All our financial transactions, no matter how trivial or significant, are subject to surveillance by banks and other regulated businesses, such as accountants and lawyers.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span>These rules are meant to preclude criminal exploitation of the legitimate economy, but their effectiveness and value for money have long been questioned. They are also associated with serious unintended consequences, such as wholesale \u2018de-risking\u2019 of higher-risk customers or industries.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>In <\/span><em><span><span style=\"color: #002a66;\"><strong>Doing Business with Criminals: Between Exclusion and Surveillance<\/strong><\/span>\u00a0<\/span><\/em><span>(<\/span><a href=\"https:\/\/www.cambridge.org\/core\/books\/doing-business-with-criminals\/9850D7EA4BD701A1100C9054998EC94C\" class=\"external\" target=\"_blank\" rel=\"noopener\"><span>Cambridge University Press 2025<\/span><\/a><span>), <strong><span style=\"color: #002a66;\">Dr Anton Moiseienko<\/span> <\/strong>traces the history of financial surveillance as a core component of the global anti-money laundering and counter-terrorist financing regime.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span>This <span style=\"text-decoration: underline; color: #002a66;\"><strong>online event<\/strong><\/span> will feature discussion of some of the book\u2019s key themes, including the inherent contradiction at the heart of the regime, namely the tension between excluding criminals from the legitimate economy and surveillance of their financial activities.<\/span><\/p>\n<h4 style=\"text-align: justify;\"\/>\n<h4 style=\"text-align: justify;\">Panellists:<\/h4>\n<p style=\"text-align: justify;\"><span><span style=\"color: #002a66;\"><strong>Dr Anton Moiseienko<\/strong><\/span> is a Senior Lecturer and Research Director at the Australian National University Law School.
