As
\na recent transplant to Austin, I remain amazed at the proliferation of AVs. It
\nis difficult, except on airport runs, to find rideshares driven by humans and,
\nat any given intersection, up to half the vehicles in view are AVs, many of
\nwhich are empty. That prompted me to think about ways to keep both drivers and
\nAVs more fully employed.<\/span><\/p>\n

Thanks
\nto the rise of AVs and inexpensive service apps, Helping Hand can keep drivers
\nemployed meeting numerous human needs, in addition to rides, with a single
\nintegrated service app.<\/span><\/p>\n


2. Executive Summary \u2013 The Essence of the Idea<\/span><\/p>\n

People
\nwant to move from A to B, a service that AVs can now often provide, freeing up
\ndrivers to earn by meeting other human needs<\/i> requiring physical presence
\nthat AI-enabled robots (AI bots) cannot yet do.\u00a0<\/span><\/p>\n

Helping
\nHand keeps drivers in vehicles to provide services like driving (when the AVs
\ncannot due to connectivity issues, inclement weather, or emergency situations
\nwhen rules need to be broken), security (of the AV and for passengers),
\ndelivery (door-to-door), niche personal services (childcare, cooking, cleaning,
\nbasic friendship, maintenance, or translation services, tutoring), and
\ncommunity services (community watch, first responder assistance, legal aid,
\nwitness).<\/span><\/p>\n

3.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0
\n<\/span><\/span><\/span>Why
\nThis Is a Good Idea for Workers<\/span><\/p>\n

Helping
\nHand could materially help drivers by giving them multiple, flexible
\nopportunities to earn. Nobody is born a rideshare driver. Like everyone else, rideshare
\ndrivers possess multiple interests and talents that go undeveloped when their time
\nis spent driving, which requires their 100 percent attention. Finding reliable
\ncustomers to provide other services is also time-consuming.<\/span><\/p>\n

Helping
\nHand reduces both costs by freeing drivers from actual driving most of the
\ntime, by matching them with people in need of their other skills and by acting
\nas an intermediary so that both parties remain safe and \u201cget paid or get aid.\u201d<\/span><\/p>\n

As
\nthe population ages and de-skilling continues, and as people increasingly live
\nalone or with strangers, the need for a helping hand (hence Helping Hand) has
\ngrown. That help may be needed immediately and be something any adult human can
\ndo but something that AI bots cannot currently do, like plunging a clogged
\nsink, babysitting for an hour, or delivering food quickly. Or it might entail a
\nhigher skill level, like tutoring sixth grade math, but be needed only
\nintermittently, like when the regular tutor cancels.<\/span><\/p>\n

Helping
\nHand would vet their drivers on their driving skills but also whatever other
\nskilled services the driver wishes to offer. Maybe one can play bridge or
\neuchre to make a foursome while another can offer violin lessons or round out a
\nfocus group. Maybe some can do all that plus paint the exterior of a house or
\ndetail an automobile, AV or otherwise.<\/span><\/p>\n

Local
\ngovernments might also tap drivers whenever they need someone to direct
\ntraffic, or to help first responders pass out blankets and water after an
\napartment fire, or to witness the police reading an accused his Miranda rights
\nwhere bodycams remain unreliable.\u00a0<\/span><\/p>\n

For
\nsome relatively more complex tasks that Helping Hand has not certified the
\ndriver in, the driver can be sent instructional videos to review while en route
\nto the call.\u00a0<\/span><\/p>\n

Helping
\nHand will prove most helpful to drivers who are flexible workers and quick
\nlearners or with existing skills that are most in-demand and least able to be
\ndone by AI bots.\u00a0<\/span><\/p>\n

4.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0
\n<\/span><\/span><\/span>How
\nImplementation Would Work<\/span><\/p>\n

Helping
\nHand would need a corporate charter, applicable licenses, and startup funds. It
\nwould need to contract with existing AV ride services, delivery apps and work
\nservice apps, and with local public service providers like police and fire
\ndepartments. Those contracts should be voluntary and entered only when the
\nmarginal benefit of the services provided exceeds the marginal cost. A fire
\ndepartment, for example, might willingly pay $20\/hr. for on-call, unskilled
\nhelp at fire scenes in lieu of tying up one or more higher paid, higher skilled
\nworkers. A police department might pay $10\/hr. for community watch services in
\nhigh crime neighborhoods and so forth. Insurers might pay a flat fee for a driver
\nto arrive and take pictures of a fender bender or other claim event. Ditto
\nnewspapers that want to ensure that pictures being sent in by citizen
\njournalists are legitimate and not AI-generated.\u00a0<\/span><\/p>\n

Most
\nimportantly, Helping Hand would need an app that would coordinate service calls
\nbetween all those entities, matching the appropriate drivers to specific needs,
\nand prioritizing calls per contract specifications. Those are merely
\nengineering problems that AI can presumably overcome.<\/span><\/p>\n

a.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0
\n<\/span><\/span><\/span>Financing
\n\u2013 if Helping Hand is a nonprofit, it needs to fundraise through grants. If it
\nis a commercial venture, perhaps an employee-owned for-profit corporation, it
\nneeds VC backing. Parties will contract only if marginal benefits exceed costs,
\nso it is at least budget neutral.<\/span><\/p>\n

b.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0
\n<\/span><\/span><\/span>Complementary
\npolicies \u2013 minimum wage, occupational licensing, and scope of practice laws
\nwill need to be relaxed or jettisoned so that drivers are not subject to
\nonerous fees or education requirements. Drivers may be in the car but providing
\nno services or only low-paid incidental services (community watch, physical
\nprotection of the AV) during parts of their shifts. Likewise, they may be asked
\nto perform services currently legally provided only by licensed professionals.
\n(In some jurisdictions, even cutting gum out of a child\u2019s hair for pay would
\nconstitute illegal practice of hairdressing.)<\/span><\/p>\n

5.
\nConcerns, Obstacles, and Risks<\/span><\/p>\n

If
\nrun as a nonprofit enterprise, Helping Hand might prove too little, too late in
\nterms of protecting drivers from AV proliferation. If it is run as a commercial
\nenterprise and is not employee-owned, it might simply prove an intermediary in
\nthe exploitation of drivers. <\/span><\/p>\n

If
\na nonprofit, inaction may prove its biggest foe. If it is successful, either as
\na nonprofit or a for-profit, competitors may arise and profit by reducing
\ndriver remuneration.<\/span><\/p>\n

\nopposition would come from people seeking more radical policies, like a UBI, or
\nmore reactionary ones designed to slow the adoption of AVs.<\/span><\/p>\n

b.\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><\/span><\/span>Legal Considerations<\/span><\/p>\n

In
\naddition to minimum wage and licensing laws, insurance will be a major
\nconsideration. When they drive at all, drivers will be driving vehicles owned
\nby AV companies, not their own vehicles. Helping Hand would presumably insure
\ncustomers against any damages that drivers may cause rendering other services
\nand also insure drivers against any damages that customers may inflict on them.<\/span><\/p>\n

    Precedents
    \nand analogues abound. The key novelty is putting service providers into
    \nvehicles that would be in motion anyway and giving customers a one-stop service
    \nsolution from which to order a ride, a pizza, or someone to hold a ladder while
    \nthe homeowner cleans the gutters on his house.<\/span><\/p>\n

    \nOpen Questions<\/span><\/p>\n

    What
    \npercentage of current drivers will relish the opportunity to diversify income
    \nstreams while doing basic, though highly variegated, work?<\/span><\/p>\n

    What
    \npercentage of government bureaucracies will be able to see the value in
    \nsummoning extra unskilled aid on demand?<\/span><\/p>\n

    Will
    \nwealthy individuals or NGOs use Helping Hand to bolster protests, marches, and
    \nso forth? And, if so, how will governments and the public react?<\/span><\/p>\n
