ofwat has set clear expectations for UK water companies to <a href=\"https:\/\/www.ofwat.gov.uk\/regulated-companies\/open-data-in-the-water-industry\/\"><span>open up their data<\/span><\/a> by publishing priority datasets and a roadmap for how they\u2019ll get there. After finding widespread public support for Open Data, but limited progress from the sector itself, the regulator has been <a href=\"https:\/\/www.ofwat.gov.uk\/ofwat-calls-on-water-companies-to-act-now-on-open-data\/\"><span>direct about companies needing to take immediate action<\/span><\/a>.<\/p>\n<p class=\"wp-block-paragraph\">From \u2018report to the regulator\u2019, it\u2019s now become \u2018publish for anyone\u2019, a genuinely new kind of ask for an industry that\u2019s traditionally guarded its data closely. (Particularly given the sensitivity of infrastructure and customer information.)\u00a0<\/p>\n<p class=\"wp-block-paragraph\">And it\u2019s not just an Ofwat initiative in isolation \u2013 the Open Data Institute has worked with the sector on a <a href=\"https:\/\/theodi.org\/insights\/reports\/an-open-data-strategy-for-the-water-industry\/\"><span>shared, industry-wide Open Data strategy<\/span><\/a>, which is giving the push to publish some independent, cross-sector weight rather than a single regulator\u2019s mandate.<\/p>\n<section id=\"block_cac75465bac0b1060167fa5b0dc4b0f5\" class=\"background-container  block background-container-6a9a6246b5e02308605275\">\n<div class=\"container\">\n<h2 id=\"h-how-yorkshire-water-became-stream-s-top-performing-water-company\" class=\"wp-block-heading h3\">How Yorkshire Water became Stream\u2019s top-performing water company<\/h2>\n<p class=\"wp-block-paragraph\">When Ofwat introduced these requirements, Yorkshire Water (which serves over five million people) faced a first-of-its-kind challenge. There was no playbook, no established <a href=\"https:\/\/weareoakland.com\/blog\/role-of-data-governance-in-ai\/\"><span>governance model<\/span><\/a>, no shared understanding, even internally, of how to safely release data that had never been designed to leave the building.<\/p>\n<p class=\"wp-block-paragraph\">Working alongside Yorkshire Water and the sector\u2019s collaborative platform, <a href=\"https:\/\/www.streamwaterdata.co.uk\/\"><span>Stream<\/span><\/a>, we took a dual-track approach: the \u2018do\u2019 and the \u2018design\u2019.<\/p>\n<ul class=\"wp-block-list\">\n<li><strong>The \u2018do\u2019: <\/strong>On one track, we got moving straight away, delivering real Open Data releases via Stream to test the end-to-end process and prove, in practice, that data could be published safely.\u00a0<\/li>\n<li><strong>The \u2018design\u2019: <\/strong>On the other track, we built the long-term foundation: a full <a href=\"https:\/\/weareoakland.com\/blog\/roadmap-for-data-ai-success\/\"><span>Open Data strategy and roadmap<\/span><\/a>, a <a href=\"https:\/\/weareoakland.com\/blog\/data-governance-in-the-age-of-ai\/\"><span>governance framework<\/span><\/a> with clearly defined data owners, stewards and approvers, a value model to weigh benefit against risk, and the technical architecture to make it all repeatable.<\/li>\n<\/ul>\n<h3 id=\"h-the-results\" class=\"wp-block-heading h4\">The results<\/h3>\n<p class=\"wp-block-paragraph\">Rather than finishing a strategy document before doing anything, we did both at once to build momentum through visible wins while architecting something built to last.<\/p>\n<p class=\"wp-block-paragraph\">The result speaks for itself: Yorkshire Water went from lagging behind on Open Data maturity to becoming the top-performing water company on the Stream platform. Compliant, yes, but leading, too.<\/p>\n<p class=\"wp-block-paragraph\">And crucially, the process didn\u2019t stop at what the regulator asked for. Yorkshire Water now has an engaged community of data owners and stewards, a growing pipeline of datasets in the works, and agreement in place to build an external Open Data hub of its own.<\/p>\n<h4 id=\"h-how-these-results-look-in-practice\" class=\"wp-block-heading h5\">How these results look in practice<\/h4>\n<p class=\"wp-block-paragraph\">One of the clearest examples of what this looks like in practice? <strong>Reservoir levels<\/strong>. During periods of drought this year, reservoir data became newsworthy. And because it was already published on Stream, utilities didn\u2019t have to field the same query over and over. They could just point people to the data. It meant less admin for the water companies, faster answers for the public, and more visibility for the shared platform itself. That\u2019s Open Data doing exactly what it\u2019s meant to do.<\/p>\n<p class=\"wp-block-paragraph\">Yorkshire Water isn\u2019t the only one moving. Northumbrian Water became the first UK water company to <a href=\"https:\/\/utilityweek.co.uk\/utility-week-live-explores-smart-utilities-and-sharing-data\/\"><span>publish an Open Data strategy back in 2023<\/span><\/a>, shortly after Ofwat\u2019s initial ruling \u2013 a sign that this shift is genuinely sector-wide, not a single utility\u2019s initiative.<\/p>\n<\/p><\/div>\n<\/section>\n<h2 id=\"h-why-format-matters-as-much-as-access\" class=\"wp-block-heading h3\">Why format matters as much as access<\/h2>\n<p class=\"wp-block-paragraph\">But there\u2019s a catch that trips a lot of organisations up: \u2018technically available\u2019 data doesn\u2019t mean \u2018genuinely usable\u2019. A dataset buried in a PDF is \u2018open\u2019 (strictly speaking), but it\u2019s not much use to a researcher, a journalist, or an app developer trying to build something with it.<\/p>\n<p class=\"wp-block-paragraph\"><em>Real \u2018<\/em>open\u2019 data means machine-readable formats, proper metadata, and interoperability data that can be pulled straight into a spreadsheet or a tool like Power BI, rather than manually copied out of a document. It may sound like a small distinction, but it isn\u2019t \u2013 and it\u2019s what separates data that gets used and data that just gets published.<\/p>\n<p class=\"wp-block-paragraph\">You can see what \u2018done well\u2019 looks like in the <a href=\"https:\/\/www.streamwaterdata.co.uk\/pages\/the-national-storm-overflow-hub\"><span>National Storm Overflow Hub<\/span><\/a>, the world\u2019s first, near real-time map of discharge data across nearly 14,000 storm overflows in England. The Hub:\u00a0<\/p>\n<ul class=\"wp-block-list\">\n<li>Lets swimmers and kayakers make informed decisions about entering the water<\/li>\n<li>Gives the public visibility into improvement plans for every single overflow<\/li>\n<li>Brings water companies together with independent oversight from the Environment Agency and Ofwat<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\">All in all, it\u2019s a good example of what happens when data is opened up properly rather than technically.<\/p>\n<h2 id=\"h-what-open-data-enables-for-ai-in-water-regulation\" class=\"wp-block-heading h3\">What Open Data enables for AI in water regulation<\/h2>\n<p class=\"wp-block-paragraph\">Generative AI models scrape unverified public web data by default, which means they rely on outdated or inaccurate data.\u00a0 By creating high quality standardised infrastructure with Open Data, we allow these machines to consistently find, access, and trust this information.\u00a0\u00a0<\/p>\n<p class=\"wp-block-paragraph\">River Deep Mountain AI (RDMAI) has announced the <a href=\"https:\/\/www.nwg.co.uk\/news-and-media\/news-releases\/river-deep-mountain-ai-releases-first-open-source-models\/\"><span>open-source release of a suite of artificial intelligence and machine learning (AI\/ML) models<\/span><\/a> that it says are set to transform the way water quality data is collected and used. Right now, the utilities sector wants to use advanced machine learning and Large Language Models (LLMs) to:\u00a0<\/p>\n<ul class=\"wp-block-list\">\n<li>Predict critical infrastructure failures<\/li>\n<li>Track real-time catchment health<\/li>\n<li>Model climate resilience risks<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\">But predictive AI can\u2019t operate safely or accurately in a siloed environment. To find valid correlations, algorithms require continuous pools of standardised data.<\/p>\n<p class=\"wp-block-paragraph\">None of this (the governance, the standards, the machine-readable formats) is really about AI on its own. But it\u2019s the thing AI actually needs. You can\u2019t build a reliable model on data nobody trusts, and you can\u2019t scale a model across a sector that hasn\u2019t agreed on what \u2018clean\u2019 even means. The work Stream and its member companies have done on Open Data is laying the groundwork for what comes next, whether it was designed this way or not.<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img decoding=\"async\" src=\"https:\/\/weareoakland.com\/wp-content\/uploads\/2026\/09\/Flowing-water-1.jpg\" alt=\"Flowing water\" class=\"wp-image-10413\"\/><\/figure>\n<\/div>\n<h2 id=\"h-why-yorkshire-water-started-with-what-people-actually-wanted\" class=\"wp-block-heading h3\">Why Yorkshire Water started with what people actually wanted<\/h2>\n<p class=\"wp-block-paragraph\">If you think this happens because a regulator says so, then think again. It happens because someone in the organisation actually cares enough to make it work \u2013 and that\u2019s arguably the harder part.<\/p>\n<p class=\"wp-block-paragraph\">Part of what made the Yorkshire Water programme land was asking a different question from the start. Rather than publishing what a company assumes might be useful, it started with what people are actually asking for:<\/p>\n<ul class=\"wp-block-list\">\n<li>Environmental Information Requests<\/li>\n<li>Customer queries<\/li>\n<li>Academic interest\u00a0<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\">These are all parts of the backlog worth working through first.\u00a0<\/p>\n<h3 id=\"h-how-a-small-shift-in-thinking-paves-the-way-for-a-big-effect\" class=\"wp-block-heading h4\">How a small shift in thinking paves the way for a big effect<\/h3>\n<p class=\"wp-block-paragraph\">In short, we need to release things that are actually useful to people first. This change in approach has a huge impact: it turns Open Data from something done <em>to<\/em> an organisation into something built <em>with<\/em> the people who\u2019ll actually use it. It\u2019s part of why the cultural shift matters as much as the technical one, and one that enables Open Data to be treated as a strategic asset in its own right.<\/p>\n<section id=\"block_cac75465bac0b1060167fa5b0dc4b0f5\" class=\"background-container  block background-container-6a9a6246b7043655516877\">\n<div class=\"container\">\n<h2 id=\"h-where-open-data-and-ai-in-water-regulation-is-heading\" class=\"wp-block-heading h3\">Where Open Data and AI in water regulation is heading<\/h2>\n<p class=\"wp-block-paragraph\">So, if Open Data and AI adoption both continue on their current path, what does water regulation actually look like in five years?\u00a0<\/p>\n<p class=\"wp-block-paragraph\">In our opinion, water regulation will be far more insight-driven and even more focused on climate related initiatives in five years\u2019 time. As Open Data matures and AI becomes embedded in regulatory workflows, the sector may move from manual reporting and human-dependent processes to more machine-readable data streams that <a href=\"https:\/\/weareoakland.com\/services\/artificial-intelligence\/\"><span>artificial intelligence<\/span><\/a> can validate and analyse in real time. This shift will reduce routine human intervention, improve <a href=\"https:\/\/weareoakland.com\/blog\/why-invest-in-data-quality\/\"><span>data quality<\/span><\/a>, and allow regulators and companies to focus on solving issues rather than chasing errors. It\u2019ll also support risk detection, clearer accountability, and regulation that is based on live insight rather than retrospective reporting, which is something that the water industry is struggling with at the moment.<\/p>\n<p class=\"wp-block-paragraph\">In June 2026, Ofwat published its <a href=\"https:\/\/www.ofwat.gov.uk\/publication\/ofwat-ai-adoption-plan-for-the-water-sector-during-transition\/\"><span>first AI adoption plan for the water sector<\/span><\/a>. And this is exactly why we feel that Stream is so critical at Oakland Everything Data.<\/p>\n<p class=\"wp-block-paragraph\">There\u2019s a misconception that AI can simply \u2018look at the whole internet\u2019 and produce useful answers, but that often leads to responses that are inaccurate or irrelevant for water regulation. The standards exist, the governance models work, and, as Yorkshire Water shows, the results are measurable.
