Today it happens when outside companies extract value from a community while the community absorbs the cost. In the digital world, extraction happens through our data. In the physical world, it happens through our tax base. And the place where those two forms meet \u2014 where our daily digital habits become someone else\u2019s profit \u2014 is the data center.<\/p>\n<p>Data centers are simply the industrial\u2011scale version of the same model: wealth flows upward, costs stay local, and the public pays for the infrastructure that makes the extraction possible.<\/p>\n<p>Before defending the Nebius deal, let\u2019s acknowledge its strongest points. Birmingham is playing the same incentive game as every other city. No money is paid up front. And yes, the project will generate an estimated <strong>$87 million for Birmingham City Schools<\/strong>, which could be transformative.<\/p>\n<p>But none of that changes the structure of the deal: a <strong>30\u2011year tax abatement<\/strong> for a foreign company with <strong>no community benefits agreement<\/strong>, <strong>no local hiring requirements<\/strong>, and <strong>no renewable\u2011energy commitments<\/strong>.<\/p>\n<p>It is part of a national incentive arms race that economists say drains public revenue without changing corporate behavior. Cities compete against one another for companies that would have come anyway.<\/p>\n<p>Which raises a simple question: <strong>how long can America keep competing against itself?<\/strong><\/p>\n<p><strong>Alabama\u2019s Long Pattern of Extraction<\/strong><\/p>\n<p>Alabama\u2019s political dysfunction accidentally protected some of the most beautiful land in America \u2014 no Atlanta style sprawl, no wall\u2011to\u2011wall development. But the cost of that \u201caccidental conservation\u201d has been paid by everyday Alabamians:<\/p>\n<ul>\n<li>Underfunded schools<\/li>\n<li>Underpaid teachers<\/li>\n<li>Rural hospitals closing<\/li>\n<li>Crumbling infrastructure<\/li>\n<li>A billion dollars poured into prisons<\/li>\n<li>And now, 30\u2011year tax breaks for a company bringing 78 jobs<\/li>\n<\/ul>\n<p>Auburn historian Wayne Flynt documented this pattern clearly: Alabama has spent generations serving as an extraction zone for other people\u2019s prosperity. Wealthy outside interests hollow out the state\u2019s resources, leaving ordinary Alabamians to shoulder the burden of weak schools, low wages, and fragile public institutions.<\/p>\n<p>The Nebius deal fits the pattern perfectly.<\/p>\n<p><strong>The Numbers Don\u2019t Lie<\/strong><\/p>\n<p>The Industrial Development Board approved:<\/p>\n<ul>\n<li><strong>65% off non\u2011education property taxes<\/strong><\/li>\n<li><strong>80% off non\u2011education sales taxes<\/strong><\/li>\n<li><strong>For up to 30 years<\/strong><\/li>\n<\/ul>\n<p>Thirty years. A generation of foregone revenue. A potential <strong>$3.2 billion incentive<\/strong> over three decades.<\/p>\n<p>And what does Birmingham get? <strong>Seventy\u2011eight jobs.<\/strong> Not 7,800. Not 780. Seventy\u2011eight.<\/p>\n<p><strong>Europe Would Never Allow This<\/strong><\/p>\n<p>Here\u2019s the part that should stop everyone cold: <strong>Europe doesn\u2019t do this.<\/strong> EU state\u2011aid rules prohibit long\u2011term, company\u2011specific tax abatements, especially for foreign firms. Amsterdam couldn\u2019t give Nebius a 30\u2011year tax break even if it wanted to. Helsinki didn\u2019t give Nebius a tax break.<\/p>\n<p>Yet Birmingham \u2014 a city with half the per\u2011capita income \u2014 is being asked to do exactly that.<\/p>\n<p><strong>The Irony: \u201cGrow Birmingham from Within\u201d<\/strong><\/p>\n<p>Birmingham is working hard to grow companies from within. Yet the largest incentive package in the city\u2019s history went to a foreign\u2011owned company with no local supply chain and no multiplier effect.<\/p>\n<p>Meanwhile, Birmingham\u2011born companies get modest incentives, strict job requirements, and far less public attention.<\/p>\n<p>Common sense says this is backwards.<\/p>\n<p><strong>The Real Ledger of Colonization<\/strong><\/p>\n<p>If decades of corporate giveaways were supposed to strengthen Alabama\u2019s economy, then why can\u2019t an average family afford to send a child to Auburn anymore?<\/p>\n<p>In 1990, state appropriations covered about 70% of Auburn\u2019s operating budget. Today, it\u2019s roughly 21%. When you give away and reallocate the tax base, someone has to make up the difference \u2014 and that someone is the Alabama family trying to send a kid to college.<\/p>\n<p>Public money flows upward. Public costs flow downward.<\/p>\n<p><strong>A Closing for Alabama<\/strong><\/p>\n<p>I left Alabama decades ago. Not because I stopped loving Birmingham \u2014 I never have \u2014 but because the politics felt repressive, the decisions felt small, and the people in charge seemed more committed to preserving power than building a future.<\/p>\n<p>Scripture tells us: <strong>\u201cWhere your treasure is, there your heart will be also.\u201d<\/strong> If Birmingham\u2019s treasure keeps flowing to outside corporations, then our future will follow it right out of town.<\/p>\n<p>And: <strong>\u201cA worker is worthy of his wages.\u201d<\/strong> Yet the people who teach, heal, build, and raise families here pay full price while multinational companies get a discount.<\/p>\n<p>We can choose differently. We can invest in our own people. We can grow our own industries. We can plant seeds that grow from our own soil.<\/p>\n<p>The Nebius deal \u2014 clawback and all \u2014 is not that seed.<\/p>\n<p>That\u2019s not radical. That\u2019s not socialism. That\u2019s not partisan. <strong>That\u2019s just common sense.<\/strong><\/p>\n<p><em>Randy Hutcheson is a Birmingham metro native, Auburn graduate, and former municipal urban design manager.
