The proposal, put forward by the Fairer Share Campaign, would have replaced both council tax and stamp duty with a single annual charge based on a property\u2019s current market value.<\/p>\n<p class=\"wp-block-paragraph\">However, Prime Minister Andy Burnham has now firmly ruled out the idea, stating that plans of this scale are not being taken forward.<\/p>\n<h2 class=\"wp-block-heading\">What Was Being Proposed?<\/h2>\n<p class=\"wp-block-paragraph\">The proposed model centred on a flat annual charge of 0.48% of a property\u2019s value. Supporters argued this would reduce costs for many households and address long-standing concerns about the fairness of the current council tax system, which is still based on property valuations dating back to the early 1990s.<\/p>\n<p class=\"wp-block-paragraph\">Burnham has previously expressed sympathy for reforming property taxation, particularly where owners of high-value properties can pay relatively low council tax compared with homeowners in less affluent parts of the country. However, introducing a completely new system would bring significant practical and political challenges.<\/p>\n<p class=\"wp-block-paragraph\">For landlords, the implications would have been considerable. While stamp duty is a one-off cost incurred on purchase, an annual property-value tax would become an ongoing expense regardless of rental income or investment performance. Owners of larger portfolios, particularly those in higher-value areas, could have faced substantially increased tax liabilities.<\/p>\n<p class=\"wp-block-paragraph\">The proposal also raised wider questions around property values, regional disparities and how landlords would absorb the additional cost. While some tenants may benefit if council tax were reduced or abolished, much of the long-term financial burden of a land or property value tax would likely sit with property owners rather than occupiers.<\/p>\n<p class=\"wp-block-paragraph\">There was also a political obstacle. Whilst many would agree that council tax requires reform, most buy-to-let landlords are likely to view the decision to abandon a property-value-based tax as a welcome development.
