The focus was on tackling wealth inequality whilst also ensuring the stability of the nation&#8217;s finances for the bond markets.\u00a0<\/p>\n<p>Chancellor Rachel Reeves, has unveiled <span style=\"font-weight: bold;\">a series of tax rises<\/span> and changes that will have a significant impact on individuals and businesses alike. In fact, there were \u00a326bn worth of announced tax rises and combined with the measures from last year&#8217;s budget <span>mean an <span style=\"font-weight: bold;\">additional \u00a360.3bn of\u00a0taxes on British taxpayers<\/span> by the end of the decade according to the Tax Payers&#8217; Alliance<\/span>. Much of the spending and borrowing by the government is immediate with the tax rises taking place later in this Parliament in part to\u00a0fund it all.<\/p>\n<p>Ultimately this means the UK tax burden is projected to hit an all time high at 38.3% of GDP! In this blog post we break down <span style=\"font-weight: bold;\">the key announcements<\/span>, and what they&#8217;re likely to mean for you so that by reading this you&#8217;ll then be well equipped to understand:<\/p>\n<ul>\n<li>What&#8217;s changing and if it&#8217;s relevant to you<\/li>\n<li>When the changes are going to be introduced<\/li>\n<li>The things you need to consider from a tax planning perspective<\/li>\n<\/ul>\n<p>Of note, the planning and consideration sections include our generic recommendations but importantly individual circumstances need to be reviewed carefully prior to undertaking any tax planning. The &#8216;mansion&#8217; tax<\/h2>\n<p>Announced as a solution to a long-standing source of wealth inequality, a <span style=\"font-weight: bold;\">High Value Council Tax Surcharge<\/span> will be applied in England from 2028. If you own a home worth more than \u00a32m you will likely have to <span style=\"font-weight: bold;\">pay an annual charge<\/span> on top of your existing Council Tax bill.<\/p>\n<p>There will be 4 Council Tax bands for the mansion tax and homes will be classified based on 2026 valuations. The lowest band will be for properties in the \u00a32m &#8211; \u00a32.5m range incurring a \u00a32,500 annual charge. The highest band will be for homes worth more than \u00a35m and a \u00a37,500 fee each year. The middle bands have not yet been revealed.\u00a0<\/p>\n<p>The Chancellor stated this charge would apply to less than 1% of all properties. A <span style=\"font-weight: bold;\">deferral scheme<\/span> will be made available if you&#8217;re unable to pay the charge. This would be particularly relevant to those in circumstances where they&#8217;ve bought homes many years ago that potentially have soared in value since, referred to as people who became asset rich but cash poor.<\/p>\n<p><em>Planning and consideration:<\/em> If you suspect your property is worth close to \u00a32m, consider getting a valuation to determine if you fall into the mansion tax category. If you do, consider whether selling, downsizing, or restructuring assets to reduce your property&#8217;s value could be viable.<\/p>\n<p><a id=\"Freezes\" data-hs-anchor=\"true\"\/><\/p>\n<h2>2. Freezes to Income Tax thresholds<\/h2>\n<p>This is a shrewd means by which the Chancellor can raise income tax without actually raising the rates at which it is charged. In the past the thresholds for Income Tax and <span style=\"color: #00bce4; font-weight: bold;\"><a href=\"https:\/\/www.wellersaccountants.co.uk\/blog\/what-is-employers-national-insurance-contributions-how-it-works\" rel=\"noopener\" style=\"color: #00bce4;\">National Insurance Contributions (NICs)<\/a><\/span> have increased in line with CPI inflation, but in 2021 then Chancellor Jeremy Hunt froze\u00a0them until 2028.<\/p>\n<p>Rachel Reeves has now gone and <span style=\"font-weight: bold;\">extended that freeze by another 3 years<\/span> until the 2030\/31 tax year. By doing this, whilst wages continue to rise, more people over time are likely to shift into higher tax bands resulting in them having to pay more. This is referred to as <span style=\"font-weight: bold;\">fiscal drag<\/span>.\u00a0<\/p>\n<p>That&#8217;s more tax revenue for the government, increasing the tax take to a projected sum of \u00a360.3bn, of which \u00a313bn comes from this latest\u00a0extended freeze. If you&#8217;re in the <span style=\"font-weight: bold;\">higher-rate bracket <\/span>then look at how close you are to earning \u00a3100,000. At this level your <span style=\"font-weight: bold;\">personal allowance is cut<\/span> by \u00a31 for every \u00a32 of income above it, which can result in an effective tax rate of 60% (or even higher)!\u00a0By \u00a3125,140 you lose the allowance entirely meaning you could pay Income Tax on all of your income!\u00a0<\/p>\n<p>Tax planning strategies such as making pension contributions or delaying bonuses may help you stay below these thresholds. It&#8217;s also worth revisiting your financial goals and adjusting income streams accordingly, if and where feasible.<\/p>\n<p><a id=\"SalarySacrifice\" data-hs-anchor=\"true\"\/><\/p>\n<h2>3. Pension salary sacrifice schemes<\/h2>\n<p>Employees have been able to decide how much of their salary to give up in order to increase their contributions to their pensions through <span style=\"font-weight: bold;\">salary sacrifice schemes<\/span>. The benefit of this was both workers and employers paid no Income Tax or NICs\u00a0on those pension payments.<\/p>\n<p>However, from April 2029 contributions you make through salary sacrifice will only be exempt from NICs up to \u00a32,000 per year. Anything above that will then be <span style=\"font-weight: bold;\">subject to both employer and employee NICs<\/span>. This is charged at 8% for earnings under \u00a350,270 and 2% over that level for employees. The rate for employers is 15%.\u00a0<\/p>\n<p><em>Planning and consideration: <\/em><span style=\"font-weight: bold;\">Review your pension contributions early<\/span> to maximise the benefits of salary sacrifice before April 2029, particularly if you\u2019re a higher earner, and to avoid paying additional NICs. Savings, dividends, and rental profits<\/h2>\n<p>The rates of tax on savings, <span style=\"color: #00bce4;\"><a href=\"https:\/\/www.wellersaccountants.co.uk\/blog\/uk-dividends-the-dividend-tax-rates-everything-you-need-to-know\" rel=\"noopener\" style=\"font-weight: bold; color: #00bce4;\">dividends<\/a><\/span>, and property income will increase by 2% from April 2027. That&#8217;s except for the additional rate for dividends which remains unchanged. Cash ISA allowance<\/h2>\n<p>From April 2027, the cash ISA allowance is in effect reduced by \u00a38,000 to \u00a312,000 for those under 65 years old. However, the overall ISA subscription limit remains at the current \u00a320,000 if \u00a38,000 is invested in a stocks and shares ISA.\u00a0<\/p>\n<p><em>Planning and consideration:<\/em> Before April 2027, consider using and <span style=\"font-weight: bold;\">maximising your cash ISA allowance<\/span>. Work with your Independent Financial Adviser (IFA), where relevant, to help you determine the best strategy for utilising this allowance before and after it decreases.<\/p>\n<p><a id=\"PayPerMile\" data-hs-anchor=\"true\"\/><\/p>\n<h2>6. Pay-per-mile tax<\/h2>\n<p>A <span style=\"font-weight: bold;\">new mileage-based tax<\/span> will be introduced from April 2028 to help fill a potential \u00a340bn budget black hole created by the switch to battery powered cars. Overestimate and the money you pay will be carried over as a credit into the next year. Exceed your predicted amount and you&#8217;ll have to top up your original payment to the government.\u00a0<\/p>\n<p><em>Planning and consideration:<\/em> Both rates are set to rise annually in line with CPI inflation. Consider how this tax could impact your long-term vehicle costs, particularly if you are thinking of purchasing an electric or hybrid vehicle in the next few years. It may be worthwhile assessing your driving habits to estimate the future potential costs.<\/p>\n<p><a id=\"NMW\" data-hs-anchor=\"true\"\/><\/p>\n<h2>7. National Minimum Wage<\/h2>\n<p>For employers footing the wage bill and relevant staff earning the wage, the National Minimum Wage will increase from April 2026\u00a0as follows:<\/p>\n<ul>\n<li><strong>Over 21&#8217;s:<\/strong> A\u00a050p or 4.1% increase to \u00a312.71 per hour<\/li>\n<li><strong>The 18 &#8211; 20&#8242;:<\/strong> An 85p or 8.5% rise to \u00a310.85 per hour<\/li>\n<li><strong>Under 18&#8217;s and apprentices:<\/strong> An increase of 45p or 6% to \u00a38.00 per hour\u00a0<\/li>\n<\/ul>\n<p><em>Planning and consideration:<\/em> If you\u2019re a business owner, be prepared for the additional <span style=\"color: #00bce4;\"><a href=\"https:\/\/www.wellersaccountants.co.uk\/pages\/uk-payroll-services\" rel=\"noopener\" style=\"font-weight: bold; color: #00bce4;\">cost to your payroll<\/a><\/span> of higher wages. Be sure to factor these increases into your <span style=\"color: #00bce4;\"><a href=\"https:\/\/www.wellersaccountants.co.uk\/blog\/what-is-a-business-budget-and-why-is-it-important\" rel=\"noopener\" style=\"font-weight: bold; color: #00bce4;\">business budget<\/a><\/span> forecasts for 2026. Then explore ways to improve staff productivity so that you can absorb these cost increases through rising turnover and profitability.<\/p>\n<p><a id=\"IHT\" data-hs-anchor=\"true\"\/><\/p>\n<h2>8. Inheritance Tax<\/h2>\n<p>The tax free allowance of \u00a3325,000 for <span style=\"color: #00bce4;\"><a href=\"https:\/\/www.wellersaccountants.co.uk\/blog\/what-is-uk-inheritance-tax-guidance-on-the-thresholds-and-gifting\" rel=\"noopener\" style=\"color: #00bce4;\"><span style=\"font-weight: bold;\">Inheritance Tax (IHT)<\/span><\/a><\/span> known as the nil-rate band (NRB) remains frozen at \u00a3325,000 until 2030\/31.
