According to the <a href=\"https:\/\/www.nyc.gov\/content\/planning\/pages\/our-work\/plans\/citywide\/privately-owned-public-spaces\">NYC Department of Planning,<\/a>\u00a0the city\u2019s 590 privately owned public spaces (POPS), provide the equivalent of nine Bryant Parks, or 3.8 million square feet.<\/p>\n<p>Three years ago, the New York Times documented <a href=\"https:\/\/www.nytimes.com\/interactive\/2023\/07\/21\/nyregion\/nyc-developers-private-owned-public-spaces.html\">compliance issues<\/a> with the program. About one in five of the properties\u2019 owners had violated the terms of their agreements. There have also been more <a href=\"https:\/\/hellgatenyc.com\/780-third-avenue-pops-viral\/\">recent controversies <\/a>over developers\u2019 duty to provide and maintain these spaces that are \u201ceasily seen and understood as open to the public\u201d and convey \u201copenness,\u201d as the city\u2019s <a href=\"https:\/\/docs.google.com\/document\/d\/1uZb0bS88rvETGZjo7GgY8J1yHUqEghg7YOAc3kJrrYI\/edit?tab=t.0\">design standards<\/a> require.<\/p>\n<p>The NYC Planning Department <a href=\"https:\/\/www.brickunderground.com\/live\/new-interactive-map-shows-NYC-privately-owned-public-spaces\">maintains a map <\/a>of all the spaces that\u2019s current as of October 2025, according to NYC OpenData. Although the majority of POPS are located either inside the lobbies of Manhattan\u2019s downtown office buildings or in courtyards between them, a number of new residential projects in recent years have expanded New York\u2019s public open space.\u00a0<\/p>\n<p>If you can\u2019t access a POPS or if it\u2019s poorly maintained, <a href=\"https:\/\/portal.311.nyc.gov\/article\/?kanumber=KA-01061\">you can make a complaint to 311.<\/a><\/p>\n<p>Here are four outdoor public spaces in new residential developments you can enjoy, whether you live there or not:<\/p>\n<h2>1. Domino Park in Williamsburg<\/h2>\n<p><strong>300 Kent Ave. in Brooklyn<\/strong><\/p>\n<p>This <a href=\"https:\/\/www.brickunderground.com\/live\/living-next-to-domino-park-for-dog-health-williamsburg-brooklyn-nyc\">six-acre park<\/a> along the East River was built on the site of the former Domino Sugar factory in Williamsburg in 2018. Along with greenspace and beautiful views of the Manhattan skyline, the park is a paradise for dogs with a dog run and doggy drinking fountain. <a href=\"https:\/\/www.brickunderground.com\/live\/best-brooklyn-neighborhoods-for-families-schools-parks-rent-buy-nyc\">For kids,<\/a> there\u2019s a playground with structures modeled after ones used for original sugar production, plus a <a href=\"https:\/\/www.brickunderground.com\/live\/nyc-playgrounds-with-new-water-fountains-splash-pads-features-nyc\">water feature with 88 jets<\/a> for cooling off this summer.\u00a0<\/p>\n<h2>2. Sendero Verde in East Harlem\u00a0<\/h2>\n<p><strong>60th East 112th St. in Manhattan<\/strong>\u00a0<\/p>\n<p>This East Harlem lot between 11th and 112th streets west of Park Avenue sat empty for nearly 50 years, allowing neighbors to turn it into a thriving green space, according to <a href=\"https:\/\/handelarchitects.com\/firm\/insight\/sendero-verde-case-study-in-socially-and-environmentally-sustainable-living\">Handel Architects<\/a>, who designed this mixed-use affordable housing development along with <a href=\"https:\/\/dlandstudio.com\/\">DLAND Studio<\/a> in collaboration with developers <a href=\"https:\/\/www.rosecompanies.com\/projects\/sendero-verde\/\">Jonathan Rose Companies<\/a>, L+M Development Partners and Acacia Network.<\/p>\n<p>This raised green space includes three NYC GreenThumb community gardens and seating areas. A winding walkway, which architects say was inspired by a historic Lenape path, leads through the 18,000-square-foot courtyard which has tables and seating, according to <a href=\"https:\/\/handelarchitects.com\/firm\/insight\/sendero-verde-case-study-in-socially-and-environmentally-sustainable-living\">Handel\u2019s website.<\/a><\/p>\n<h2>3. The Ritz-Carlton Plaza in Midtown\u00a0<\/h2>\n<p><strong>1185 Broadway in Manhattan<\/strong><\/p>\n<p>Whether or not you\u2019re a guest staying in one of the Ritz-Carlton\u2019s $1,700 a night rooms or one of its lucky penthouse residents, you can enjoy this green space next door near Madison Square Park and the 28th Street Flower Market. The 4,184-square-foot courtyard has trees, seating and tables, bicycle parking and a drinking fountain, according to the <a href=\"https:\/\/capitalplanning.nyc.gov\/pops\/M050113#16.53\/40.74483\/-73.9902\">planning department\u2019s map.<\/a>\u00a0<\/p>\n<p>Developed by Marriott, <a href=\"https:\/\/www.ritzcarlton.com\/\">Ritz Carlton Hotels <\/a>and <a href=\"https:\/\/flagluxury.com\/our-properties\/ritz-carlton-new-york-nomad\">Flag Luxury Properties<\/a> and designed by<a href=\"https:\/\/archinect.com\/firms\/project\/1868\/1185-broadway\/150156088\"> Rafael Vinoly Architects,<\/a>\u00a0the Ritz-Carlton opened in July 2022.<\/p>\n<h2>4. 130 William St. in the Financial District<\/h2>\n<p><strong>Block bounded by William, Fulton, and Gold streets in Manhattan<\/strong><\/p>\n<p>A three-bedroom condo inside this 66-story FiDi skyscraper, 130 William St., is listed for <a href=\"https:\/\/130william.com\/availability?\">$3.87 million,<\/a> but you can enjoy this 5,317-square-foot courtyard full of greenery for free. A <a href=\"https:\/\/waterfrontaccess.planning.nyc.gov\/\">separate map <\/a>from the planning department shows where you can find them.<\/p>\n<p>\u201cThis is a similar concept to POPS, but they are exclusive to sites along the city shoreline with their own set of regulations,\u201d said Joe Marvilli, deputy press secretary at NYC\u2019s Department of Planning.\u00a0<\/p>\n<p>Here are three privately owned areas with waterfront views that anyone is free to enjoy.<\/p>\n<h2>1. Malt Drive Park in Long Island City<\/h2>\n<p><strong>Newtown Creek waterfront\u00a0near 2nd Street<\/strong><\/p>\n<p>Much like Domino Park, Malt Drive Park in Long Island City is a waterfront park in what was once an industrial area. Named after the<a href=\"https:\/\/www.scapestudio.com\/projects\/malt-drive-park\/\"> beer distribution center<\/a> that formerly occupied the shoreline of Newton Creek in Hunter\u2019s Point South, the park opened in 2024 with verdant landscaping, a dog park and playground. <a href=\"https:\/\/www.scapestudio.com\/projects\/malt-drive-park\/\">SCAPE<\/a> and <a href=\"https:\/\/tfc.com\/retail\/malt-drive\">TF Cornerstone <\/a>turned this former Superfund site into this 3.5-acre shoreline park that features views of the Lower Manhattan skyline. SCAPE designed the park to mitigate flood risk, creating a gradual slope down toward the creek.<\/p>\n<h2>2. Halletts Point Esplanade in Astoria<\/h2>\n<p><strong>East River waterfront adjacent to 20 and 30 Halletts Point<\/strong><\/p>\n<p>At this waterfront park, you can gaze upon the East River from Mayor Zohran Mamdani\u2019s old neighborhood of Astoria into his new one on the Upper East Side. With views of Gracie Mansion, Roosevelt Island, and the RFK Bridge, you can stroll along the 58,000-square-foot esplanade near the <a href=\"https:\/\/www.durst.org\/properties\/halletts-point\">Durst Organization\u2019s<\/a> Halletts Point Development. Designed by <a href=\"https:\/\/www.starrwhitehouse.com\/\">Starr Whitehouse Landscape Architects,<\/a>\u00a0this space includes native plants, areas for picnicking, and a playground inspired by nautical motifs.<\/p>\n<h2>3. Bankside Park in Mott Haven\u00a0<\/h2>\n<p><strong>2401 Third Ave. in the Bronx, near the Third Avenue Bridge<\/strong><\/p>\n<p>Bronx residents and visitors can enjoy the Harlem River waterfront on this 4.3-acre park, which includes wooden decks for sitting and shady spots for picnics. In 2022, <a href=\"https:\/\/rent.brookfieldproperties.com\/location\/new-york\/bankside-collection\/\">Brookfield Properties <\/a>built three residential towers and opened this public park a year later on this former Brownfield site.
