In
\n2006, during the United Progressive Alliance Regime under the leadership of
\nPrime Minister, Mr. Manmohan Singh, the Government of India initiated National Tribal
\nPolicy. The primary aim of the policy was to correct several mishaps of the
\nearlier policies centering on the Tribal population of the country. It became
\nparticularly intriguing because of the rising concern in areas like Red Corridor<\/a> where Maoist
\ninsurgency was on the rise that became a threat<\/a>
\nto the integrity of the country. The overall goal of the National tribal Policy
\nwas to bring tribes into the \u2018mainstream\u2019. This policy sees Neheruvian
\nPanchsheel as rather abstract ideas and puts thrust on the target orientation
\nand specifications in the \u2018development\u2019 of the Tribal population. The following
\nissues were prioritized in the National Tribal Policy: <\/span><\/p>\n

This
\npolicy focuses on Primitive Tribal Groups (PTGs) which is since then revised as
\nParticularly Vulnerable Tribal Groups (PVTGs). \u00a0<\/span><\/span><\/p>\n

Definition:<\/span><\/h2>\n

PVTGs
\nconstitute the most vulnerable section among tribals and inhabit isolated, remote
\nand difficult areas in small and scattered hamlets\/ habitats. The scheme aims
\nat planning their socio-economic development in a comprehensive manner while
\nretaining the culture and heritage of the community by adopting habitat
\ndevelopment approach and intervening in all spheres of their social and
\neconomic life, so that a visible impact is made in improvement of the quality
\nof life of PVTGs. During the Fourth Five Year Plan, a sub-category was created
\nwithin Scheduled Tribes to identify the most vulnerable groups which were
\nconsidered to be at the lowest levels of development. Consequently, on the
\nbasis of the Dhebar
\nCommission<\/a> report, a criterion for identifying Particularly Vulnerable
\nTribal Groups was established as:<\/span><\/p>\n

\n(Literacy, Drop-out, Residential schools in addition to SSA\/RMSA).<\/span><\/p>\n

\n(Gap filling for effective health service delivery beyond NHM etc).<\/span><\/p>\n
