McHenry County case brings first known convictions for steer-tailing<\/em><\/span><\/h2>\n

GLASGOW, \u00a0Scotland;\u00a0 WOODSTOCK,\u00a0 Illinois\u2013\u2013<\/strong>August 2026 may be noted in some quarters as the month in which both the government of Scotland and circuit judge Justin M. Hansen of McHenry County,\u00a0 Illinois formally recognized that removing the tails of large quaduped grazing animals from their hindquarters constitutes cruelty.<\/p>\n

Whether tail removal is performed surgically, \u00a0or even just by shaving hair to better display horses\u2019 asses in Scottish show rings,\u00a0 \u00a0or violently,\u00a0 by yanking skin and hair from bone in felling running steers during the cola<\/em> event of charreada<\/em>,\u00a0 also known as \u201cMexican rodeo,\u201d\u00a0 it is unacceptable,\u00a0 two different authorities have concluded,\u00a0 in two different nations,\u00a0 bucking two different entrenched cultural traditions.<\/p>\n

Recommendation & informal precedent<\/h2>\n

The Scottish government edict has only the force of recommendation, \u00a0not of law,\u00a0 from publication on August 25,\u00a0 2026 forward,\u00a0 but the recommendation may prove persuasive.<\/p>\n

Animal Concern Scotland secretary Elena Edwards certainly hopes so,\u00a0 \u201cHaving campaigned on this for the past three years,\u00a0 providing evidence to the Scottish government showing the importance of tails to horses,\u201d\u00a0 Edwards emailed.<\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (See Winning one for the horses\u2013\u2013and perhaps a big win for greyhounds too.<\/a>)<\/em><\/strong><\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Guilty pleas to animal cruelty from three Illinois charros<\/em>,\u00a0 accepted by circuit judge Justin M. Hansen twenty days earlier by Judge Hansen,\u00a0 on August 5,\u00a0 2026,\u00a0 do not set a legal precedent,\u00a0 since McHenry County Court is not an appellate court,\u00a0 but are the first convictions for so-called \u201csteer tailing\u201d known to ANIMALS 24-7<\/strong>.<\/p>\n

As such,\u00a0 the guilty pleas and convictions may prove influential,\u00a0 if only informally so.<\/p>\n

\u201cEquids should not have their tail hair shaved\u201d<\/h2>\n

Elaborated Elena Edwards,\u00a0 \u201cOn August 25, \u00a02026, \u00a0the Scottish government finally published a revised Welfare of Equids:\u00a0 Guidance<\/em>,\u201d\u00a0 including the phrase \u201cEquids should not have their tail hair shaved or have the majority of it removed unless there is a clear veterinary or welfare reason.\u201d<\/p>\n

Thus,\u00a0 77 years after the near unanimous passage of a 1949 bill\u2013\u2013originally introduced in 1938\u2013\u2013to protect horses from tail docking,\u00a0 best practice recommendations now recognize that shaving a horse\u2019s tail down to as short and slim a tuft of hair as possible amounts,\u00a0 for the horse,\u00a0 to almost the same thing as cutting the tail completely off:\u00a0 it can no longer be used effectively to protect the horse\u2019s hindquarters from insect attack.<\/p>\n

Exulted Edwards,\u00a0 \u201cHorses across Scotland now have a chance of not having their tails shaved off for purely cosmetic reasons\u2013\u2013if responsible horse owners follow the guidance\u2013\u2013and that is something to celebrate.<\/p>\n

\u201cMany heavy horse owners in the United Kingdom,\u201d\u00a0 Edwards explained, \u00a0\u201chave long clung to the practice of removing the majority of tail hair from Clydesdale and Shire horses in the name of tradition, \u00a0with foals as young as six months old being deprived the use of their tails to better show off the hind end at horse shows.\u201d<\/p>\n

But Edwards added,\u00a0 \u201cI\u2019m saddened to say that some of the institutions there to protect these beautiful animals that are an iconic part of Scottish history have been unsupportive,\u00a0 making\u00a0clear that they are determined not to have anyone tell them how to present their horses\u2019 tails.\u201d<\/p>\n

Edwards mentioned that the 1949 ban on docking and nicking\u00a0horses\u2019 tails had already established that \u201cremoving the tail of a horse is inhumane,\u201d\u00a0 providing a link to the\u00a0Hansard record [minutes of the House of Commons] hearing on the Docking & Nicking Bill<\/a>.<\/p>\n

Member of Parliament thought the bill might start a movement<\/h2>\n

The 10,000-word proceedings opened with a detailed description of the uses and functions of horses\u2019 tails by bill author Sir Dymoke White of Fareham.<\/p>\n

Among the many endorsements of the Docking & Nicking Bill that followed,\u00a0 Thomas Braddock (1887-1976),\u00a0 a Member of Parliament only from 1945 to 1950,\u00a0 prophesied that \u201cIn supporting this Bill this afternoon we are probably doing more than we think.<\/p>\n

\u201cIt is possible,\u201d\u00a0 Braddock suggested, \u00a0\u201cthat the unanimous opinion of all sides of the House with regard to the treatment of that glorious and beautiful and lifelong friend of man, \u00a0the horse,\u201d\u00a0 might not only \u201cbe a foretaste of dealing humanely and decently with creatures of the animal kingdom,\u201d\u00a0 but also of \u201ca better approach with regard to the treatment by man of his fellow man.\u201d<\/p>\n

Guilty pleas in Illinois<\/h2>\n

While Braddock may have been unduly optimistic,\u00a0 Shaw Local reporter Payton Felix on August 26, 2026 noted the conviction of three steer-tailers for degloving steers even though,\u00a0 Felix summarized,\u00a0 \u201cMany northern Illinois county officials say current state laws don\u2019t outlaw steer tailing.\u201d<\/p>\n

Despite that contention,\u00a0 Felix narrated,\u00a0 \u201cIn October 2025, \u00a0Freddy Silva, \u00a037, \u00a0of Sleepy Hollow, \u00a0Alfredo Gallegos, \u00a050, \u00a0of Hampshire, \u00a0and Alfredo Magallanes, \u00a024, \u00a0of Marengo, \u00a0were charged with animal cruelty in McHenry County,\u201d\u00a0 along with a minor,\u00a0 whose name was not disclosed.<\/p>\n

The disposition of the minor\u2019s case has also not been disclosed.<\/p>\n

However,\u00a0 Payton continued,\u00a0 \u201cSilva, \u00a0Gallegos,\u00a0 and Magallanes pleaded guilty.\u201d<\/p>\n

The charges,\u00a0 Payton explained,\u00a0 followed an August 2025 steer-tailing competition in Woodstock,\u00a0 \u201cwhen police say the men each pulled a cow\u2019s tail so hard they tore the skin off the bone, \u00a0causing a degloving injury.\u201d<\/p>\n

\u201cI don\u2019t think it was an accident,\u201d\u00a0 says judge<\/h2>\n

The primary evidence consisted of drone video collected by Showing Animals Respect & Kindness,\u00a0 shared promptly with the McHenry County Sheriff\u2019s Office.<\/p>\n

\u201cMcHenry County assistant state\u2019s attorneys Cody Weigand and Joe Creager,\u201d\u00a0 Payton recounted,\u00a0 \u201cpresented four drone videos that showed the men grabbing a steer\u2019s tail, \u00a0knocking the animal over and ripping the steer\u2019s tail off.\u201d<\/p>\n

The defendants contended that degloving steers\u2019 tails was accidental.<\/p>\n

\u201cI don\u2019t think it was an accident,\u201d concluded Judge Hansen.<\/p>\n

\u201cThe videos suggest to me that injuries were not the point, \u00a0but also not a surprise,\u201d \u00a0Hansen continued.<\/p>\n

With four steers degloved that one day alone,\u00a0 \u201cIt simply defies common sense,\u201d\u00a0 Hansen said, \u00a0that each time was a surprise.\u201d<\/p>\n

Hansen took particular note of video showing a charro twirling the ripped-off remnant of a steer\u2019s tail in his hand \u201cin what I would say is a particularly celebratory manner.\u201d<\/p>\n
