The chinchillas were bred to be shipped off for experimentation and sold as \u201cpets.\u201d<\/p>\n<p class=\"wp-block-paragraph\">On August 20, the DOJ filed a <a href=\"https:\/\/www.peta.org\/wp-content\/uploads\/2026\/08\/2026-08-20-DOJ-complaint.pdf\">39-page complaint<\/a> in U.S. District Court in Toledo against Hancock County resident James Franklin Ritterspach and his business, R &amp; R Chinchilla, Inc. According to the complaint, <strong>Ritterspach allegedly concealed approximately 800 chinchillas from U.S. Department of Agriculture (USDA) inspectors <em>for years<\/em><\/strong> by housing them in an undisclosed building. The DOJ noted that the USDA received a tip revealing the existence of the building and the hundreds of animals reportedly kept inside.<\/p>\n<p class=\"wp-block-paragraph\"><strong>That tip came from PETA.<\/strong><\/p>\n<h2 id=\"h-peta-s-complaint-exposed-hidden-chinchillas\" class=\"wp-block-heading\"><strong>PETA\u2019s Complaint Exposed Hidden Chinchillas<\/strong><\/h2>\n<p class=\"wp-block-paragraph\">On July 30, PETA<a href=\"https:\/\/www.peta.org\/wp-content\/uploads\/2026\/08\/2026-07-30-Complaint-to-USDA.pdf\"> alerted<\/a> federal officials after obtaining a law enforcement <a href=\"https:\/\/www.peta.org\/wp-content\/uploads\/2026\/08\/2025-12-12-Sheriff-detective-report-re-warrant.pdf\">report<\/a> showing that Ritterspach had told local authorities last year that he possessed around 1,200 chinchillas. At the time, federal inspection reports reflected fewer than 400 animals at the facility, raising serious questions about the whereabouts of hundreds of others.<\/p>\n<p class=\"wp-block-paragraph\">After receiving PETA\u2019s complaint, federal officials questioned Ritterspach. According to the DOJ, he admitted that a second building on his property housed additional chinchillas.<strong> Inspectors subsequently found 1,147 chinchillas on site.<\/strong><\/p>\n<figure class=\"wp-block-image aligncenter size-full\"><a href=\"https:\/\/www.peta.org\/wp-content\/uploads\/2026\/08\/cages-r-and-r-chinchilla.jpg\"><img fetchpriority=\"high\" decoding=\"async\" width=\"501\" height=\"676\" src=\"https:\/\/www.peta.org\/wp-content\/uploads\/2026\/08\/cages-r-and-r-chinchilla.jpg\" alt=\"filthy cages at R and R Chinchilla\" class=\"wp-image-1201813\" srcset=\"https:\/\/www.peta.org\/wp-content\/uploads\/2026\/08\/cages-r-and-r-chinchilla.jpg 501w, https:\/\/www.peta.org\/wp-content\/uploads\/2026\/08\/cages-r-and-r-chinchilla-222x300.jpg 222w\" sizes=\"(max-width: 501px) 100vw, 501px\"\/><\/a><\/figure>\n<p class=\"wp-block-paragraph\">The DOJ\u2019s complaint alleges that Ritterspach conceded that the additional animals had been kept in the uninspected building for years and that someone had told him the structure \u201cwould never pass inspection.\u201d<\/p>\n<h2 id=\"h-severe-illness-filthy-conditions\" class=\"wp-block-heading\"><strong>Severe Illness, Filthy Conditions<\/strong><\/h2>\n<p class=\"wp-block-paragraph\">USDA officials cited the facility for 24 alleged violations of the federal Animal Welfare Act in early August (after years of citing it for dozens more alleged violations). Inspection reports described chinchillas suffering from a range of serious conditions, including <strong>a<\/strong> <strong>metal collar that cut into the neck, eyes swollen shut with discharge, overgrown teeth, an injured ear, and severely matted fur<\/strong>. In total, inspectors documented veterinary concerns involving at least 33 animals.<\/p>\n<figure class=\"wp-block-image aligncenter size-full\"><a href=\"https:\/\/www.peta.org\/wp-content\/uploads\/2026\/08\/chinchilla-with-matted-eyes.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"408\" height=\"550\" src=\"https:\/\/www.peta.org\/wp-content\/uploads\/2026\/08\/chinchilla-with-matted-eyes.jpg\" alt=\"A chinchilla with matted eyes at R and R chinchilla\" class=\"wp-image-1201814\" srcset=\"https:\/\/www.peta.org\/wp-content\/uploads\/2026\/08\/chinchilla-with-matted-eyes.jpg 408w, https:\/\/www.peta.org\/wp-content\/uploads\/2026\/08\/chinchilla-with-matted-eyes-223x300.jpg 223w\" sizes=\"auto, (max-width: 408px) 100vw, 408px\"\/><\/a><\/figure>\n<p class=\"wp-block-paragraph\">These findings underscore why meaningful oversight matters. The government\u2019s actions suggest it may be seeking to revoke Ritterspach\u2019s license. He has been ordered to account for all 1,147 chinchillas, obtain veterinary evaluations for each one, and produce records. We hope this is the first step toward liberating every animal from Ritterspach\u2019s custody.<\/p>\n<p class=\"wp-block-paragraph\">A hearing in the case is scheduled for September 4 in Toledo.<\/p>\n<p class=\"wp-block-paragraph\">PETA is grateful to the DOJ for acting swiftly to address the situation and for pursuing legal remedies aimed at protecting the animals involved.<\/p>\n<h2 id=\"h-ritterspach-is-also-under-criminal-investigation\" class=\"wp-block-heading\"><strong>Ritterspach Is Also Under Criminal Investigation<\/strong><\/h2>\n<p class=\"wp-block-paragraph\">Thanks to another PETA tip, Ritterspach is also under an ongoing criminal investigation for potential violations of Ohio\u2019s anti-cruelty laws.<\/p>\n<p class=\"wp-block-paragraph\">PETA obtained a <a href=\"https:\/\/www.peta.org\/wp-content\/uploads\/2026\/08\/2025-12-12-Sheriff-detective-report-re-warrant.pdf\">detective\u2019s report<\/a> from the Hancock County Sheriff\u2019s Office, which assisted in the execution of a search warrant at R &amp; R Chinchilla last December. The Sheriff\u2019s Office acted 11 days after PETA <a href=\"https:\/\/www.peta.org\/wp-content\/uploads\/2026\/08\/2025-12-01-Complaint-to-Hancock-County.pdf\">alerted<\/a> it to the feds\u2019 persistent findings of neglect at the operation and asked local law enforcement to charge Ritterspach under state law. According to a local official, a criminal investigation <a href=\"https:\/\/www.peta.org\/wp-content\/uploads\/2026\/08\/2026-08-25-Criminal-investigation-open.pdf\">remains ongoing<\/a>.<\/p>\n<h2 id=\"h-peta-will-keep-fighting-for-these-animals\" class=\"wp-block-heading\"><strong>PETA Will Keep Fighting for These Animals<\/strong><\/h2>\n<p class=\"wp-block-paragraph\">PETA is calling on the DOJ to ensure that every chinchilla is removed from Ritterspach\u2019s custody and placed somewhere safe. We stand ready to assist.<\/p>\n<h2 id=\"h-what-you-can-do\" class=\"wp-block-heading\"><strong>What You Can Do<\/strong><\/h2>\n<p class=\"wp-block-paragraph\">If you\u2019re considering sharing your home with a chinchilla or any other animal, adopt, don\u2019t shop.
