But for Zora, the suffering didn\u2019t end there. Investigators say they found Zora\u2019s body in a mass grave on the property, with evidence of a bullet wound in her skull.<\/p>\n<p>As of this writing, authorities have found more than one hundred other dogs\u2019 bodies buried on the property and \u201cwhat investigators believe was a killing site marked by blood spatter.\u201d Veterinarians determined that many of the animals had been shot to death. \u00a0<\/p>\n<p class=\"wp-block-paragraph\">Now, <a href=\"https:\/\/www.kron4.com\/news\/bay-area\/oakland-dog-found-in-animal-sanctuarys-mass-grave-search-warrant\/\" target=\"_blank\" rel=\"noreferrer noopener\">investigators are uncovering what happened<\/a> to hundreds of other animals sent to Miranda\u2019s Rescue by other taxpayer-funded shelters across California. They estimate that between January 2025 and April 2026, <strong>more than 900 dogs were sent to Miranda\u2019s by shelters<\/strong>, which paid the \u201crescue\u201d roughly <strong>$510,000 to take them<\/strong>. Officials suspect that owner Shannon Miranda was taking animals in for profit and then killing them by gunshot to keep the funds rolling in.<\/p>\n<p class=\"wp-block-paragraph\">On paper, these animals were counted as successes. In reality, many spent months or years warehoused in kennels or pens. <strong>All of these dogs were failed by shelters whose job was to <em>shelter<\/em> and protect them.<\/strong><\/p>\n<h2 class=\"wp-block-heading\">\u2018No Kill\u2019 Is a National Crisis<\/h2>\n<p class=\"wp-block-paragraph\">Miranda\u2019s Rescue is far from an isolated case. To protect their \u201cno-kill\u201d status and inflate their \u201clive-release\u201d rates, shelters across the country are offloading animals to self-professed \u201crescues\u201d and \u201csanctuaries\u201d\u2014most of them completely unregulated\u2014without doing the basic due diligence to ensure the animals will be safe there.<strong\/><\/p>\n<p class=\"wp-block-paragraph\">Here are three more cases showing how \u201cno-kill\u201d policies are killing animals:<\/p>\n<h3 class=\"wp-block-heading\">Michigan: 29 Cats Pulled From Hoarder\u2019s House<\/h3>\n<p class=\"wp-block-paragraph\">Following a welfare check, authorities in Pontiac removed 29 dogs and cats from Tri-County Dog Rescue. The \u201crescue\u201d was actually a home filled to the brim with crates, garbage, and neglected animals. Excrement and tattered blankets covered the floor.<\/p>\n<p class=\"wp-block-paragraph\">Multiple dogs were trapped in a basement pen, without a single comfort or even clean water to drink.<\/p>\n<figure class=\"wp-block-image aligncenter size-large\"><a href=\"https:\/\/www.peta.org\/wp-content\/uploads\/2026\/06\/Tri-County-Dog-Rescue-Dogs-in-Pen.jpg\"><img fetchpriority=\"high\" decoding=\"async\" width=\"602\" height=\"417\" src=\"https:\/\/www.peta.org\/wp-content\/uploads\/2026\/06\/Tri-County-Dog-Rescue-Dogs-in-Pen-602x417.jpg\" alt=\"Dogs in pen\" class=\"wp-image-1195452\" srcset=\"https:\/\/www.peta.org\/wp-content\/uploads\/2026\/06\/Tri-County-Dog-Rescue-Dogs-in-Pen-602x417.jpg 602w, https:\/\/www.peta.org\/wp-content\/uploads\/2026\/06\/Tri-County-Dog-Rescue-Dogs-in-Pen-300x208.jpg 300w, https:\/\/www.peta.org\/wp-content\/uploads\/2026\/06\/Tri-County-Dog-Rescue-Dogs-in-Pen.jpg 629w\" sizes=\"(max-width: 602px) 100vw, 602px\"\/><\/a><\/figure>\n<p class=\"wp-block-paragraph\">One cat suffering from a possible tumor in her mouth was evidently denied veterinary care for so long that her head became completely deformed and her eye swelled completely shut.<\/p>\n<figure class=\"wp-block-image aligncenter size-full\"><a href=\"https:\/\/www.peta.org\/wp-content\/uploads\/2026\/06\/1-1.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"544\" height=\"664\" src=\"https:\/\/www.peta.org\/wp-content\/uploads\/2026\/06\/1-1.jpg\" alt=\"A cat with a swollen face, taken at Tri County Dog Rescue&quot; hoarding case\" class=\"wp-image-1195435\" srcset=\"https:\/\/www.peta.org\/wp-content\/uploads\/2026\/06\/1-1.jpg 544w, https:\/\/www.peta.org\/wp-content\/uploads\/2026\/06\/1-1-246x300.jpg 246w\" sizes=\"auto, (max-width: 544px) 100vw, 544px\"\/><\/a><\/figure>\n<p class=\"wp-block-paragraph\">Publicly funded Laredo Animal Care Services and two self-professed \u201cno-kill\u201d groups in Texas, San Antonio Pets Alive and Karnes County Humane Organization, shipped animals to Tri-County Dog Rescue without doing their due diligence.<\/p>\n<h3 class=\"wp-block-heading\">Arizona: Responders Wore Hazmat Suits to Step Inside<\/h3>\n<p class=\"wp-block-paragraph\">At Special Needs Animal Welfare League in Chandler, the smell of rot and ammonia seeped through the closed front door. They reported paying McLaughlin $1,500 to take one of the animals.<\/p>\n<p class=\"wp-block-paragraph\">Authorities charged McLaughlin with <strong>110 counts of neglect and cruelty to animals<\/strong>. A court found her guilty and <a href=\"https:\/\/ktar.com\/arizona-news\/chandler-animal-cruelty-sentence\/5807300\/\" target=\"_blank\" rel=\"noreferrer noopener\">sentenced her to 3.5 years<\/a> for fraud and two years for cruelty to animals.<\/p>\n<figure class=\"wp-block-image aligncenter size-large\"><a href=\"https:\/\/www.peta.org\/wp-content\/uploads\/2026\/06\/CPD_0222-1-scaled.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"602\" height=\"402\" src=\"https:\/\/www.peta.org\/wp-content\/uploads\/2026\/06\/CPD_0222-1-602x402.jpg\" alt=\"\" class=\"wp-image-1195445\" srcset=\"https:\/\/www.peta.org\/wp-content\/uploads\/2026\/06\/CPD_0222-1-602x402.jpg 602w, https:\/\/www.peta.org\/wp-content\/uploads\/2026\/06\/CPD_0222-1-300x200.jpg 300w, https:\/\/www.peta.org\/wp-content\/uploads\/2026\/06\/CPD_0222-1-768x513.jpg 768w, https:\/\/www.peta.org\/wp-content\/uploads\/2026\/06\/CPD_0222-1-1536x1025.jpg 1536w, https:\/\/www.peta.org\/wp-content\/uploads\/2026\/06\/CPD_0222-1-2048x1367.jpg 2048w, https:\/\/www.peta.org\/wp-content\/uploads\/2026\/06\/CPD_0222-1-750x501.jpg 750w, https:\/\/www.peta.org\/wp-content\/uploads\/2026\/06\/CPD_0222-1-1500x1001.jpg 1500w, https:\/\/www.peta.org\/wp-content\/uploads\/2026\/06\/CPD_0222-1-scaled.jpg 1400w\" sizes=\"auto, (max-width: 602px) 100vw, 602px\"\/><\/a><\/figure>\n<h3 class=\"wp-block-heading\">Texas: Every Footstep Crunched Cat\u2019s Bones at This \u2018Rescuer\u2019s\u2019 House<\/h3>\n<p class=\"wp-block-paragraph\">After finding the decomposing remains of about 60 animals on her property, authorities explained that Julia Szebehely \u201cwas running a trap and release (TNR) program with animal shelters and organizations to foster cats.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Most of the deceased cats were found locked in cages throughout the home, their remains tangled with empty cans. Szebehely was charged with multiple counts of cruelty to animals.<strong\/><\/p>\n<h2 class=\"wp-block-heading\">Shelters Are Failing the Animals They\u2019re Supposed to Protect<\/h2>\n<p class=\"wp-block-paragraph\">These aren\u2019t the actions of a few bad \u201crescues\u201d\u2014they\u2019re the predictable result of a system that rewards shelters for how many animals leave the building, not for what happens to them next. Dogs and cats are dying slow, terrifying deaths out of the public eye because the shelters that took them in chose stats over safety.<\/p>\n<p class=\"wp-block-paragraph\">You can help stop the system that failed these animals.<\/p>\n<p class=\"wp-block-paragraph\">Please <a href=\"https:\/\/www.peta.org\/action\/activism-guide\/passing-legislation\/\">contact your state and local lawmakers<\/a> and ask that emergency legislation be passed to require that:<\/p>\n<ul class=\"wp-block-list\">\n<li>All animal \u201crescue\u201d groups be regulated and regularly inspected.<\/li>\n<li>Taxpayer-funded animal shelters must accept\u00a0<em>all<\/em>\u00a0animals, without exception.\u00a0<\/li>\n<li>Animal shelters must regularly inspect, or have inspected, every facility that it transfers animals to, including conducting regular follow-ups and unannounced visits.<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\">As these cases and <a href=\"https:\/\/www.peta.org\/news\/animal-rescues-live-release-hoarders\/\">hundreds of others<\/a> have made painfully clear, \u201cno-kill\u201d policies are causing more animals to suffer and more to die.<\/p>\n<p class=\"wp-block-paragraph\">The only way to stop this is to <strong>support open-admission shelters<\/strong>, the only responsible sheltering model. These are shelters that accept every animal who comes through the door.
