It depends on systems that work, people who care and leaders who understand that access and trust are everything.<\/p>\n Democratic candidate Rosalind \u201cRoz\u201d Welch says those principles are not abstract ideals but are lived experiences that have shaped her campaign to become the next Jefferson County Clerk.<\/p>\n All eyes have been on this race since the September 2025 passing of Republican Barbara \u201cBobbie\u201d Holsclaw who held the position for more than two decades.<\/p>\n Welch\u2019s experience spans more than a decade inside the election system as a poll worker. She believes the clerk\u2019s office needs a leader who understands both the mechanics of elections and the people they serve.<\/p>\n Her campaign was born from a moment of frustration \u2013 and determination \u2013 during the historic 2020 United States presidential election.<\/p>\n For years, Welch volunteered as an election worker, waking up before dawn on Election Day to ensure the voting process ran smoothly. But in 2020, the realities of the system became painfully clear.<\/p>\n \u201cI\u2019d wake up at 4 a.m. to serve my community,\u201d Welch recalled. \u201cThe 2020 election changed things for me.\u201d<\/p>\n During the pandemic-era election, Jefferson County consolidated voting into a single mega-polling site at the Kentucky Exposition Center. Welch witnessed elderly voters navigating the massive facility, often confused about where to go or forced to walk long distances.<\/p>\n \u201cSeeing seniors trying to traverse the Expo Center \u2013 the only polling site in the entire county \u2013 was heartbreaking,\u201d she said. \u201cAnd as an election worker, I couldn\u2019t even help them physically because insurance restrictions wouldn\u2019t allow it. That was infuriating.\u201d<\/p>\n That moment crystalized Welch\u2019s belief that the clerk\u2019s office requires leadership grounded in management, operations and empathy.<\/p>\n \u201cThe office demands someone who understands systems and logistics,\u201d she said. \u201cThat\u2019s what I do professionally, and it\u2019s what I\u2019ve been doing for years as an election worker.\u201d<\/p>\n She wants to reimagine access to the ballot saying voting should be convenient, secure and accessible.<\/p>\n \u201cNo one should have to wait two hours to vote or be confused about where to vote,\u201d Welch said.<\/p>\n One of her key proposals in the creation of voting centers \u2013 larger, centrally located polling sites where voters could cast ballots regardless of their specific precinct. The model already exists across the country and is commonly used for early voting.<\/p>\n Welch believes expanding the concept to Election Day could dramatically reduce waiting times and confusion.<\/p>\n \u201cGiving voters options makes the process easier and more efficient,\u201d she explained. \u201cPeople vote in their precinct or choose a voting center that works best for them.\u201d<\/p>\n Modernizing The Clerk\u2019s Office<\/strong><\/span><\/p>\n Beyond elections, the Jefferson County Clerk\u2019s Office serves as the official keeper of public records, handling everything from vehicle registration to land records. Welch wants to modernize those services to meet the needs of a growing, diverse Louisville community.<\/p>\n Her plan includes expanding services and making them more accessible across the county.<\/p>\n Some of her priorities include strengthening cybersecurity protections for election systems and county records, opening a new clerk\u2019s office location near the I-264 corridor, expanding appointment availability and drop-off services, increasing translation services and multilingual materials and exploring mobile services to reach residents and dealerships in Jefferson County.<\/p>\n \u201cWe need an office that is secure, accessible, efficient and focused on people,\u201d Welch said. \u201cI call it Five Star Service for Jefferson County.\u201d<\/p>\n A Continued Legacy and Making History<\/strong><\/span><\/p>\n Welch\u2019s candidacy also arrives at a historic moment for leadership in the clerk\u2019s office.<\/p>\n Hosclaw\u2019s tenure established a legacy of strong female leadership.<\/p>\n Welch said she would be honored to continue that tradition and potentially make history as the first Black woman to serve as Jefferson County Clerk.<\/p>\n \u201cMy goal is to secure that role on May 19 and begin a new era for the clerk\u2019s office,\u201d she said. \u201cI would be proud to carry on Bobbie Holsclaw\u2019s legacy while leaving my own mark through modernization and accessibility.<\/p>\n Welch\u2019s Life Rooted in Public Service<\/strong><\/span><\/p>\n For Welch, public service is more than a campaign theme. It\u2019s a value learned early in her life.<\/p>\n \u201cI grew up in a house where my parents demonstrated the necessity of being involved and having an impact on our community,\u201d she said.<\/p>\n That upbringing shaped Welch\u2019s belief that civic participation is essential to maintaining healthy democratic systems.<\/p>\n She said it is the responsibility of citizens to enhance the quality of life and hold the powerful accountable who manage systems we depend on.<\/p>\n Welch\u2019s professional experience managing large teams across the country \u2013 often during construction projects and disaster recovery operations \u2013 has also influenced how she approaches leadership.<\/p>\n \u201cI\u2019ve managed thousands of employees nationwide,\u201d Welch says. \u201cI know what it\u2019s like to make tough decisions in chaotic situations and implement new processes quickly.\u201d<\/p>\n She believes those skills translate directly to the logistical complexity of running a county clerk\u2019s office.<\/p>\n What Voters Should Know About Midterms and the General Election<\/strong><\/span><\/p>\n Welch is also encouraging voters to stay informed about recent changes in local elections. For example, races for mayor and Metro Council have shifted to a nonpartisan format. That means voters can choose any candidate regardless of party affiliation, with the top two candidates advancing to the general election.<\/p>\n Because of that change, straight-party voting in November will no longer include mayoral or Metro Council races.<\/p>\n \u201cThese are important details voters should understand before heading to the polls,\u201d Welch said.<\/p>\n Voters should also check their registration ahead of elections.<\/p>\n Encouraging the Next Generation of Leaders<\/strong><\/span><\/p>\n As the nation celebrates Women\u2019s History Month, Welch reflects on the women who paved the way for future generations.<\/p>\n One quote she often refers to comes from Shirley Chisolm \u2013 the first Black woman in Congress and first Black woman to seek the nomination for U.S. president from one of the two major political parties.<\/p>\n \u201cTremendous amounts of talent are lost to our society because that talent wears a skirt.\u201d<\/em><\/p>\n Welch says that statement remains powerful to this day.<\/p>\n \u201cWomen make our families, workplaces and communities better,\u201d she said. \u201cWe are leaders, innovators and trailblazers.\u201d<\/p>\n Her advice for women who dream big \u2013 whether in public service, business, art or entrepreneurship \u2013 is simple but powerful.<\/p>\n \u201cDream big. Make plans. Follow through,\u201d she says. \u201cAnd surround yourself with people who encourage you when you doubt yourself.\u201d<\/p>\n She adds one final thought.<\/p>\n \u201cKnow that I believe in you.\u201d<\/p>\n Getting Involved<\/strong><\/span><\/p>\n Welch\u2019s campaign is actively seeking volunteers and supporters across Jefferson County.\u00a0Residents can help by canvassing neighborhoods, sharing information about the campaign, requesting yard signs or donating to support outreach efforts.<\/p>\n \u201cCampaigns are expensive,\u201d Welch says. \u201cSpreading our message across Jefferson County takes multiple touches. But anyone can help\u2014whether it\u2019s talking to friends, volunteering or contributing.\u201d<\/p>\n Welch\u2019s goal is not simply winning an election.
