Vanderbilt University Press, 2023.\u00a0<\/strong><\/p>\n<p class=\"wp-block-paragraph\">Reviewed by Hannah Bruno<\/p>\n<p class=\"wp-block-paragraph\">\u201cOf course, this is\/was\/has always been hard work.\u201d<sup data-fn=\"20fa6669-8283-44cb-a1d7-edd6efeae09d\" class=\"fn\"><a href=\"#20fa6669-8283-44cb-a1d7-edd6efeae09d\" id=\"20fa6669-8283-44cb-a1d7-edd6efeae09d-link\">1<\/a><\/sup> So said Black feminist historian Crystal Moten writing about intellectual work in the midst of the 2020 uprisings; so she demonstrates in her 2023 history of postwar Milwaukee\u2019s Black working women, <em>Continually Working: Black Women, Community Intellectualism, and Economic Justice in Postwar Milwaukee <\/em>(Vanderbilt University Press, 2023). In <em>Continually Working, <\/em>Moten\u2014a twentieth century historian and curator\u2013\u2013examines the \u201cday-to-day intellectual practices\u201d (6) and collective activism of Milwaukee\u2019s Black working women in the 1940s through 1970s in their struggles for economic justice. Building on conversations in African American intellectual history, Black women\u2019s history, labor history, and Black freedom studies, Moten scours meeting minutes, departmental correspondences, alongside a broader archive of newspaper articles, oral histories, and more, to reveal the intellectual labor culture that Black Milwaukee\u2019s working women cultivated in their pursuit of fair employment opportunities, job security, welfare rights, and equal employment opportunity accountability for discriminatory firms. From the midcentury fight for community-based programming and wage equality at Milwaukee Young Women\u2019s Christian Association (MYWCA) through local and regional battles for welfare rights in the 1970s by Milwaukee County Welfare Rights Organization (MCWRO), Moten sheds new light on Black women\u2019s diverse critiques of a racialized and gendered \u201cJim Crow job system\u201d (2) and changing urban political economy in highly segregated Cream City.<\/p>\n<p class=\"wp-block-paragraph\">Organized into five main chapters, Moten balances institutional histories with biographical methods to show how Black women navigated a stratified labor market, challenged the bureaucratic racism of the postwar state, and advanced ideas of economic justice in their communities. Following worker-activists like the MYWCA\u2019s Bernice Copeland or Milwaukee Citizens for Equal Opportunity\u2019s (MCEO) Helen Barnhill, Pressley School of Beauty Culture owner Mattie DeWese, and model of \u201cmilitant motherhood\u201d (113) welfare rights activist Betty Niedzwiecki, Moten surveys a wide range of intellectual-activist practices from Bronzeville\u2019s Walnut Street to the state capitol: context-specific, perpetually-in-motion acts of storytelling, marching, \u201craising critiques, testifying multiple narratives, and publicly refusing employment injustice\u201d (82). In doing so, Moten unveils previously hidden contributions of Black working women to twentieth century Black freedom struggles and radical thought within and beyond the Civil Rights and welfare rights movements.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Written in the tradition of Joe Trotter Jr.\u2019s <em>Black Milwaukee<\/em> and Tera Hunter\u2019s <em>To \u2018Joy My Freedom<\/em>, <em>Continually Working <\/em>models new directions for coming generations of Black urban labor historians.<sup data-fn=\"3e1a2baa-6d86-473d-a1ab-f12a445df971\" class=\"fn\"><a href=\"#3e1a2baa-6d86-473d-a1ab-f12a445df971\" id=\"3e1a2baa-6d86-473d-a1ab-f12a445df971-link\">2<\/a><\/sup> In a retrospective essay twenty years after <em>Black Milwaukee<\/em>\u2019s publication, Rhonda Williams noted that Trotter\u2019s \u201cproletarianization model tended, in many ways, to marginalize black women\u2014or at least limit them to the already discussed \u2018snapshot\u2019 moments in the historical narrative.\u201d<sup data-fn=\"569047a9-bf21-40ce-bb48-c7b613e1eaa4\" class=\"fn\"><a href=\"#569047a9-bf21-40ce-bb48-c7b613e1eaa4\" id=\"569047a9-bf21-40ce-bb48-c7b613e1eaa4-link\">3<\/a><\/sup> Almost twenty years later, Moten\u2019s monograph answers this corrective call to meaningfully integrate Black women into historical analysis of Milwaukee\u2019s twentieth century proletariat. Alongside studies by Lisa Levenstein, Keona Ervin, Williams herself, among others, Moten\u2019s <em>Continually Working <\/em>is part of a fruitful wave of literature centering Black working women, their diverse political practices, and encounters with the state.<sup data-fn=\"93e6bbcf-9959-47a1-84f0-659b780b2c8c\" class=\"fn\"><a href=\"#93e6bbcf-9959-47a1-84f0-659b780b2c8c\" id=\"93e6bbcf-9959-47a1-84f0-659b780b2c8c-link\">4<\/a><\/sup> While recent works like Anne Gray Fischer\u2019s <em>The Streets Belong to Us: Sex, Race, and Police Power from Segregation to Gentrification <\/em>focus on women\u2019s bodies as sites of sexualized violence in the development of the postwar carceral city, <em>Continually Working<\/em> offers an analysis, from the perspective of Black working women themselves, of their labor as a site of extraction in an evolving urban economy and racialized labor market.<sup data-fn=\"94756b3e-08a5-4a3d-affa-cf52c790806b\" class=\"fn\"><a href=\"#94756b3e-08a5-4a3d-affa-cf52c790806b\" id=\"94756b3e-08a5-4a3d-affa-cf52c790806b-link\">5<\/a><\/sup>\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Additionally, over a decade after Samuel Zipp and Michael Carriere\u2019s <em>JUH <\/em>Special Section \u201cThinking Through Urban Renewal,\u201d<em> <\/em>Moten raises new questions about the possibilities for intellectual history in African American urban labor history\u2014how did Black working women understand and negotiate their relationships to a predatory urban labor market?<sup data-fn=\"7b205d6c-4622-48a6-a075-1f27a52f1188\" class=\"fn\"><a href=\"#7b205d6c-4622-48a6-a075-1f27a52f1188\" id=\"7b205d6c-4622-48a6-a075-1f27a52f1188-link\">6<\/a><\/sup> How did these negotiations shape their communities on a day-to-day basis, and how did it shape their cities and freedom dreams long-term? What might such perspectives yield in bringing to light different dynamics of racial capitalism?
