class=\"wp-block-paragraph\">\u201c<em>Jusqu\u2019ici tout va bien\u201d<\/em> is French for \u201cso far, so good.\u201d It\u2019s also the refrain from an old saying that the 1995 film <em>La Haine<\/em> made famous: a man falls from a fifty-storey building, and on the way down he reassures himself, floor by floor, that everything is fine. The joke is in the landing: it was never the fall that mattered. A year ago, in <a href=\"https:\/\/liberalforum.eu\/updates\/all-quiet-on-the-climate-front\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cAll quiet on the climate front,\u201d<\/a> I argued that Europe was treating the climate crisis as a secondary concern while pouring its political energy into defence, as if the two were rivals rather than both essential. Twelve months on, we\u2019re further down the building, and Brussels is still telling itself that, so far, things are fine.\u00a0<\/p>\n<\/div>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"wp-block-paragraph\">I\u2019m currently writing this blog in the middle of a heatwave, in the sweltering capital of Europe. Western Europe is melting under its second heat dome in two months, with temperatures spiking above 40\u00b0C and heat alerts posted across 26 countries, from Ireland to Greece. Records are being broken by shocking margins. Europe remains the world\u2019s fastest-warming continent, <a href=\"https:\/\/climate.copernicus.eu\/why-are-europe-and-arctic-heating-faster-rest-world\" target=\"_blank\" rel=\"noreferrer noopener\">heating at roughly twice the speed of the global average since the 1980s<\/a>. And <a href=\"https:\/\/www.euronews.com\/health\/2026\/06\/11\/who-says-europe-must-act-after-200000-preventable-heat-related-deaths\" target=\"_blank\" rel=\"noreferrer noopener\">per the World Health Organisation<\/a>, heat has caused over 200,000 deaths across Europe in the last four years, almost all of them preventable.\u00a0<\/p>\n<\/div>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"wp-block-paragraph\">This is the backdrop against which, a week before the heat dome arrived, the European Parliament <a href=\"https:\/\/www.euronews.com\/my-europe\/2026\/06\/17\/eu-parliament-approves-strictest-ever-migration-law\" target=\"_blank\" rel=\"noreferrer noopener\">voted<\/a> through the bloc\u2019s toughest migration law in decades. As the result was announced, MEPs from the centre-right European People\u2019s Party (EPP), the European Conservatives and Reformists, and the far-right Patriots for Europe stood and chanted \u201csend them back.\u201d The new rules allow rejected asylum seekers to be removed to offshore \u201creturn hubs,\u201d facilities campaigners have likened to camps, modelled on Italy\u2019s outsourced site in Albania. Whatever one thinks of the policy itself, the contrast is hard to ignore: a chamber with the energy to chant about removing people, and not a word about the much larger movement of people our own inaction is setting in motion. The World Bank\u2019s Groundswell research <a href=\"https:\/\/www.worldbank.org\/en\/news\/press-release\/2021\/09\/13\/climate-change-could-force-216-million-people-to-migrate-within-their-own-countries-by-2050\" target=\"_blank\" rel=\"noreferrer noopener\">projects<\/a> that climate change could force up to 216 million people to migrate within their own countries by 2050. That\u2019s displacement on a scale the Return Regulation was never built for, driven by failing harvests and water scarcity rather than persecution.\u00a0<\/p>\n<\/div>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"wp-block-paragraph\">It won\u2019t spare Europe either. Between 1980 and 2023, extreme weather caused around 240,000 deaths and roughly \u20ac738 billion in economic losses across the continent, a toll that has only grown since <a href=\"https:\/\/liberalforum.eu\/updates\/all-quiet-on-the-climate-front\/\" target=\"_blank\" rel=\"noreferrer noopener\">I cited similar figures a year ago<\/a>. The European Environment Agency\u2019s <a href=\"https:\/\/www.eea.europa.eu\/en\/topics\/in-depth\/climate-change-impacts-risks-and-adaptation\" target=\"_blank\" rel=\"noreferrer noopener\">risk assessment<\/a> found that risks to food and water security are already at critical levels in southern Europe. These aren\u2019t 2050 problems, they\u2019re today\u2019s.\u00a0<\/p>\n<\/div>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"wp-block-paragraph\"><strong>Retreating when we should be advancing<\/strong>\u00a0<\/p>\n<\/div>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"wp-block-paragraph\">On several fronts, we\u2019re moving backwards. France\u2019s 2026 budget cuts the credits behind <a href=\"https:\/\/www.maprimerenov.gouv.fr\/prweb\/PRAuth\/app\/AIDES\/BPNVwCpLW8TKW49zoQZpAw*\/!STANDARD\" target=\"_blank\" rel=\"noreferrer noopener\">MaPrimeR\u00e9nov<\/a>\u2018, its flagship home renovation scheme, by \u20ac500 million. Belgium has gone further: Flanders has <a href=\"https:\/\/www.kbcbrussels.be\/retail\/en\/thema\/myhome\/artikels\/de-renovatiepremies-verdwijnen-wat-betekent-dat-voor-vlaamse-bouwers.html\" target=\"_blank\" rel=\"noreferrer noopener\">scrapped<\/a> renovation grants for middle and higher-income households as part of \u20ac1.5 billion in budget savings, while Wallonia has cut its renovation premiums by an average of 60%, and <a href=\"https:\/\/renolution.brussels\/fr\/les-primes-renolution\" target=\"_blank\" rel=\"noreferrer noopener\">Brussels\u2019 Renolution scheme<\/a> has been left in limbo by a stalled regional government.\u00a0<\/p>\n<\/div>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"wp-block-paragraph\">At EU level, the pattern repeats. The Omnibus I package, finalised in February, <a href=\"https:\/\/viewpoint.pwc.com\/gx\/en\/pwc\/in-briefs\/ib_int202527.html#glance\" target=\"_blank\" rel=\"noreferrer noopener\">narrowed<\/a> sustainability reporting and due diligence rules so far that in-scope companies are no longer required to hold a Paris-aligned climate transition plan at all. Civil society groups have pointed to the EPP\u2019s willingness to align with the far right to push that package through, the same coalition behind the migration vote. The Deforestation Regulation has been postponed again, this time to the end of 2026 for large operators. And <a href=\"https:\/\/liberalforum.eu\/updates\/daring-to-demand-a-better-budget-liberals-can-reshape-europes-farming-future\/\" target=\"_blank\" rel=\"noreferrer noopener\">ELF\u2019s own analysis of the new farm policy reform<\/a> has flagged the removal of climate ringfencing as a real risk, even as the policy leans further on outdated, land-based subsidies.\u00a0<\/p>\n<\/div>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"wp-block-paragraph\"><strong>The limits of adaptation<\/strong>\u00a0<\/p>\n<\/div>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"wp-block-paragraph\">France\u2019s response to the heatwave has mostly become a <a href=\"https:\/\/www.theguardian.com\/world\/2025\/jul\/02\/europe-heatwave-moves-east-row-france-air-conditioning\" target=\"_blank\" rel=\"noreferrer noopener\">fight<\/a> about air conditioning. Marine Le Pen has called for a \u201cgrand plan clim\u201d, insisting that \u201cair conditioning saves lives,\u201d while figures on the French left such as Jean\u2011Luc M\u00e9lenchon argue that air\u2011conditioning would ultimately make the problem worse (in the case of mass adoption it <a href=\"https:\/\/www.euronews.com\/2023\/08\/30\/fact-check-is-air-conditioning-making-cities-hotter\" target=\"_blank\" rel=\"noreferrer noopener\">could<\/a>).\u00a0<\/p>\n<\/div>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"wp-block-paragraph\">Both are talking past each other. Installing AC where it saves lives, in hospitals, care homes and schools, is the right call, but it\u2019s worth using the correct terms: that\u2019s adaptation, reducing the damage from heat that has already arrived, not mitigation, reducing the emissions that keep causing it. France\u2019s national adaptation plan, the <a href=\"https:\/\/www.ecologie.gouv.fr\/dossiers\/france-sadapte\/3e-plan-national-dadaptation-changement-climatique\" target=\"_blank\" rel=\"noreferrer noopener\">PNACC 3,<\/a> draws exactly this distinction: mitigation cuts emissions, adaptation reduces the damage already likely to occur. \u00a0<\/p>\n<\/div>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"wp-block-paragraph\">The liberal answer is to decarbonise the adaptation itself. That starts with favouring reversible heat pumps over basic AC units: the same box heats homes in winter and cools them in summer, far more efficiently, yet the renovation grants that would help pay for them are exactly what\u2019s being cut in France and Belgium. It continues with the renovation work those grants were meant to fund in the first place, since well-insulated buildings don\u2019t just cut winter heating bills, they stay cooler in summer too. And it means matching the rising electricity demand for cooling with the supply best suited to meet it: UK homes with rooftop solar <a href=\"https:\/\/ember-energy.org\/latest-insights\/uk-solar-homes-power-equivalent-of-five-hours-of-daily-air-con-use-during-heatwave\/\" target=\"_blank\" rel=\"noreferrer noopener\">generated<\/a> the equivalent of five hours of free air conditioning a day during this very heatwave, because solar output and cooling demand peak at almost the same time. Backing that up with grid storage, and with the faster permitting and emerging technologies, from osmotic energy to solar-powered vehicles, that <a href=\"https:\/\/www.reneweuropegroup.eu\/news\/2025-11-04\/lead-the-world-or-fall-behind-renew-europe-urges-ministers-to-seal-ambitious-2040-deal\" target=\"_blank\" rel=\"noreferrer noopener\">Renew Europe has pushed for<\/a> in Parliament, is what a serious liberal climate policy looks like. Not AC instead of decarbonisation. AC powered by it.\u00a0<\/p>\n<\/div>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"wp-block-paragraph\"><strong>Adaptation is now a necessity in cities<\/strong>\u00a0<\/p>\n<\/div>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"wp-block-paragraph\">Cooling is about how the city itself is built, not just what\u2019s going on inside. We need to redesign cities to deal with various weather circumstances, such as heat. In Brussels, activists have been <a href=\"https:\/\/www.belganewsagency.eu\/activists-call-for-open-air-swimming-spots-in-brussels-during-dip-in-the-water-in-city-centre\" target=\"_blank\" rel=\"noreferrer noopener\">swimming in fountains<\/a>, to bring attention to the lack of open-air swimming spots in the city. Paris offers a useful, if partial, model. After a century-long ban it has <a href=\"https:\/\/www.belganewsagency.eu\/activists-call-for-open-air-swimming-spots-in-brussels-during-dip-in-the-water-in-city-centre\" target=\"_blank\" rel=\"noreferrer noopener\">reopened<\/a> the Seine to public swimming this summer, betting that a clean, well-managed river does more for a hot city than another fountain ever could. Additionally, its\u2019 <a href=\"https:\/\/www.paris.fr\/pages\/les-cours-oasis-7389\" target=\"_blank\" rel=\"noreferrer noopener\">OASIS programme<\/a> has been turning 73 hectares of asphalt schoolyards into shaded, planted \u201ccool islands,\u201d open to the public outside school hours, cutting daytime air temperatures by 1 to 3\u00b0C and giving the elderly and children somewhere to shelter when the city overheats. The city plans 300 such cool islands by 2030. Although this does replace decarbonisation, trees, shade and somewhere safe to swim are fast and popular ways to make a heatwave survivable while the harder work of cutting emissions catches up.\u00a0<\/p>\n<\/div>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"wp-block-paragraph\">This pattern is actually, an opening. The EPP has chosen, more than once now, to borrow a far-right agenda on migration and to quietly hollow out climate ambition alongside it. That leaves a wide, largely empty space in the European centre for a party willing to take both security and the climate seriously, rather than trading one off against the other. The choice between migration enforcement and climate ambition is just as false as the choice between defence and climate I wrote about last year: both compete for political bandwidth, but only one of them is actually fighting the threats we face. ELF has spent years urging liberals to own the future rather than fear it. For me, owning the future starts with the issue we\u2019re most tempted to look away from: climate change.\u00a0<\/p>\n<\/div>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"wp-block-paragraph\">We\u2019re still falling from the building. class=\"wp-block-heading\">Short-term politics in a long-term climate crisis<\/h3>\n<\/p>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"has-text-align-left wp-block-paragraph\"><em>Written By: Eloi Borgne, Junior Policy and Research Officer <\/em><\/p>\n<\/div>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"wp-block-paragraph\">\u201c<em>Jusqu\u2019ici tout va bien\u201d<\/em> is French for \u201cso far, so good.\u201d It\u2019s also the refrain from an old saying that the 1995 film <em>La Haine<\/em> made famous: a man falls from a fifty-storey building, and on the way down he reassures himself, floor by floor, that everything is fine. The joke is in the landing: it was never the fall that mattered. A year ago, in <a href=\"https:\/\/liberalforum.eu\/updates\/all-quiet-on-the-climate-front\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cAll quiet on the climate front,\u201d<\/a> I argued that Europe was treating the climate crisis as a secondary concern while pouring its political energy into defence, as if the two were rivals rather than both essential. Twelve months on, we\u2019re further down the building, and Brussels is still telling itself that, so far, things are fine.\u00a0<\/p>\n<\/div>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"wp-block-paragraph\">I\u2019m currently writing this blog in the middle of a heatwave, in the sweltering capital of Europe. Western Europe is melting under its second heat dome in two months, with temperatures spiking above 40\u00b0C and heat alerts posted across 26 countries, from Ireland to Greece. Records are being broken by shocking margins. Europe remains the world\u2019s fastest-warming continent, <a href=\"https:\/\/climate.copernicus.eu\/why-are-europe-and-arctic-heating-faster-rest-world\" target=\"_blank\" rel=\"noreferrer noopener\">heating at roughly twice the speed of the global average since the 1980s<\/a>. And <a href=\"https:\/\/www.euronews.com\/health\/2026\/06\/11\/who-says-europe-must-act-after-200000-preventable-heat-related-deaths\" target=\"_blank\" rel=\"noreferrer noopener\">per the World Health Organisation<\/a>, heat has caused over 200,000 deaths across Europe in the last four years, almost all of them preventable.\u00a0<\/p>\n<\/div>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"wp-block-paragraph\">This is the backdrop against which, a week before the heat dome arrived, the European Parliament <a href=\"https:\/\/www.euronews.com\/my-europe\/2026\/06\/17\/eu-parliament-approves-strictest-ever-migration-law\" target=\"_blank\" rel=\"noreferrer noopener\">voted<\/a> through the bloc\u2019s toughest migration law in decades. As the result was announced, MEPs from the centre-right European People\u2019s Party (EPP), the European Conservatives and Reformists, and the far-right Patriots for Europe stood and chanted \u201csend them back.\u201d The new rules allow rejected asylum seekers to be removed to offshore \u201creturn hubs,\u201d facilities campaigners have likened to camps, modelled on Italy\u2019s outsourced site in Albania. Whatever one thinks of the policy itself, the contrast is hard to ignore: a chamber with the energy to chant about removing people, and not a word about the much larger movement of people our own inaction is setting in motion. The World Bank\u2019s Groundswell research <a href=\"https:\/\/www.worldbank.org\/en\/news\/press-release\/2021\/09\/13\/climate-change-could-force-216-million-people-to-migrate-within-their-own-countries-by-2050\" target=\"_blank\" rel=\"noreferrer noopener\">projects<\/a> that climate change could force up to 216 million people to migrate within their own countries by 2050. That\u2019s displacement on a scale the Return Regulation was never built for, driven by failing harvests and water scarcity rather than persecution.\u00a0<\/p>\n<\/div>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"wp-block-paragraph\">It won\u2019t spare Europe either. Between 1980 and 2023, extreme weather caused around 240,000 deaths and roughly \u20ac738 billion in economic losses across the continent, a toll that has only grown since <a href=\"https:\/\/liberalforum.eu\/updates\/all-quiet-on-the-climate-front\/\" target=\"_blank\" rel=\"noreferrer noopener\">I cited similar figures a year ago<\/a>. The European Environment Agency\u2019s <a href=\"https:\/\/www.eea.europa.eu\/en\/topics\/in-depth\/climate-change-impacts-risks-and-adaptation\" target=\"_blank\" rel=\"noreferrer noopener\">risk assessment<\/a> found that risks to food and water security are already at critical levels in southern Europe. These aren\u2019t 2050 problems, they\u2019re today\u2019s.\u00a0<\/p>\n<\/div>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"wp-block-paragraph\"><strong>Retreating when we should be advancing<\/strong>\u00a0<\/p>\n<\/div>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"wp-block-paragraph\">On several fronts, we\u2019re moving backwards. France\u2019s 2026 budget cuts the credits behind <a href=\"https:\/\/www.maprimerenov.gouv.fr\/prweb\/PRAuth\/app\/AIDES\/BPNVwCpLW8TKW49zoQZpAw*\/!STANDARD\" target=\"_blank\" rel=\"noreferrer noopener\">MaPrimeR\u00e9nov<\/a>\u2018, its flagship home renovation scheme, by \u20ac500 million. Belgium has gone further: Flanders has <a href=\"https:\/\/www.kbcbrussels.be\/retail\/en\/thema\/myhome\/artikels\/de-renovatiepremies-verdwijnen-wat-betekent-dat-voor-vlaamse-bouwers.html\" target=\"_blank\" rel=\"noreferrer noopener\">scrapped<\/a> renovation grants for middle and higher-income households as part of \u20ac1.5 billion in budget savings, while Wallonia has cut its renovation premiums by an average of 60%, and <a href=\"https:\/\/renolution.brussels\/fr\/les-primes-renolution\" target=\"_blank\" rel=\"noreferrer noopener\">Brussels\u2019 Renolution scheme<\/a> has been left in limbo by a stalled regional government.\u00a0<\/p>\n<\/div>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"wp-block-paragraph\">At EU level, the pattern repeats. The Omnibus I package, finalised in February, <a href=\"https:\/\/viewpoint.pwc.com\/gx\/en\/pwc\/in-briefs\/ib_int202527.html#glance\" target=\"_blank\" rel=\"noreferrer noopener\">narrowed<\/a> sustainability reporting and due diligence rules so far that in-scope companies are no longer required to hold a Paris-aligned climate transition plan at all. Civil society groups have pointed to the EPP\u2019s willingness to align with the far right to push that package through, the same coalition behind the migration vote. The Deforestation Regulation has been postponed again, this time to the end of 2026 for large operators. And <a href=\"https:\/\/liberalforum.eu\/updates\/daring-to-demand-a-better-budget-liberals-can-reshape-europes-farming-future\/\" target=\"_blank\" rel=\"noreferrer noopener\">ELF\u2019s own analysis of the new farm policy reform<\/a> has flagged the removal of climate ringfencing as a real risk, even as the policy leans further on outdated, land-based subsidies.\u00a0<\/p>\n<\/div>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"wp-block-paragraph\"><strong>The limits of adaptation<\/strong>\u00a0<\/p>\n<\/div>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"wp-block-paragraph\">France\u2019s response to the heatwave has mostly become a <a href=\"https:\/\/www.theguardian.com\/world\/2025\/jul\/02\/europe-heatwave-moves-east-row-france-air-conditioning\" target=\"_blank\" rel=\"noreferrer noopener\">fight<\/a> about air conditioning. Marine Le Pen has called for a \u201cgrand plan clim\u201d, insisting that \u201cair conditioning saves lives,\u201d while figures on the French left such as Jean\u2011Luc M\u00e9lenchon argue that air\u2011conditioning would ultimately make the problem worse (in the case of mass adoption it <a href=\"https:\/\/www.euronews.com\/2023\/08\/30\/fact-check-is-air-conditioning-making-cities-hotter\" target=\"_blank\" rel=\"noreferrer noopener\">could<\/a>).\u00a0<\/p>\n<\/div>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"wp-block-paragraph\">Both are talking past each other. Installing AC where it saves lives, in hospitals, care homes and schools, is the right call, but it\u2019s worth using the correct terms: that\u2019s adaptation, reducing the damage from heat that has already arrived, not mitigation, reducing the emissions that keep causing it. France\u2019s national adaptation plan, the <a href=\"https:\/\/www.ecologie.gouv.fr\/dossiers\/france-sadapte\/3e-plan-national-dadaptation-changement-climatique\" target=\"_blank\" rel=\"noreferrer noopener\">PNACC 3,<\/a> draws exactly this distinction: mitigation cuts emissions, adaptation reduces the damage already likely to occur. \u00a0<\/p>\n<\/div>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"wp-block-paragraph\">The liberal answer is to decarbonise the adaptation itself. That starts with favouring reversible heat pumps over basic AC units: the same box heats homes in winter and cools them in summer, far more efficiently, yet the renovation grants that would help pay for them are exactly what\u2019s being cut in France and Belgium. It continues with the renovation work those grants were meant to fund in the first place, since well-insulated buildings don\u2019t just cut winter heating bills, they stay cooler in summer too. And it means matching the rising electricity demand for cooling with the supply best suited to meet it: UK homes with rooftop solar <a href=\"https:\/\/ember-energy.org\/latest-insights\/uk-solar-homes-power-equivalent-of-five-hours-of-daily-air-con-use-during-heatwave\/\" target=\"_blank\" rel=\"noreferrer noopener\">generated<\/a> the equivalent of five hours of free air conditioning a day during this very heatwave, because solar output and cooling demand peak at almost the same time. Backing that up with grid storage, and with the faster permitting and emerging technologies, from osmotic energy to solar-powered vehicles, that <a href=\"https:\/\/www.reneweuropegroup.eu\/news\/2025-11-04\/lead-the-world-or-fall-behind-renew-europe-urges-ministers-to-seal-ambitious-2040-deal\" target=\"_blank\" rel=\"noreferrer noopener\">Renew Europe has pushed for<\/a> in Parliament, is what a serious liberal climate policy looks like. Not AC instead of decarbonisation. AC powered by it.\u00a0<\/p>\n<\/div>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"wp-block-paragraph\"><strong>Adaptation is now a necessity in cities<\/strong>\u00a0<\/p>\n<\/div>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"wp-block-paragraph\">Cooling is about how the city itself is built, not just what\u2019s going on inside. We need to redesign cities to deal with various weather circumstances, such as heat. In Brussels, activists have been <a href=\"https:\/\/www.belganewsagency.eu\/activists-call-for-open-air-swimming-spots-in-brussels-during-dip-in-the-water-in-city-centre\" target=\"_blank\" rel=\"noreferrer noopener\">swimming in fountains<\/a>, to bring attention to the lack of open-air swimming spots in the city. Paris offers a useful, if partial, model. After a century-long ban it has <a href=\"https:\/\/www.belganewsagency.eu\/activists-call-for-open-air-swimming-spots-in-brussels-during-dip-in-the-water-in-city-centre\" target=\"_blank\" rel=\"noreferrer noopener\">reopened<\/a> the Seine to public swimming this summer, betting that a clean, well-managed river does more for a hot city than another fountain ever could. Additionally, its\u2019 <a href=\"https:\/\/www.paris.fr\/pages\/les-cours-oasis-7389\" target=\"_blank\" rel=\"noreferrer noopener\">OASIS programme<\/a> has been turning 73 hectares of asphalt schoolyards into shaded, planted \u201ccool islands,\u201d open to the public outside school hours, cutting daytime air temperatures by 1 to 3\u00b0C and giving the elderly and children somewhere to shelter when the city overheats. The city plans 300 such cool islands by 2030. Although this does replace decarbonisation, trees, shade and somewhere safe to swim are fast and popular ways to make a heatwave survivable while the harder work of cutting emissions catches up.\u00a0<\/p>\n<\/div>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"wp-block-paragraph\">This pattern is actually, an opening. The EPP has chosen, more than once now, to borrow a far-right agenda on migration and to quietly hollow out climate ambition alongside it. That leaves a wide, largely empty space in the European centre for a party willing to take both security and the climate seriously, rather than trading one off against the other. The choice between migration enforcement and climate ambition is just as false as the choice between defence and climate I wrote about last year: both compete for political bandwidth, but only one of them is actually fighting the threats we face. ELF has spent years urging liberals to own the future rather than fear it. For me, owning the future starts with the issue we\u2019re most tempted to look away from: climate change.\u00a0<\/p>\n<\/div>\n<\/div>\n<div class=\"elf__block\">\n<div class=\"elf__block-content\">\n<p class=\"wp-block-paragraph\">We\u2019re still falling from the building.
