Over the
\nlast two days, thousands of farmers from North India have begun a \u201cDelhi Chalo\u201d
\nmarch, to protest against the farm law amendments passed by Parliament in
\nSeptember. The farmers continued their march despite facing water cannons and
\ntear gas from the Haryana Police. Led by organizations such as the All India
\nKisan Sangharsh Coordination Committee, the farmers have shown fierce resistance
\nto the Police forces and the barricades, making this among the most significant
\nfarmer movements we have witnessed in recent years. <\/span><\/p>\n

This post
\naims to draw parallels with another farmer movement that took place 113 years
\nago, during the British Raj. <\/span><\/p>\n

The \u2018Pagdi
\nSambhal Jatta\u2019<\/i> movement<\/span><\/b><\/p>\n

In 1907, Sardar
\nAjit Singh, a freedom fighter and nationalist revolutionary, led a peasant
\nmovement in Punjab \u2013 which was popularly referred to as the \u2018Pagdi Sambhal
\nJatta<\/i>\u2019 movement \u2013 to protest against the British Empire\u2019s decision to pass
\nthe Punjab Colonisation Bill, 1907. The genesis
\nof this Bill<\/a> goes back to 1879, when the British constructed the Bari Doab
\nCanal for drawing water from the Chenab River. This water was to be transported
\nto Lyallpur, in Punjab (After the partition of Punjab in 1947, Lyallpur is now
\na part of Pakistan. It was renamed as Faisalabad in 1977<\/i>). <\/span><\/p>\n

The
\nBritish requested peasants and servicemen from places such as Jalandhar and
\nAmritsar to settle in Lyallpur, and promised to allot them free land for
\ncultivation. The peasants settled in Lyallpur and toiled for more than a decade
\nto make the land fertile for agriculture. In 1907, when the land had become
\nfertile, the British proposed to enact the Punjab Colonisation Bill. This Bill took
\naway the farmers\u2019 right to own the lands that they had cultivated, and would transfer
\nthe ownership rights to the British Empire. <\/span><\/p>\n

The farmers
\nwere reduced to the status of sharecroppers, and could not directly sell or purchase
\nthe land. If the farmers violated the provisions of the proposed Bill, they faced
\nthe prospect of being evicted from their lands. The Bill hence nullified the
\nefforts that the farmers had put, to make this land fertile. <\/span><\/p>\n

To oppose
\nthis Bill, Sardar Ajit Singh began the Pagdi Sambhal Jatta<\/i> movement \u2013 which
\nwas also joined by retired Indian soldiers and other freedom fighters such as
\nLala Lajpat Rai. The movement witnessed mass rallies and protests, where calls
\nwere also made for a permanent end to colonial rule. <\/span><\/p>\n\n\n\n\n

Along with
\nmobilizing Punjabi farmers, Ajit Singh also gathered the support of serving
\nSikh soldiers. This popular support resulted in a situation where many serving
\nIndian soldiers refused to open fire at the protesting peasants \u2013 and defied
\nthe orders of their British masters. However, the British continued to brutally
\nrepress the movement. <\/span><\/p>\n

On 9th<\/sup>
\nMay, 1907, Sardar Ajit Singh and Lala Lajpat Rai were deported to Mandalay jail
\nin Myanmar. Despite the repression faced at the hands of the Empire, the movement
\nwas partially successful, as the Colonisation Bill was vetoed by the Governor-General,
\nand ultimately withdrawn. <\/span><\/p>\n

Interestingly,
\nthe name \u2018Pagdi Sambhal Jatta<\/i>\u2019 was derived from a song introduced by Banke
\nDayal, who was the editor of the <\/span>Jhang Syal<\/span><\/i> newspaper. The words
\nof the song -\u201cPagdi sambhal Jatta, Pagdi Sambhal oye<\/i>\u201d<\/span> became so
\npopular among the masses that it defined
\nand symbolized<\/a> the soul of this movement.\u00a0<\/span><\/span><\/p>\n

Parallels
\nto 2020 <\/span><\/b><\/p>\n

After the
\nIndian Constitution came into force in 1950, Indians got the right to be
\ncitizens of their own country, and were no longer only the subjects of their
\nBritish masters. The farmers, led by Ajit Singh, who protested during the Pagdi
\nSambhal Jatta<\/i> movement were not Indian citizens, and were only subjects of
\nthe British Empire. Contrast this to the present march to Delhi, where the
\nfarmers facing repression at the hands of the Delhi and Haryana Police are
\nIndian citizens \u2013 who have a fundamental right to assemble peacefully
\nwithout arms<\/u> under Article 19(1)(b) of the Constitution. <\/span><\/p>\n

But, the
\nferocity with which the Police obstructed their movement with tear gas and
\nwater cannons makes one wonder whether fundamental rights such as Article 19(1)(b)
\ncontinue to merely be freedoms that are available at the pleasure of the State.
\n71 years after our Constitution was adopted, as we witness fundamental rights
\ntrampled upon on a daily basis, it is time to question \u2013 is there any difference
\nbetween 1907 and 2020? <\/span><\/p>\n

Postscript:
\n<\/span><\/i><\/b>After being released from Mandalay Jail, Sardar Ajit Singh
\nfaced yet another arrest warrant from the British. To evade arrest, he escaped
\nto Iran in 1909, and subsequently went to Europe \u2013 to gather support for the
\nIndian independence movement. <\/span><\/i><\/p>\n

During the
\nSecond World War, Ajit Singh was in Italy. After Italy\u2019s defeat, he was
\narrested in May 1945 by the Allied Forces, and was moved across multiple jails
\nin Germany and Italy. Prolonged incarceration in multiple jails had an adverse
\nimpact on his health. In 1946, when independence from colonial rule was on the horizon,
\nhe
\nwas released<\/a> and sent back to India. <\/span><\/i><\/p>\n

He breathed
