Read past the headline, and instead of it being a plan about artificial intelligence (AI), it\u2019s one about data. Whether it can be trusted, who owns it, and whether a company can show its workings when a model produces an answer.<\/p>\n<p class=\"wp-block-paragraph\">This distinction matters more than it sounds. Most of the sector\u2019s AI conversation so far has been about use cases, from leakage detection and demand forecasting to customer service automation. Ofwat\u2019s AI adoption plan is the first sign that the regulator is going to ask a different question first, one that shifts from \u201cwhat is AI doing for you?\u201d to \u201cis the data underneath it something we can rely on?\u201d<\/p>\n<p class=\"wp-block-paragraph\">For water companies that have already started the data foundations work, it\u2019s good news \u2013 and a test they can pass. For everyone else? If you ask us, it\u2019s a deadline they didn\u2019t know they had.<\/p>\n<section id=\"block_7c03a15df8656e53148ab07214ebaebc\" class=\"background-container  block background-container-6a993803b9695924636295\">\n<div class=\"container\">\n<h2 id=\"h-what-oftwat-s-ai-adoption-plan-actually-asks-for\" class=\"wp-block-heading h3\">What Oftwat\u2019s AI adoption plan actually asks for<\/h2>\n<p class=\"wp-block-paragraph\">Ofwat\u2019s plan recognises that AI is already embedded across utility operations:<\/p>\n<ul class=\"wp-block-list\">\n<li>Leakage detection<\/li>\n<li>Network optimisation,<\/li>\n<li>Customer service<\/li>\n<li>Billing<\/li>\n<li>Regulatory reporting<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\">The regulator\u2019s position has moved from whether AI should be used to how it\u2019s deployed in ways that improve outcomes. That\u2019s all while maintaining trust and accountability. Water companies remain accountable for decisions and outcomes that AI supports \u2013 the technology doesn\u2019t dilute that responsibility.<\/p>\n<p class=\"wp-block-paragraph\">The detail that should get the most attention from data and technology leaders sits in the timeline. Ofwat intends to consult with the sector in autumn 2026, ahead of a first iteration of AI guidance expected to cover principles, data readiness standards, and an industry taxonomy. Water companies are also expected to have <a href=\"https:\/\/weareoakland.com\/blog\/role-of-data-governance-in-ai\/\"><span>responsible AI governance in place<\/span><\/a>, with data readiness, transparency, accountability and security controls all named explicitly.<\/p>\n<p class=\"wp-block-paragraph\">Read that list again\u2026.<\/p>\n<ul class=\"wp-block-list\">\n<li>Data readiness<\/li>\n<li>Transparency<\/li>\n<li>Accountability<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\">\u2026and you\u2019ll realise that none of it is AI-specific.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">It\u2019s <a href=\"https:\/\/weareoakland.com\/blog\/data-governance-in-the-age-of-ai\/\"><span>data governance<\/span><\/a>, given a new deadline because AI has made the cost of getting it wrong faster and harder to unwind.<\/p>\n<\/p><\/div>\n<\/section>\n<h2 id=\"h-ungoverned-data-isn-t-a-new-problem-but-an-old-one-with-a-deadline\" class=\"wp-block-heading h3\">Ungoverned data isn\u2019t a new problem, but an old one with a deadline<\/h2>\n<p class=\"wp-block-paragraph\">Every water company already knows what happens when a number can\u2019t be traced to its source: a regulator asks where it came from, and \u201cwe\u2019re confident it\u2019s right\u201d isn\u2019t an answer that survives scrutiny.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">AI just raises the stakes.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">A model built on ungoverned data doesn\u2019t remove that risk, but produces confident answers at a speed that nobody can check, which is the last thing a regulator, a customer or a court wants to see.<\/p>\n<p class=\"wp-block-paragraph\">That\u2019s the uncomfortable part of Ofwat\u2019s plan for companies that have treated data governance as a compliance chore rather than a foundation. You can\u2019t bolt AI onto data nobody has cleaned for years and expect insight. Are your AI models trained on the same trusted data your regulatory reports use?<\/h3>\n<p class=\"wp-block-paragraph\"><strong>If the answer is \u201cdifferent systems, different pipelines,\u201d that\u2019s the gap Ofwat\u2019s data readiness standards are designed to close.\u00a0<\/strong><\/p>\n<p class=\"wp-block-paragraph\">One version of the truth has to exist before AI can be built on top of it.<\/p>\n<h3 id=\"h-2-could-you-show-in-a-meeting-who-has-access-to-a-given-dataset\" class=\"wp-block-heading h4\">2. Could you show, in a meeting, who has access to a given dataset?<\/h3>\n<p class=\"wp-block-paragraph\"><strong>Not in principle, but on the spot.\u00a0<\/strong><\/p>\n<p class=\"wp-block-paragraph\">If governance lives in a policy document nobody has opened this year, this question exposes it fast.<\/p>\n<h3 id=\"h-3-is-governance-enforced-by-the-platform-or-written-somewhere-nobody-reads\" class=\"wp-block-heading h4\">3. Is governance enforced by the platform, or written somewhere nobody reads?<\/h3>\n<p class=\"wp-block-paragraph\"><strong>The difference decides whether governance survives contact with operations.\u00a0<\/strong><\/p>\n<p class=\"wp-block-paragraph\">Rules that live in a document get worked around under pressure. The evidence from inside the sector says otherwise.<\/p>\n<p class=\"wp-block-paragraph\">In one governance programme we\u2019ve delivered for a major UK utility, <a href=\"https:\/\/weareoakland.com\/case-studies\/turning-data-governance-into-85-million-of-opportunity\/\"><span>a single customer-data use case identified \u00a385 million in value<\/span><\/a> once governance was embedded into a core business function rather than run alongside it.
