A New Era of Agricultural Education

More than a century ago, the United States took a major step toward connecting agricultural research with the farmers who needed it most. The Smith-Lever Act of 1914 established the Cooperative Extension System, creating a formal partnership among the U.S. Department of Agriculture, land-grant universities and local communities.

Although the U.S. Department of Agriculture was established in 1862, agricultural extension work had already been developing through demonstration programs and other efforts. The Smith-Lever Act, signed into law on May 8, 1914, formalized a nationwide Cooperative Extension System associated with land-grant colleges and universities.

The purpose was straightforward but groundbreaking: take research and practical agricultural knowledge beyond the university and directly to farmers, farm families and rural communities.

Connecting Land-Grant Universities With Farm Families

The new Extension Service created an important link between USDA and the nation’s land-grant universities. Universities were conducting agricultural research, but farmers needed practical information they could apply in their fields and operations.

Through Cooperative Extension, research-based information could be delivered directly to rural America through educational programs, demonstrations, publications and local agricultural agents. The system was designed to help farmers put new knowledge and improved practices to work on their farms.

The timing was especially significant.

In 1914, more than 50% of the U.S. population lived in rural areas, while approximately 30% of the nation’s workforce was engaged in farming. Agriculture was central to the nation’s economy and to everyday American life.

For farm families, Extension offered something that traditional higher education could not: access to agricultural knowledge without having to leave the farm and attend college.

Extension Faces Its First Major Test

The new Cooperative Extension System did not have to wait long to demonstrate its value.

World War I created enormous demands on American agriculture. Farmers were called upon to increase production and help supply food for the nation and its allies while the country also faced wartime labor shortages.

Extension responded by helping farmers increase production and adopt practices that could meet wartime needs. Among its efforts, Extension encouraged increased wheat production, with U.S. wheat acreage rising substantially during the war years. It also helped address agricultural labor shortages through programs including the Women’s Land Army and Boys’ Working Reserve.

The experience demonstrated the importance of having a nationwide system capable of quickly moving agricultural information from researchers and government officials to farmers in the field.

A Partnership That Changed American Agriculture

The Smith-Lever Act represented more than the creation of another government program. It established a model of cooperation that continues to influence American agriculture today.

USDA, land-grant universities and local partners developed a system for turning scientific research into practical information. The Cooperative Extension System eventually expanded beyond production agriculture to address subjects ranging from natural resources and rural development to family and consumer sciences and youth education.

The system’s basic concept remains remarkably relevant: research has the greatest value when people can put it to work.

For American farmers in 1914, that meant gaining access to better information about crops, livestock, production practices and farm management. For modern agriculture, the same principle applies as producers confront new challenges involving technology, sustainability, markets, natural resources and changing production conditions.

The Legacy of the Smith-Lever Act

The Smith-Lever Act helped create one of the nation’s most enduring agricultural education networks. What began when rural America represented more than half of the country’s population has evolved into a nationwide Cooperative Extension System serving rural and urban communities alike.

Today, more than 100 land-grant colleges and universities participate in the Cooperative Extension mission, working with USDA to deliver research-based knowledge and practical educational resources.

The story of the Smith-Lever Act is ultimately a story about making knowledge accessible. In 1914, the legislation helped bring agricultural research out of the classroom and laboratory and onto America’s farms.

More than a century later, that connection between research, education and the people who produce America’s food and agricultural products remains a fundamental part of the nation’s agricultural infrastructure.
