Economists and textbooks of economics will die trying to<br \/>\nconvince you that it is indeed a science but let me tell you, it is not.<br \/>\nEconomics is more of an\u00a0<i>ex post facto<\/i>\u00a0kind of science, even if<br \/>\nit is any. It is a rarity when it is able to predict correctly the outcome or<br \/>\nrepercussions of any measure, which is the touchstone of any scientific<br \/>\ndiscipline, the capacity to foresee. It does explain, with great precision, the<br \/>\nrationale behind the events that have already taken place. In those aspects, it<br \/>\ndoes work on logic and has theories and principles of its own. But for ensuing<br \/>\nevents, it relies more on sentiments than on any logic or equation. Sentiments<br \/>\nof the market I mean.<\/p>\n<p>\nWith<br \/>\nthe world market nose-diving, courtesy trade war, rising oil prices, trade<br \/>\nprotectionism, geopolitical tensions, and numerous other reasons, the resilient<br \/>\nIndian economy has also been gasping for breath. The GDP growth percentage has<br \/>\nalmost halved in a year. While the pundits are still struggling with fundamental<br \/>\nquestions like, whether the slowdown is structural or cyclic? Have liquidity<br \/>\nand cash inflow been stabilized in the market yet? Government and the<br \/>\nbureaucracy have already started surgery to amputate the infected part, albeit<br \/>\nthe diagnosis reports are yet to be published by pundits.<\/p>\n<p>\nOne<br \/>\nof the surgical tools which could be employed by the government is that of<br \/>\n\u2018Animal Spirits\u2019.\u00a0\u00a0The CEO of NITI Aayog,\u00a0<i>Amitabh Kant<\/i>\u00a0in<br \/>\nIndia Today Conclave Mumbai 2019 in a panel discussion actually hinted in at it<br \/>\nbut any tangible action is yet to be taken. He argued that\u00a0<i>what the<br \/>\nIndian economy needs is rekindled animal spirits<\/i>. In line with his<br \/>\nsubmissions, what the government and finance ministry should attempt is to<br \/>\nbring back the lost credibility into the economy and aggressively mobilize the<br \/>\ngeneral opinion. Of course, this has to be coupled with steps like reducing<br \/>\ncorporate taxes, personal taxes\u00a0<i>et cetera<\/i>, as positive steps<br \/>\ntowards. But tax reductions alone, without any attempt to calm the sentiments,<br \/>\nare destined to fail. Since in economics\u00a0<i>two plus two is not always<br \/>\nfour.<\/i>\u00a0As already argued above, economics is not a science, it has an<br \/>\nelement of sentiments too.<\/p>\n<p>\nBritish<br \/>\nEconomist\u00a0<i>John Maynard Keynes<\/i>\u00a0in his\u00a0<i>magnum\u00a0<\/i>opus,\u00a0<i>The<br \/>\nGeneral Theory of Employment, Interest, and Money\u00a0<\/i>used the term<br \/>\n\u2018animal spirits\u2019 for the very first time in the context of<br \/>\neconomics.\u00a0\u00a0In his view, the term symbolizes the process by which<br \/>\ninvestors arrive at financial decisions, including buying and selling<br \/>\nsecurities, in times when there is high volatility in the market.\u00a0\u00a0It<br \/>\ntakes consumer and business sentiments into consideration. Consumers and<br \/>\ninvestors, angels or otherwise, rely more on their gut feeling than on any<br \/>\nrock-solid analysis in taking the market decision. Often dubbed as \u2018spontaneous<br \/>\noptimism\u2019, it is a call for action over inaction in times of uncertainty. Also,<br \/>\nanimal spirits are not only limited to economics, but a large chunk of our<br \/>\neveryday decisions are premised on this, instead of hardcore logic.<\/p>\n<p>\nMoreover,<br \/>\nthe government has to work on this if it hopes to see the economic recovery<br \/>\nanytime soon because it has become more than apparent that this slowdown is<br \/>\nstructural. I say so because the economy has already been in doldrums long<br \/>\nenough to cross out the option of a cyclic slowdown. Consumers and investors as<br \/>\na group are very sensitive and receptive in nature, more often than not guided<br \/>\nby emotions and sentiments emanating from the market. This leads us to a<br \/>\nprecarious situation where slowdown takes place when everyone says that there<br \/>\nis one. Whereas applying the same analogy, slowdown ceases when the general<br \/>\nopinion is slowdown is over.<\/p>\n<p>\nThe<br \/>\nbright side of having this knowledge is that the architects of our economic<br \/>\npolicy can actually work on sentiments of the investors in the market to cure<br \/>\nan ailing economy. And this panacea is more imperative now since animal spirit<br \/>\nis actually a double-edged sword. If the requisite actions suggested above are<br \/>\nnot heeded to, then the same animal spirit has the potential to devour the<br \/>\ncomplete economy. It can add to the economic instability through speculations<br \/>\nof collapse and\/or market crash. The idea is to take steps that reinstall the<br \/>\nconfidence of the investors and consumers in the economy.\u00a0\u00a0Right now,<br \/>\nthe biggest hurdle to recovery and the\u00a0<i>5 trillion dollar dream<\/i>,<br \/>\nthis investor sentiment, if appropriated in the correct fashion, can become the<br \/>\ngovernment\u2019s\u00a0<i>brahmastra.<\/i><\/p>\n<\/div>\n<\/div>\n\n","protected":false},"excerpt":{"rendered":"<p>\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0\u00a0 Economics is not a science.
