Santillan\u2019s now accused of killing five additional puppies \u201cin the same manner\u201d as the four he allegedly placed in an incinerator and burned to death (details below).<\/p>\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n<p class=\"wp-block-paragraph\">While on the job as an animal control officer at Monroe County Animal Services in Georgia, Carlos Santillan allegedly <strong>placed four <em>live<\/em> puppies in the shelter\u2019s incinerator and burned them to death<\/strong>. Santillan now faces four felony cruelty-to-animals charges, and PETA is urging prosecutors to seek the strongest penalties available. Best Friends partners with and gives awards to facilities based solely on \u201clive release\u201d or \u201csave rates,\u201d <strong>but the policies and practices promoted by the group result in <em>more<\/em> suffering\u2014and more death.<\/strong><\/p>\n<p class=\"wp-block-paragraph\"><strong>While high \u201csave\u201d rates<\/strong>\u00a0might <em>sound\u00a0<\/em>good, they mean nothing when they are achieved by rejecting animals in need. \u201cNo-kill\u201d policies include\u00a0<a href=\"https:\/\/www.peta.org\/news\/viral-photos-abandoned-dog-open-admission-shelters-vital\/\">refusing to accept<\/a>\u00a0vulnerable animals who have no safe place to turn, all but guaranteeing them slow, painful deaths. Many dogs and cats have been\u00a0<a href=\"https:\/\/www.peta.org\/news\/no-kill-policies-save-shelters-not-animals\/\">cruelly killed<\/a>\u00a0by people who don\u2019t want them, and\/or abandoned to breed, suffer, and die on the streets. Recent <a href=\"https:\/\/www.peta.org\/issues\/animal-companion-issues\/animal-shelters\/no-kill-policies-slowly-killing-animals\/\">media reports<\/a> reveal that Best Friends partner facilities have been refusing to accept animals in Arizona, Florida, Iowa, Michigan, North Carolina, Ohio, and South Carolina, to name <em>just a few<\/em>. After a Best Friends partner facility in Texas refused to accept four puppies from a resident, the <a href=\"https:\/\/www.ksat.com\/video\/news\/2026\/05\/27\/shelter-turned-him-away-now-4-puppies-are-dead\/\" target=\"_blank\" rel=\"noreferrer noopener\">man allegedly killed the animals<\/a> at his home and was charged with cruelty to animals. In Kentucky, a woman <a href=\"https:\/\/www.wbko.com\/2026\/05\/18\/woman-throws-kitten-into-logan-county-shelter-after-being-told-surrender-fee\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cthrew a kitten through the doors of\u201d<\/a> a Best Friends partner shelter after being told that the facility required a fee and had a waiting list to accept animals. And authorities recently raided self-professed animal \u201crescues\u201d that were partnered with Best Friends in <a href=\"https:\/\/abc7.com\/post\/la-county-shelters-seek-adopters-free-space-300-cats-dogs-rescued-lake-hughes-home\/18756181\/\" target=\"_blank\" rel=\"noreferrer noopener\">California<\/a> and <a href=\"https:\/\/www.ktnv.com\/news\/aps-rescues-over-40-animals-from-poor-conditions-at-illegal-henderson-organization\" target=\"_blank\" rel=\"noreferrer noopener\">Nevada<\/a> after animals there were found hoarded and neglected.<\/p>\n<p class=\"wp-block-paragraph\">In Wyoming, a shelter was \u201c<a href=\"https:\/\/www.sweetwaternow.com\/green-river-animal-shelter-earns-no-kill-award\/\" target=\"_blank\" rel=\"noreferrer noopener\">honored<\/a>\u201d by Best Friends for its \u201chigh save rates\u201d and reaching \u201cno-kill\u201d status, <strong>even though it\u00a0<\/strong><a href=\"https:\/\/www.sweetwaternow.com\/protests-against-animal-control-gas-chamber-reach-gr-city-council\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>used a gas chamber<\/strong><\/a><strong>\u00a0to kill animals<\/strong> at the time. Gas poisoning is a known inhumane method of killing considered so cruel that it has been banned in dozens of states.<\/p>\n<h2 class=\"wp-block-heading\"><strong>Santillan\u2019s Arrest Leads to Changes in Monroe County<\/strong><\/h2>\n<p class=\"wp-block-paragraph\">Following Santillan\u2019s arrest, Monroe County officials temporarily closed the shelter and announced reforms, including leadership changes, updated policies, additional staffing, and improvements to shelter operations. The criminal case against him is still moving through the courts.<\/p>\n<h2 class=\"wp-block-heading\"><strong>How Can You Help? Show Support for Open-Admission Animal Shelters<\/strong><\/h2>\n<p class=\"wp-block-paragraph\">Shelters that treat animals like inventory and statistics <strong>devalue their lives and fail them miserably<\/strong>. Most workers and officers at open-admission animal shelters\u2014those that accept all animals who need refuge without fees, waiting lists, or other obstacles\u2014care about and value animals, and work hard every day to protect them from cruelty and neglect.
