The PM hopes handing additional powers to metro mayors will help bring together growth policies now scattered across Whitehall.<\/p>\n<p class=\"dcr-1s160rg\">Ruth Curtice, director of the Resolution Foundation thinktank and a former longtime Treasury official, says coordinating across these different policy areas \u2013 housing, education, planning and so on \u2013 could be the most effective use of the new Manchester-based unit.<\/p>\n<p class=\"dcr-1s160rg\">\u201cNo one department has all of the levers \u2013 the Treasury don\u2019t own all of the levers,\u201d she says. \u201cI would see it as a positive thing that this No 10 says, \u2018Given what a priority this is, we\u2019re going to put more force behind it.\u2019\u201d<\/p>\n<p class=\"dcr-1s160rg\">Former Brown adviser Michael Jacobs, emeritus professor of political economy at the University of Sheffield, draws a comparison with the Office for Climate Change, which helped to coordinate policy across government.<\/p>\n<figure id=\"1168a0e9-ad85-47ef-869c-ec896bc103af\" data-spacefinder-role=\"richLink\" data-spacefinder-type=\"model.dotcomrendering.pageElements.RichLinkBlockElement\" class=\"dcr-1oq85qr\"><gu-island name=\"RichLinkComponent\" priority=\"feature\" deferuntil=\"idle\" props=\"{&quot;richLinkIndex&quot;:16,&quot;element&quot;:{&quot;_type&quot;:&quot;model.dotcomrendering.pageElements.RichLinkBlockElement&quot;,&quot;prefix&quot;:&quot;Related: &quot;,&quot;text&quot;:&quot;Andy Burnham calls on wider society to help end rough sleeping by Christmas&quot;,&quot;elementId&quot;:&quot;1168a0e9-ad85-47ef-869c-ec896bc103af&quot;,&quot;role&quot;:&quot;richLink&quot;,&quot;url&quot;:&quot;https:\/\/www.theguardian.com\/society\/2026\/aug\/19\/andy-burnham-calls-on-wider-society-to-help-end-homelessness-by-christmas&quot;},&quot;ajaxUrl&quot;:&quot;https:\/\/api.nextgen.guardianapps.co.uk&quot;,&quot;format&quot;:{&quot;design&quot;:6,&quot;display&quot;:0,&quot;theme&quot;:0}}\"\/><\/figure>\n<p class=\"dcr-1s160rg\">\u201cThe really interesting version of this to me would be a new growth unit, drawing on and made up of officials from all the relevant departments.\u201d<\/p>\n<p class=\"dcr-1s160rg\">Sanjay Raja, chief UK economist at Deutsche Bank, points out that Burnham\u2019s pick for chancellor, John Healey, was instrumental in the creation of regional development agencies, way back in the Blair-Brown era.<\/p>\n<p class=\"dcr-1s160rg\">These were meant to bring a regional dimension to growth and industrial policy \u2013 but were scrapped by the 2010 Conservative-Lib Dem coalition. George Osborne went on to create and empower city region mayors as the focus for devolution.<\/p>\n<p class=\"dcr-1s160rg\">Given the pair\u2019s joint interest in devolution, Raja argues that far from clipping Healey\u2019s wings, \u201cthis is one of the more merged tag teams in No 10 and No 11 that we have seen\u201d.<\/p>\n<h2 id=\"treasury-power-is-inescapable\" class=\"dcr-8418j6\">Treasury power is inescapable<\/h2>\n<p class=\"dcr-1s160rg\">Yet not everyone is convinced that it makes sense to create a policy counterweight to the Treasury. However, Whitehall veterans point to the new department\u2019s relatively modest resources thus far.<\/p>\n<p class=\"dcr-1s160rg\">Jonathan Portes, a former senior government economist and now professor at King\u2019s College London, says the most important question, as Burnham\u2019s new arrangements bed in, will be how the inevitable policy clashes will be resolved.<\/p>\n<p class=\"dcr-1s160rg\">\u201cWhat happens when No 10 wants to do something, and Treasury says no \u2013 or says, \u2018yes, we\u2019ll pay lip service to this but don\u2019t expect any spending to go along with it\u2019?\u201d he says. \u201cThat has been the historic response of the Treasury when No 10 has got more powerful.\u201d<\/p>\n<p class=\"dcr-1s160rg\">Hannah Peaker, deputy chief executive of the New <a href=\"https:\/\/www.theguardian.com\/business\/economics\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">Economics<\/a> Foundation thinktank, says the priority should be ensuring economic decision-makers \u2013 including the Treasury and No 10, but also the Bank of England and the Office for Budget Responsibility \u2013 work better together. \u201cWhile a more devolved approach could help accelerate regional growth, the most important remedy is better coordination between economic institutions so that they are all pulling in the same direction.\u201d<\/p>\n<h2 id=\"will-no-10-north-open-the-space-for-more-radicalism\" class=\"dcr-8418j6\">Will No 10 North open the space for more radicalism?<\/h2>\n<p class=\"dcr-1s160rg\">In <a href=\"https:\/\/renewal.org.uk\/articles\/a-new-fiscal-framework-to-renew-britain\/\" data-link-name=\"in body link\">an article for the progressive Renewal journal<\/a> earlier this year, Haigh complained of the Treasury that, \u201cfaced with the dual mandate of maintaining fiscal control and supporting economic growth, the institution defaults toward caution, prioritising near-term debt dynamics over longer-term economic outcomes\u201d.<\/p>\n<figure id=\"5d31cf60-2bf4-410e-ae62-f637bfcc497f\" data-spacefinder-role=\"inline\" data-spacefinder-type=\"model.dotcomrendering.pageElements.ImageBlockElement\" class=\"dcr-d9bay7\"><figcaption data-spacefinder-role=\"inline\" class=\"dcr-174mzkf\"><span class=\"dcr-vyhg7z\"><svg width=\"18\" height=\"13\" viewbox=\"0 0 18 13\"><path d=\"M18 3.5v8l-1.5 1.5h-15l-1.5-1.5v-8l1.5-1.5h3.5l2-2h4l2 2h3.5l1.5 1.5zm-9 7.5c1.9 0 3.5-1.6 3.5-3.5s-1.6-3.5-3.5-3.5-3.5 1.6-3.5 3.5 1.6 3.5 3.5 3.5z\"\/><\/svg><\/span><span class=\"dcr-1cipnsy\">Harold Wilson pictured in 1964. Burnham\u2019s approach harks back to then Labour prime minister\u2019s Department for Economic Affairs (DEA), a shortlived attempt to bring long-term thinking to British economic policymaking.<\/span> Photograph: Keystone\/Getty Images<\/figcaption><\/figure>\n<p class=\"dcr-1s160rg\">In the run-up to Burnham\u2019s bid for power, he appeared to suggest large-scale renationalisation of public utilities and radical tax reform would be on his agenda \u2013 alongside the long-promised shake-up of social care.<\/p>\n<p class=\"dcr-1s160rg\">But some of these ambitious and potentially costly plans are likely to come into sharp conflict with the institutional caution Haigh identified.<\/p>\n<p class=\"dcr-1s160rg\">With a critical budget fast approaching, the new cabinet \u2013 north and south \u2013 faces a string of decisions on tax and spend; and other key choices loom, including on how to shape the future of the beleaguered privatised water industry.<\/p>\n<p class=\"dcr-1s160rg\">In the run-up to the last two Labour budgets, debate was dominated by the immediate challenges for fiscal policy, often played out noisily in public against a backdrop of febrile government bond markets.<\/p>\n<p class=\"dcr-1s160rg\">Burnham clearly hopes to shape a different debate, both inside and outside government, but the historic precedent he highlighted, in the Wilson era, underlines the difficulties of reining in the Treasury.<\/p>\n<p class=\"dcr-1s160rg\">Wilson\u2019s temperamental secretary of state for economic affairs, George Brown, moved on after two years, by which time the national plan had been blown way off course.<\/p>\n<p class=\"dcr-1s160rg\">His role was then downgraded so it was no longer a cabinet position and, by 1969, the experiment with a separate Department for Economic Affairs was over \u2013 and its powers had been sucked back into the Treasury.<\/p>\n<\/div>\n\n","protected":false},"excerpt":{"rendered":"<p>Andy Burnham is far from the first prime minister to dream of taming the power of the mighty Treasury.
