{"id":333238,"date":"2025-12-07T15:32:32","date_gmt":"2025-12-07T15:32:32","guid":{"rendered":"https:\/\/peraltafinancing.com\/activist\/the-education-experiment-gone-wrong\/"},"modified":"2025-12-07T15:32:32","modified_gmt":"2025-12-07T15:32:32","slug":"the-education-experiment-gone-wrong","status":"publish","type":"post","link":"https:\/\/fivemor.com\/?p=333238","title":{"rendered":"The Education Experiment Gone Wrong"},"content":{"rendered":"<p> <br \/>\n<br \/><img decoding=\"async\" src=\"https:\/\/progressive.org\/downloads\/22361\/download\/NOLAPrivateSchool.jpg?cb=be3fc9fe8f6fdfeb03b5b78d8949463a\" \/><\/p>\n<div id=\"content\" data-transition=\"content\" data-loop=\"false\" itemprop=\"articleBody\">\n<div>\n<p class=\"lead\">Just four years after the deadly disaster unleashed by Hurricane Katrina, then U.S. Secretary of Education Arne Duncan\u00a0<a href=\"https:\/\/www.politico.com\/blogs\/politico-now\/2010\/01\/duncan-katrina-was-good-for-new-orleans-schools-024700\" target=\"_blank\" aria-label=\"Link opens in new window (called)\">called<\/a>\u00a0it \u201cthe best thing that happened to the education system in New Orleans.\u201d<\/p>\n<p>While Duncan later apologized for the remark, the extreme transformation of the city and its schools in the wake of the floods has contributed to a local social and cultural erosion. As a native New Orleanian whose family has called this city home for over a century, I\u2019ve witnessed this erosion firsthand.<\/p>\n<p>The numbers tell a dark story of outside intervention masquerading as progress. The flooding destroyed 100 of the city\u2019s 128 public school buildings. Afterward, the state superintendent of education dictated that no public schools would reopen for the remainder of the academic year. On top of the hurricane recovery, virtually the entire public school workforce\u20147,500 people\u2014<a href=\"https:\/\/www.wwno.org\/show\/all-things-new-orleans\/2015-06-18\/new-research-sheds-light-on-fates-of-thousands-of-new-orleans-teachers-fired-after-hurricane-katrina\" target=\"_blank\" aria-label=\"Link opens in new window (lost)\">lost<\/a>\u00a0their jobs as a result.<\/p>\n<p>In 2004, there were five charter schools\u00a0<a href=\"https:\/\/www.washingtonpost.com\/news\/education\/wp\/2015\/09\/03\/katrina-swept-away-new-orleans-school-system-ushering-in-new-era\/\" target=\"_blank\" aria-label=\"Link opens in new window (serving)\">serving<\/a>\u00a0about 2.5 percent of the public school students in the city. By 2014, more than seventy charters served more than 40,000 students, or 91 percent of the city\u2019s students. Privately operated charter schools, though often recipients of public dollars, are not regulated nor legally accountable in the same way public schools are. Problems in these schools over the previous two decades have been\u00a0<a href=\"https:\/\/progressive.org\/public-schools-advocate\/dont-believe-new-orleans-getting-control-schools-180723\/\">numerous<\/a>, such as a lack of nursing staff,\u00a0<a href=\"https:\/\/thelensnola.org\/2016\/08\/04\/how-lushers-school-board-shut-out-the-public-in-dealing-with-teachers-union-drive\/\" target=\"_blank\" aria-label=\"Link opens in new window (inaccessible)\">inaccessible<\/a>\u00a0decision-making processes, and insufficient support for special education. Overall, the privatization of the New Orleans schools has represented the most radical transformation of an urban school district in American history.<\/p>\n<p>The results? The school system in New Orleans has\u00a0<a href=\"https:\/\/thelensnola.org\/2024\/11\/20\/compare-2024-school-performance-scores-for-new-orleans-charters\/\" target=\"_blank\" aria-label=\"Link opens in new window (maintained)\">maintained<\/a>\u00a0a C grade on the state\u2019s scale. More than 70 percent of individual schools received a C or D grade. Despite billions in investment and two decades of \u201creform,\u201d the district still performs below the state average.<\/p>\n<p>Just as troubling are the cultural costs. The mass firing of teachers shortly after the storm created a\u00a0<a href=\"https:\/\/www.edweek.org\/teaching-learning\/what-happened-to-new-orleans-veteran-black-teachers\/2015\/08\" target=\"_blank\" aria-label=\"Link opens in new window (sharp decline)\">sharp decline<\/a>\u00a0in Black teachers, from 71 percent of the local teaching workforce in 2005 to less than 50 percent in 2015. In addition, teacher turnover has nearly doubled in that same time, largely due to new reliance on alternative programs with short-term commitments, such as Teach For America.<\/p>\n<p>By 2013,\u00a0<a href=\"https:\/\/truthout.org\/articles\/teach-for-america-apostates-a-primer-of-alumni-resistance\/\" target=\"_blank\" aria-label=\"Link opens in new window (one in three)\">one in three<\/a>\u00a0of New Orleans\u2019s teachers were Teach For America corps members or alumni. For a generation now, a huge segment of children across a city with a culture rooted in centuries of Black tradition has been predominantly educated by young, temporary teachers from outside Louisiana.<\/p>\n<p>Yet this same culture under siege generates massive wealth for its city. In 2024, New Orleans\u00a0<a href=\"https:\/\/www.neworleans.com\/articles\/post\/new-orleans-reaches-tourism-milestone-19-million-visitors-for-the-first-time-since-covid\/\" target=\"_blank\" aria-label=\"Link opens in new window (welcomed)\">welcomed<\/a>\u00a0more than nineteen million visitors who spent $10.4 billion, an 8.4 percent increase from 2023\u2019s $9.6 billion. Those visitors directly contribute to an industry that\u00a0<a href=\"https:\/\/bizneworleans.com\/tourism-is-economic-development\/\" target=\"_blank\" aria-label=\"Link opens in new window (generates)\">generates<\/a>\u00a0nearly 40 percent of the city\u2019s operating budget. Without these New Orleans tourist dollars, Louisiana families would pay thousands of dollars more per year in taxes.<\/p>\n<p>What draws these millions? Not our 110-degree summer heat nor our C-grade schools. People come to New Orleans for our culture\u2014our food, our music, our rituals. These are the very values that have been undermined and stamped out by the systematic forces of disaster capitalism, as described by Naomi Klein in her 2007 book\u00a0<em><a href=\"https:\/\/naomiklein.org\/the-shock-doctrine\/\" target=\"_blank\" aria-label=\"Link opens in new window (The Shock Doctrine)\">The Shock Doctrine<\/a><\/em>.<\/p>\n<p>The same education \u201creforms\u201d that Duncan celebrated in 2010 are today, in 2025, still being\u00a0<a href=\"https:\/\/www.washingtonpost.com\/opinions\/2025\/08\/28\/new-orleans-schools-hurricane-katrina\/\" target=\"_blank\" aria-label=\"Link opens in new window (celebrated)\">celebrated<\/a>\u00a0in the mainstream media as a \u201cmiracle.\u201d And they have been exported nationwide. Cities across the United States have looked to New Orleans as a model for charter school expansion, teacher workforce displacement, and the dismantling of community institutions. Students are taught to pass standardized tests, while the deeper cultural costs are overlooked.<\/p>\n<p>As I wrote in my recent book\u00a0<em><a href=\"https:\/\/tultican.com\/2025\/10\/14\/beyond-resilience-katrina-at-20\/\" target=\"_blank\" aria-label=\"Link opens in new window (Beyond Resilience: Hurricane Katrina at 20)\">Beyond Resilience: Hurricane Katrina at 20<\/a><\/em>, the people of New Orleans can no longer afford to keep giving without reciprocity.
