The Senate Banking Committee advanced an amended version 15-9 in May 2026, followed by <a class=\"general-link\" href=\"https:\/\/www.lummis.senate.gov\/press-releases\/lummis-releases-updated-clarity-act-text\/\" target=\"_blank\" rel=\"noopener nofollow\">updated text released by Senator Cynthia Lummis<\/a> in July that combined work from the Banking and Agriculture committees.<\/p>\n<p>Negotiators remain divided over key provisions. Seven Senate Democrats rejected the updated draft in late July, citing concerns about consumer protection, illicit finance, ethics, conflicts of interest and market integrity.<\/p>\n<p>Republicans hold 53 Senate seats, while leadership needs 60 votes to invoke cloture and overcome a filibuster. Democratic support is therefore needed to advance the bill.<\/p>\n<p>According to a <a href=\"https:\/\/www.politico.com\/live-updates\/2026\/08\/06\/congress\/senate-republicans-expect-to-depart-without-taking-up-crypto-bill-01028473\" target=\"_blank\" rel=\"noopener nofollow\">Politico report<\/a>, Democrats also declined to approve a time agreement that would have accelerated remaining Senate business before recess, making it harder to schedule a floor vote before lawmakers leave Washington.<\/p>\n<p>Ethics safeguards remain a major sticking point, particularly over elected officials\u2019 crypto interests.
