Rather harshly, any dog \u201cnot claimed within forty-eight hours, and redeemed by the owner, by paying the sum of three dollars\u201d was to be \u201ckilled and destroyed by drowning.\u201d<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">A small 1919 pamphlet from the NYC Department of Health<em>, <\/em><a href=\"https:\/\/nycrecords.bywatersolutions.com\/cgi-bin\/koha\/opac-detail.pl?biblionumber=30381\" target=\"_blank\"><span style=\"text-decoration:underline\"><em>Information for Dog Owners: Why Dogs Must Be Muzzled When at Large<\/em><\/span><\/a>, cited a new sanitary code Section 17, which stated that \u201cno unmuzzled dog shall be permitted to be \u2026 in any public park or place in the City of New York.\u201d The reasoning for this new mandatory muzzling provision was that rabies, which was \u201calmost always caused by the bite of rabid (mad) dogs,\u201d was an \u201cabsolutely fatal disease.\u201d<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">The 1919 pamphlet also reminded dog owners that they were required to \u201cprocure a yearly license and pay the sum of two dollars for each dog\u201d and provide their dog with a collar bearing the license number. Failure to comply could result in seizure of the animal, followed by the same severe penalty noted in 1878: \u201cif not claimed and redeemed within forty-eight hours thereafter, they may be destroyed.\u201d Fortunately, while the <a href=\"https:\/\/codelibrary.amlegal.com\/codes\/newyorkcity\/latest\/NYCrules\/0-0-0-47061\" target=\"_blank\"><span style=\"text-decoration:underline\">licensing requirement<\/span><\/a> remains on the books, the enforcement provision now simply states that officials may issue \u201cnotices of violation for failure to comply.\u201d (Since at least 2017, as recorded in their <a href=\"https:\/\/nycrecords.bywatersolutions.com\/cgi-bin\/koha\/opac-detail.pl?biblionumber=27345\" target=\"_blank\"><span style=\"text-decoration:underline\">annual reports<\/span><\/a>, NYC shelters have completely stopped euthanizing healthy animals.)<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">Beginning in 1934, an amendment to the <a href=\"https:\/\/nycrecords.bywatersolutions.com\/cgi-bin\/koha\/opac-detail.pl?biblionumber=31687\" target=\"_blank\"><span style=\"text-decoration:underline\"><em>Sanitary Code<\/em><\/span><\/a> specified that all dogs in public should be restrained by a leash of less than six feet in length, with muzzling no longer required. As reported in the <a href=\"https:\/\/www.nytimes.com\/1934\/12\/12\/archives\/dogmuzzling-law-modified-by-city-health-board-amends-code-to-ease.html\" target=\"_blank\"><span style=\"text-decoration:underline\"><em>New York Times<\/em><\/span><\/a> that year, the Health Department believed this would be easier to enforce than the struct muzzling provision, and that greater compliance would reduce the then-growing number of dog bites in the city.
