That\u2019s close to $26,000 in savings at a Texas public university before counting an extra year of earnings.<\/li>\n<li>Texas public colleges already have accreditor sign-off for 90-credit degrees in certain fields, so the working group\u2019s real decisions are which majors qualify and how faculty pushback gets handled.<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">Texas Governor Greg Abbott on August 26 <a href=\"https:\/\/gov.texas.gov\/news\/post\/governor-abbott-directs-thecb-to-develop-three-year-bachelors-degree-pathways\" target=\"_blank\" rel=\"noopener\">directed the Texas Higher Education Coordinating Board<\/a> to form a working group and build a statewide framework for three-year bachelor\u2019s degree pathways. The move makes Texas the largest state to push <a href=\"https:\/\/thecollegeinvestor.com\/77611\/nearly-60-colleges-are-now-allowing-3-year-bachelors-degrees\/\">three year bachelor\u2019s degrees<\/a>, joining a list that already includes <a href=\"https:\/\/thecollegeinvestor.com\/83405\/faculty-unions-oppose-3-year-degrees-as-massachusetts-virginia-and-ohio-push-ahead\/\">Massachusetts, Virginia, and Ohio<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">\u201cEvery semester adds tuition, fees, housing, food, transportation, and other living expenses and delays students\u2019 ability to begin their careers,\u201d Abbott said in the <a href=\"https:\/\/gov.texas.gov\/news\/post\/governor-abbott-directs-thecb-to-develop-three-year-bachelors-degree-pathways\" target=\"_blank\" rel=\"noopener\">press release<\/a>. Higher Education Commissioner Wynn Rosser said the programs \u201ccould help motivated students enter high-demand fields a year earlier.\u201d <\/p>\n<p class=\"wp-block-paragraph\">Recommendations are due to the governor\u2019s office by December 31, 2026, and Abbott said he will work with the Legislature next session to codify the pathway. Texas public universities already fall under the accreditor that <a href=\"https:\/\/sacscoc.org\/news-and-events\/sacscoc-opens-pathway-for-reduced-hour-bachelors-degrees\/\" target=\"_blank\" rel=\"noopener\">opened the door to 90-credit degrees<\/a> earlier this year, which we previously covered in our look at <a href=\"https:\/\/thecollegeinvestor.com\/77611\/nearly-60-colleges-are-now-allowing-3-year-bachelors-degrees\/\">the 60-colleges already adopting the three-year degree<\/a>.<\/p>\n<h2 class=\"wp-block-heading\">Why It Matters<\/h2>\n<p class=\"wp-block-paragraph\">Reducing a year off a degree removes roughly a quarter of the cost. The <a href=\"https:\/\/thecollegeinvestor.com\/student-loan-financial-aid-by-state\/texas\/\">average in-state total cost of attendance at a Texas public four-year school<\/a> runs about $26,100 per year on campus, so a three-year path could save a resident student in the neighborhood of $26,000 before counting a year of earnings. Texas borrowers already carry an average federal loan balance of $32,400, and the state\u2019s federal student debt total sits at $136.3 billion.<\/p>\n<p class=\"wp-block-paragraph\">The savings only shows up if students actually finish in three years. The <a href=\"https:\/\/thecollegeinvestor.com\/70467\/u-s-six-year-college-graduation-rate-stays-at-61\/\">national six-year graduation rate is 61%<\/a>, which means the four-year degree is already a five- or six-year degree for many students. <\/p>\n<p class=\"wp-block-paragraph\">A compressed schedule helps the students who are on track, and does little for those who are not.<\/p>\n<h2 class=\"wp-block-heading\">What The Working Group Will Decide<\/h2>\n<p class=\"wp-block-paragraph\">The governor\u2019s <a href=\"https:\/\/gov.texas.gov\/uploads\/files\/press\/Wynn_Rosser_THECB_Three_Year_Degree_082626.pdf\" target=\"_blank\" rel=\"noopener\">letter to Commissioner Rosser<\/a> asks for recommendations on five items, several of which echo questions raised in the <a href=\"https:\/\/thecollegeinvestor.com\/83405\/faculty-unions-oppose-3-year-degrees-as-massachusetts-virginia-and-ohio-push-ahead\/\">Massachusetts and Ohio pilots<\/a>:<\/p>\n<ol class=\"wp-block-list\">\n<li>Academic standards and requirements for three-year programs<\/li>\n<li>Which degree programs and high-demand occupations fit an accelerated format<\/li>\n<li>Student demand and employer workforce needs<\/li>\n<li>Accreditation and institutional approval requirements<\/li>\n<li>Statutory, regulatory, or administrative changes needed to implement<\/li>\n<\/ol>\n<p class=\"wp-block-paragraph\">THECB will convene public institutions, employers, accreditors, and faculty leadership. The accreditation piece is mostly settled: SACSCOC\u2019s policy allows programs of at least 90 semester credit hours in specialized or applied fields, and the University of Lynchburg received the first approvals in December. <\/p>\n<p class=\"wp-block-paragraph\">As we noted in our coverage of the <a href=\"https:\/\/thecollegeinvestor.com\/81010\/cal-state-approves-3-year-bachelors-degrees-across-all-22-campuses\/\">Cal State system\u2019s three-year rollout<\/a>, the harder work is redesigning curricula rather than getting sign-off.<\/p>\n<h2 class=\"wp-block-heading\">How This Connects<\/h2>\n<p class=\"wp-block-paragraph\">Faculty pushback is the big question. The AAUP and AFT <a href=\"https:\/\/thecollegeinvestor.com\/83405\/faculty-unions-oppose-3-year-degrees-as-massachusetts-virginia-and-ohio-push-ahead\/\">issued a joint statement<\/a> calling three-year programs a \u201cstripped-down curriculum that prioritizes speed over essential intellectual development.\u201d <\/p>\n<p class=\"wp-block-paragraph\">Texas has moved faster than most states on higher ed policy, and the tuition math is hard to argue with when <a href=\"https:\/\/thecollegeinvestor.com\/33309\/average-cost-of-college\/\">college costs keep rising above inflation<\/a> and the <a href=\"https:\/\/thecollegeinvestor.com\/79047\/new-analysis-projects-class-of-2026-will-borrow-43500-for-a-bachelors-degree\/\">Class of 2026 is projected to borrow $43,500<\/a> for a bachelor\u2019s degree.<\/p>\n<h2 class=\"wp-block-heading\">What\u2019s Next<\/h2>\n<p class=\"wp-block-paragraph\">Watch for THECB\u2019s working group roster and the December 31 report, then for a bill filed when the 90th Texas Legislature convenes in January 2027. <\/p>\n<p class=\"wp-block-paragraph\">The list of eligible fields will matter most for families: expect nursing, IT, business, and other applied programs first, with liberal arts majors largely excluded under the <a href=\"https:\/\/sacscoc.org\/news-and-events\/sacscoc-opens-pathway-for-reduced-hour-bachelors-degrees\/\" target=\"_blank\" rel=\"noopener\">accreditor\u2019s current rules<\/a>.
