Ruehl<\/p>\n<p class=\"wp-block-paragraph\">The Trump administration\u2019s July 2025 decision to have the Office of the U.S. Trade Representative (USTR) investigate Brazil\u2019s \u201c <a href=\"https:\/\/ustr.gov\/about\/policy-offices\/press-office\/press-releases\/2025\/july\/ustr-announces-initiation-section-301-investigation-brazils-unfair-trading-practices\"><u>attacks on American social media companies as well as other unfair trading practices<\/u><\/a>,\u201d followed by the launch of <a href=\"https:\/\/www.bbc.com\/news\/articles\/cwy0147vxyqo\"><u>50 percent tariffs<\/u><\/a>, drew immediate headlines and caused predictable market panic. Washington has also <a href=\"https:\/\/www.theguardian.com\/world\/2025\/oct\/06\/brazil-president-lula-trump-tariffs-sanctions\"><u>placed sanctions<\/u><\/a> on Brazilian officials in response to Brazil\u2019s prosecution of its former president and Trump ally, Jair Bolsonaro.<\/p>\n<p>Tensions remain high even after Trump\u2019s <a href=\"https:\/\/www.politico.com\/news\/2025\/10\/06\/trump-us-brazil-lula-00595000\"><u>October 2025 call<\/u><\/a> with current Brazilian President Luiz In\u00e1cio Lula da Silva, and the country\u2019s foreign minister <a href=\"https:\/\/www.riotimesonline.com\/brazils-foreign-minister-heads-to-washington-for-talks-with-marco-rubio-amid-tariff-rift\/\"><u>arriving in Washington<\/u><\/a> days later. While U.S.-Brazil relations have <a href=\"https:\/\/www.braziloffice.org\/en\/articles\/relations-between-brazil-and-the-usa-from-pragmatic-alliances-to-programmatic-alignments\"><u>long fluctuated<\/u><\/a> between strain and cooperation, Trump\u2019s latest moves suggest his administration sees Brazil less as a partner and more as a trade and political rival, despite the U.S. maintaining <a href=\"https:\/\/www.atlanticcouncil.org\/blogs\/new-atlanticist\/the-numbers-that-define-the-us-brazil-trade-partnership\/\"><u>consistent surpluses<\/u><\/a> with the country.<\/p>\n<p>Among these punitive actions, the <a href=\"https:\/\/www.intellinews.com\/trump-targets-brazil-s-pix-in-digital-trade-clash-404975\/\"><u>inquiry into Pix<\/u><\/a>, Brazil\u2019s groundbreaking <a href=\"https:\/\/www.bis.org\/publ\/work1295.htm\"><u>fast payment system<\/u><\/a>, introduced in 2020, stands out. Developed by the Central Bank of Brazil, Pix lets individuals and businesses send and receive money instantly, at any time, <a href=\"https:\/\/cointelegraph.com\/news\/u-s-investigates-brazil-s-digital-trade-practices-amid-pix-dominance\"><u>via<\/u><\/a> mobile apps, QR codes, or account keys. Transfers between individuals on Pix are free, and all licensed financial institutions in Brazil are required to adopt it.<\/p>\n<p>Pix\u2019s rollout during COVID-19, when no-contact payments were essential, rapidly accelerated its adoption. Around 175 million people use it, and Pix \u201c <a href=\"https:\/\/www.bcb.gov.br\/detalhenoticia\/20673\/noticia\"><u>now accounts for nearly half of the country\u2019s financial transactions<\/u><\/a>,\u201d according to a September 2025 New York Times article. The platform handles everything from restaurant payments and employee wages to billion-dollar financial transactions. Maintenance costs <a href=\"https:\/\/valorinternational.globo.com\/economy\/news\/2024\/06\/03\/costs-grow-for-central-bank-as-pix-expands-financial-inclusion.ghtml\"><u>in 2024<\/u><\/a> were estimated at nearly $5 million, with another $8 million in investments shared across the central bank\u2019s \u201centire computing infrastructure,\u201d according to data obtained through Brazil\u2019s Freedom of Information Act by Valor International.<\/p>\n<p>Before Pix, money transfers in Brazil <a href=\"https:\/\/www.financialprofessionals.org\/docs\/default-source\/default-document-library\/pdf\/18-04-25-afp-updated-country-report-brazil.pdf?sfvrsn=0\"><u>were dominated<\/u><\/a> by the \u201c<a href=\"https:\/\/www.americanbanker.com\/opinion\/its-time-to-knock-down-the-walled-gardens-of-the-payments-system\"><u>walled gardens<\/u><\/a>\u201d of international card networks, like Visa, Mastercard, American Express, and domestic payment processors. Sensing disruption, several of Brazil\u2019s major banks, which \u201c <a href=\"https:\/\/www.bbc.com\/news\/business-45020473\"><u>dominate<\/u><\/a>\u201d the financial industry, <a href=\"https:\/\/www.santander.com.br\/blog\/golpe-do-pix-multiplicador\"><u>warned<\/u><\/a> <a href=\"https:\/\/banco.bradesco\/seguranca\/prevencao-de-golpes\/seguranca-pix.shtm\"><u>of<\/u><\/a> Pix\u2019s cybersecurity and fraud risks, and certain fintech firms also <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-11-08\/after-tumbling-90-fintechs-battle-brazil-instant-payment-mania\"><u>pushed back<\/u><\/a>, seeing it as a threat to their fee-based business models.<\/p>\n<p>These fears proved justified after revenue from traditional transfer and processing fees <a href=\"https:\/\/www.reuters.com\/sustainability\/boards-policy-regulation\/brazils-central-bank-says-its-pix-system-is-not-threat-payments-companies-2025-08-27\/\"><u>declined<\/u><\/a> following Pix\u2019s rollout. In 2022, then-Central Bank President Roberto Campos Neto <a href=\"https:\/\/finance.yahoo.com\/news\/brazils-central-bank-chief-says-215504620.html\"><u>defended the system<\/u><\/a> by arguing that nationwide adoption would lower cash-handling costs and increase transaction volumes, while creating new opportunities for financial innovation.<\/p>\n<p>Pix did level the playing field for many smaller firms, which could finally compete with Brazil\u2019s major banks without the burden of nationwide branches and ATMs. Many Brazilians were previously tied to employer-selected banks that they rarely used. Pix\u2019s interoperability across all financial institutions eliminated transfer barriers, allowing workers to <a href=\"https:\/\/www.bis.org\/publ\/bppdf\/bispap152_c.pdf\"><u>open additional accounts<\/u><\/a> and shift money to take advantage of better rates and services.<\/p>\n<p>Nubank, for example, is a fully digital bank that grew from 17 million customers in 2019 to more than 100 million by 2024, making it the world\u2019s <a href=\"https:\/\/www.economist.com\/the-americas\/2025\/04\/03\/brazils-government-run-payments-system-has-become-dominant\"><u>second-largest<\/u><\/a> digital bank by number of customers, according to the Economist. It is also the <a href=\"https:\/\/gfmag.com\/banking\/neobanks-nubank-worlds-largest-digital-bank\/\"><u>largest digital bank by market evaluation<\/u><\/a>, according to Global Finance, and Pix\u2019s digital-first financial environment was central to its rise.<\/p>\n<p>Millions of people from Brazil\u2019s <a href=\"https:\/\/www.wiego.org\/wp-content\/uploads\/2022\/09\/WIEGO_Statistical_Brief_N33_IWs_Brazil.pdf\"><u>vast informal economy<\/u><\/a>, often in rural areas and favelas with limited banking infrastructure, have also gained access to the formal financial system. Once reliant on <a href=\"https:\/\/business.cornell.edu\/article\/2025\/05\/democratizing-financial-services\/\"><u>cash, bartering, or rotating credit groups<\/u><\/a>, they can now send and receive digital payments seamlessly, broadening financial inclusion through public infrastructure.<\/p>\n<p class=\"wp-block-paragraph\"><strong>Global Comparison<\/strong><\/p>\n<p>Fast payment systems exist worldwide. However, Brazil\u2019s Pix stands out for its rapid mass adoption, massive user base, international standing, and high degree of central bank control. It builds on regional experiments by other central banks, such as Mexico\u2019s Sistema de Pagos Electr\u00f3nicos Interbancarios (SPEI), established in 2004 as an interbank transfer system. SPEI has <a href=\"https:\/\/mexicobusiness.news\/finance\/news\/spei-two-decades-digital-payment-innovation-mexico\"><u>slowly modernized<\/u><\/a>, adding the payment method Cobro Digital (CoDi) <a href=\"https:\/\/www.vixio.com\/insights\/pc-behind-struggle-mexicos-codi\"><u>in 2019<\/u><\/a>, which made it more smartphone-friendly. However, the system <a href=\"https:\/\/www.rapyd.net\/blog\/spei-payment-method\/\"><u>charges fees<\/u><\/a> to users and has not achieved the same scale or ubiquity as Pix.<\/p>\n<p>Costa Rica\u2019s mobile payment system SINPE M\u00f3vil, launched in 2015, is also operated by its central bank. It offers free transfers <a href=\"https:\/\/fintechnews.am\/costa-rica\/52549\/fast-payment-system-sinpe-movil-driving-financial-inclusion-efficiency-in-costa-rica\/\"><u>up to certain amounts<\/u><\/a>, with small fees for larger transactions. While widely used, it mainly serves <a href=\"https:\/\/fintechnews.am\/costa-rica\/52549\/fast-payment-system-sinpe-movil-driving-financial-inclusion-efficiency-in-costa-rica\/\"><u>small-value transactions<\/u><\/a>.<\/p>\n<p>Thailand\u2019s <a href=\"https:\/\/fintech-alliance.com\/news-insights\/article\/promptpay-two-years-of-transforming-thai-payments\"><u>PromptPay<\/u><\/a>, introduced in 2017, was developed under the direction of the Bank of Thailand but is run by National ITMX, a company jointly owned by major Thai banks. India\u2019s Unified Payments Interface (UPI), launched <a href=\"https:\/\/business.cornell.edu\/hub\/2024\/12\/20\/indias-unified-payments-interface-has-revolutionized-its-digital-payments-market\/\"><u>in 2016<\/u><\/a>, is similar. Operated by the nonprofit National Payments Corporation of India (NCPI) under central bank oversight, UPI accounted for <a href=\"https:\/\/luby.co\/pix-without-borders\/\"><u>roughly 50<\/u><\/a> percent of India\u2019s real-time payments volume between 2024 and 2025.<\/p>\n<p>Russia\u2019s Faster Payments System (SBP), developed by Russia\u2019s central bank, came online <a href=\"https:\/\/www.cbr.ru\/eng\/psystem\/#:~:text=In%202019%2C%20the%20Faster%20Payments%20System%20(SBP),make%20a%20wide%20variety%20of%20other%20transfers.\"><u>in 2019<\/u><\/a> and was created in response to <a href=\"https:\/\/www.npr.org\/sections\/thetwo-way\/2014\/03\/21\/292565077\/declined-visa-mastercard-freeze-out-targeted-russian-banks\"><u>Visa and Mastercard restrictions<\/u><\/a> following Russia\u2019s 2014 seizure of Crimea and subsequent Western sanctions. The SBP has <a href=\"https:\/\/carnegieendowment.org\/research\/2024\/10\/russia-digital-ruble-development?lang=en\"><u>stabilized<\/u><\/a> Russia\u2019s payments amid economic consequences from the war in Ukraine since 2022, including Apple Pay and Google Pay\u2019s <a href=\"https:\/\/www.vixio.com\/insights\/pc-moscow-metro-pilots-homegrown-faster-payments-russia-eyes-payment-alliance\"><u>exit<\/u><\/a>. Domestically dominant, SBP is <a href=\"https:\/\/united24media.com\/latest-news\/ukrainian-cyberattack-cripples-russias-sbp-payment-system-causing-30m-in-damages-11957\"><u>vulnerable to cyberattacks<\/u><\/a> and is <a href=\"https:\/\/iz.ru\/en\/node\/1822686\"><u>limited internationally, mostly<\/u><\/a> to the post-Soviet space, though expansion efforts <a href=\"https:\/\/www.akm.ru\/eng\/news\/gazprombank-has-introduced-a-technology-for-accepting-payments-under-sbp-between-individuals-and-leg\/\"><u>are ongoing<\/u><\/a>.<\/p>\n<p>China\u2019s Alipay and WeChat Pay, in turn, <a href=\"https:\/\/www.brookings.edu\/articles\/chinas-digital-payments-revolution\/\"><u>dominate the country\u2019s transfer market<\/u><\/a>. While both are private companies, they remain under strong government oversight. The People\u2019s Bank of China\u2019s <a href=\"https:\/\/www.vixio.com\/insights\/pc-digital-yuan-fill-gap-left-alipay-and-wechat-pay\"><u>digital yuan<\/u><\/a>, meanwhile, provides a public option.<\/p>\n<p>In most Western countries, major payment systems are typically managed by consortia of established private banks. Europe\u2019s introduction of <a href=\"https:\/\/sbs-software.com\/insights\/wero-europe-payment-race\/\"><u>SEPA Instant<\/u><\/a> in 2017 allows instant euro transfers, while the European Central Bank\u2019s TIPS platform <a href=\"https:\/\/www.ecb.europa.eu\/paym\/target\/tips\/html\/index.en.html\"><u>provides the infrastructure<\/u><\/a>. Both systems, however, remain voluntary and are not universally adopted. To improve usability and unify its fragmented national systems, the EU launched the Wero Project under the European Payments Initiative in 2024, but adoption and scale of the project are<br \/><a href=\"https:\/\/epicompany.eu\/media-insights\/worldline-initiates-the-launch-of-wero-in-ecommerce\"><u>also scattered<\/u><\/a>.<\/p>\n<p>Modern U.S. banking payment systems, like Zelle, alongside tech platforms like PayPal, Venmo, and Apple Pay, show the U.S. domestic market\u2019s strong growth in recent years. Yet Pix has disrupted the wave of U.S. tech expansion abroad. Meta\u2019s attempt to launch WhatsApp Pay in Brazil shortly after Pix\u2019s rollout was <a href=\"https:\/\/www.fintechfutures.com\/paytech\/whatsapp-pay-finally-gets-greenlight-from-brazil-s-central-bank\"><u>temporarily blocked<\/u><\/a> by regulators, allowing Pix to secure early dominance.<\/p>\n<p>The U.S. Federal Reserve recognized the need to modernize and launched FedNow in 2023, drawing inspiration from Pix. But its reach is still constrained by voluntary participation, regulatory hurdles, and <a href=\"https:\/\/www.bis.org\/publ\/bppdf\/bispap152_c.pdf\"><u>resistance from major banks<\/u><\/a>. Pix, meanwhile, mandated <a href=\"https:\/\/thefintechtimes.com\/the-story-of-pix-and-what-us-banks-can-learn\/\"><u>early participation from all licensed financial institutions<\/u><\/a>, speeding up standardization and innovation with fintech and private apps.<\/p>\n<p>Brazil\u2019s central bank has been exploring cross-border uses for Pix <a href=\"https:\/\/segpay.com\/blog\/pix-brazils-instant-payment-revolution\/\"><u>since 2023<\/u><\/a>  and is <a href=\"https:\/\/economictimes.indiatimes.com\/news\/india\/india-brazil-explore-collaboration-on-digital-payment-systems-amid-solidarity-push\/articleshow\/123193833.cms?from=mdr\"><u>actively looking<\/u><\/a> to collaborate with India\u2019s UPI. The biggest signal of Pix\u2019s international reach came in July 2025 with the announcement of International Pix, <a href=\"https:\/\/www.verifone.com\/en\/global\/press-room-article-verifone-pagbrasil-launch-international-pix-payment\">launched by PagBrasil and Verifone<\/a>, allowing Brazilians to make Pix payments in the U.S. with real-time currency conversion.<\/p>\n<p>Pix\u2019s notability goes beyond consolidating its money transfer networks. As the nonprofit publication Rest of World <a href=\"https:\/\/restofworld.org\/2025\/pix-brazil-us-investigation-digital-payments\"><u>notes<\/u><\/a>, Washington\u2019s concerns surrounding Pix also stem from losing access to purchasing behavior and consumer transaction data once dominated by American systems, now retained in-house by Brazil\u2019s central bank. Fintechs like Truther also let users trade stablecoins and deposit them <a href=\"https:\/\/es.cointelegraph.com\/news\/pix-is-the-gateway-to-massive-crypto-adoption-in-brazil-says-truther\"><u>through Pix<\/u><\/a>, bypassing the Society for Worldwide Interbank Financial Telecommunication (SWIFT) and complicating U.S. financial monitoring.<\/p>\n<p>Brazil\u2019s efforts prove countries can build domestic payments systems quickly and with global reach. By reshaping banking without destabilizing it, Brazil has positioned itself as a world leader, hosting <a href=\"https:\/\/nbg.gov.ge\/en\/media\/news\/ekaterine-galdava-participates-in-world-bank-s-global-payments-week\"><u>Global Payments Week 2025<\/u><\/a> in July 2025 with the World Bank and the Committee on Payments and Market Infrastructures (CPMI-BIS).<\/p>\n<p>\u201cOutside the country, it [Pix] has drawn praise from leading economists, who have gone as far as to call it the <a href=\"https:\/\/paulkrugman.substack.com\/p\/has-brazil-invented-the-future-of\"><u>future of money<\/u><\/a>,\u201d <a href=\"https:\/\/www.nytimes.com\/2025\/09\/29\/world\/americas\/brazil-digital-payments.html\"><u>stated<\/u><\/a> the NYT. Information obtained by Valor International under Brazil\u2019s Freedom of Information Act shows that in 2025, the country\u2019s central bank discussed Pix with <a href=\"https:\/\/valorinternational.globo.com\/business\/news\/2025\/10\/06\/targeted-by-trump-brazils-pix-system-draws-global-interest.ghtml\"><u>more than 50 countries<\/u><\/a>. Eighty percent of those interactions involved central banks, with the rest being a mix of international financial entities and organizations.<\/p>\n<p>Washington has been left trying to <a href=\"https:\/\/www.bankingdive.com\/news\/federal-reserve-fednow-limit-10-million-instant-payments\/760100\/\"><u>continue developing<\/u><\/a> its own fast payment system and, as the Trump administration\u2019s recent measures indicate, attempting to restrict efforts by other countries. The July 2025 USTR investigation report \u201calleged a \u2018competitive advantage\u2019 granted to government-developed digital payment systems,\u201d according to Valor International, which <a href=\"https:\/\/agenciabrasil.ebc.com.br\/en\/internacional\/noticia\/2025-08\/brazil-rejects-claims-unfair-trade-practices-us\"><u>Brazil notes<\/u><\/a> the U.S. is pursuing with FedNow.<\/p>\n<p>With Brazil continuing to insist on its <a href=\"https:\/\/www.ealg.com\/news\/law-as-an-instrument-of-economic-warfare-the-magnitsky-act-and-the-pressure-on-pix\"><u>monetary sovereignty<\/u><\/a>, its Pix system has already reshaped domestic finance. Banks must operate under equal rules, and a private tax on monetary movement has been largely eliminated. Pix\u2019s risks to the public include greater visibility of transactions, allowing for easier government taxation, monitoring, and freezing of funds. New fees could always emerge, and digitized payment systems are still vulnerable to outages, as <a href=\"https:\/\/www.edgardunn.com\/articles\/what-does-the-recent-loss-of-60-of-spains-electricity-power-mean-for-digital-payment-networks\"><u>Spain\u2019s blackout<\/u><\/a> in April 2025 showed.<\/p>\n<p>Still, the more that Washington targets these payment systems, the stronger the incentive for other countries to strengthen their own models. The <a href=\"https:\/\/www.bis.org\/about\/bisih\/topics\/fmis\/nexus.htm\"><u>Bank for International Settlements Project Nexus<\/u><\/a> is helping to connect fast payment systems that could eventually help form a global network, while rival monetary systems are slowly emerging\u2014including BRICS Pay, <a href=\"https:\/\/cointelegraph.com\/explained\/what-is-brics-pay-and-why-does-it-matter\"><u>launched in 2024<\/u><\/a>, it is designed to bypass SWIFT and enable local-currency transactions among members, Brazil, Russia, India, China, and South Africa.
