\nZheng Yanxiong is best known for his role in dealing with a
\nland dispute protest in Wukan, southern China.<\/div>\n
\nThe new organization, responding directly to Beijing, is set
\nup in Hong Kong this week to implement a draconian security law.<\/div>\n
\nRegulation critics claim it erodes territorial freedoms.<\/div>\n
\nWith up to life in prison, the law opposes secession,
\nsubversion and terrorism.<\/div>\n
\nMany leading pro-democracy activists have abandoned their
\npositions and one of them, once student leader and local legislator Nathan Law,
\nhas fled the region.<\/div>\n
\nSeparately, one of ten people arrested during demonstrations
\non Wednesday has been the first to be convicted under the new legislation. Hundreds
\nwere arrested in clashes.<\/div>\n
\nThe motorcyclist was charged with promoting secession and
\nextremism, accused of riding into a group of police while holding a banner
\ncalling for Hong Kong ‘s independence.<\/div>\n
\nBeijing has rejected criticism of the rule, saying the sort
\nof pro-democracy demonstrations seen in Hong Kong during most of 2019 must be
\nstopped.<\/div>\n
\nIn 1997, Britain handed over Hong Kong ‘s sovereignty to
\nChina and other privileges under the “one country, two systems”
\narrangement were to be guaranteed for at least 50 years.<\/div>\n
\n\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0
\n<\/span><\/span><\/span>How people fear Hong Kong’s new law<\/div>\n
\n\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0
\n<\/span><\/span><\/span>Minutes after a new law, voices leave<\/div>\n
\nYet China has dismissed UK and other Western nations’
\nallegations that it violates such assurances as interference in its domestic
\naffairs.<\/div>\n
\nMr Zheng’s most recent senior job in southern Guangdong
\nprovince was as secretary general of the Communist Party committee.<\/div>\n
\nBut he is best known as party boss in Shanwei, Guangdong,
\nwhen a protest broke out in 2011 by villagers in Wukan seeking compensation for
\nland requisitioned by the government.<\/div>\n
\nHe blamed villagers for complaining about their problems
\nto\u00a0 <\/span>a few rotten international media outlets
\ninstead of the government.<\/div>\n
\nSuch media outlets will only be happy when our socialist
\ncounty falls apart, he said on local TV.<\/div>\n
\nThe violence led the government to a unprecedented compromise,
\nwith the direct election of a central official. Five years later, however, he
\nwas arrested for graft and quashed demonstrations.<\/div>\n
\nAlthough Mr. Zheng was no longer in his position in Shanxei,
\nhe was still a senior official in Guangdong.<\/div>\n
\nMr Luo currently heads the liaison office in Beijing.
\nVeteran official Eric Chan will head the national security commission of the
\nterritory.<\/div>\n
\nYou must learn about a Guangdong village named Wukan to
\nlearn Zheng Yanxiong.<\/div>\n
\nIn 2011, disaffected residents violently ousted local
\ngovernment officials, accusing them of stealing their property in a series of crooked
\ndeveloper transactions.<\/div>\n
\nA protest emerged and residents were granted the right to
\nelect their own council as part of a negotiated deal to defuse tensions. This
\nwas China’s grassroots political exception.<\/div>\n
\nFive years later, the people, furious that no money was paid
\nfor the confiscated property, began marching in the streets again. The crisis
\nworsened after the authorities took away their elected leader on what are
\nconsidered to be trumped up allegations.<\/div>\n
\nIn control of their own affairs, the motivated locals
\nbelieved they could achieve justice. But when this uprising fed up with the
\nCommunist Party, senior cadre Zheng Yanxiong and others had to deal with it.
\nHundreds of riot police were directed to seize power, mass arrests and disrupt
\nthe Wukan trial.<\/div>\n
\nThis Cantonese-speaking enforcer has since risen up the
\nranks with a reputation for doing whatever is required. He is now in charge of
\na new intelligence agency in Hong Kong that operates without any legal
\nconstraints and which no other agencies can enter.<\/div>\n

\nWhat’s the protection law?<\/h2>\n
\nThis also allows closed-door hearings, wire-tapping suspects
\nand the opportunity for prosecution on the Chinese mainland.<\/div>\n
\nActs can be called terrorism, like destroying public transit
\ninfrastructure-which also happened during the 2019 protests.<\/div>\n
\nThere are also questions about online privacy, as internet
\nproviders can need to turn over data if demanded by police.<\/div>\n

\nWhat was the overseas reaction?<\/h3>\n
\nUS lawmakers overwhelmingly supported new Hong Kong-related
\nrestrictions, with House Speaker Nancy Pelosi claiming that the legislation
\namounted to a brutal, sweeping crackdown on the Hong Kong people to undermine the
\nfreedoms they were promised.<\/div>\n
\nMeanwhile, UK Prime Minister Boris Johnson said the
\nlegislation was a simple and serious violation of the joint Sino-British
\ndeclaration of 1985.<\/div>\n
\nIn the wake of the implementation of the law, the UK
\nprovided residency and potential citizenship to up to three million Hong
\nKongers.<\/div>\n
\nMany others have raised deep concerns. Australia announced
\nit was considering giving Hong Kongers safe haven like the UK.<\/div>\n
\nChina replied by saying Hong Kong is none of your business.<\/div>\n
\nCuba adopted the rule at the UN Human Rights Council on
\nbehalf of 53 countries.<\/div>\n
