I even emailed the Cebu DFA (cebu.authentication@dfa.gov.ph and <a href=\"https:\/\/www.iamissa.com\/advice\/mailto:cebu.coclientconcerns@dfa.gov.ph\" target=\"_blank\" rel=\"noreferrer noopener\">cebu.coclientconcerns@dfa.gov.ph<\/a>)  to ask for specific people to contact about my questions. The replies gave me confidence that I didn\u2019t need an appointment to apply for my five-year-old\u2019s passport, and that was the start of our little adventure at the DFA Cebu office.<\/p>\n<p>While the guard confirmed that we could go inside <strong>without an appointment<\/strong> (yay!), we were first referred to the information desk to make sure we had all the required documents. That\u2019s when I discovered something frustrating\u2014it reminded me of our saga with our<strong> child\u2019s late-registered birth certificate.<\/strong><\/p>\n<p>Our child\u2019s birth certificate was delayed because we missed one crucial detail during registration: the registration number. That small mistake cost us nearly three years before we finally received the PSA-issued birth certificate.<\/p>\n<p><em>(By the way, I previously shared the updated requirements for delayed birth registration here: <a href=\"https:\/\/www.iamissa.com\/personal\/updated-requirements-for-delayed-birth-registration-in-cebu.html\"><strong>Updated Requirements for Delayed Birth Registration in Cebu<\/strong><\/a>.)<\/em><\/p>\n<p>Once we finally had the birth certificate, the next challenge was getting our child\u2019s <strong>Philippine passport<\/strong> for an upcoming family trip. If you\u2019ve ever dealt with government offices in Cebu City, you know it\u2019s rarely straightforward. What you read online\u2014or even hear from official replies\u2014doesn\u2019t always match what happens in real life.<\/p>\n<h2 class=\"wp-block-heading\"><strong>Step 1: Take Advantage of the Courtesy Lane for Kids Below 7<\/strong><\/h2>\n<p>The good news is, every child under seven can use the <strong>DFA Courtesy Lane<\/strong>. That means <strong>no appointment needed<\/strong>\u2014but you <strong>must bring your child with you<\/strong>. The DFA requires the child\u2019s personal appearance for photo capture and verification.<\/p>\n<p>When you arrive at <strong>DFA Cebu (Robinsons Galleria)<\/strong>, go to the guard and inform them that you\u2019re applying for your child\u2019s passport. Since your child is under seven, you\u2019ll be allowed to proceed directly to the information desk without lining up for an appointment slot.<\/p>\n<p>The office can get crowded, and the online appointment system is often \u201cfully booked,\u201d but don\u2019t worry\u2014applicants with minors below seven have their own courtesy lanes.<\/p>\n<h2 class=\"wp-block-heading\"><strong>Step 2: Bring All Required Documents<\/strong><\/h2>\n<p>When I faced the staff at the <strong>information desk<\/strong>, I thought I was ready. I had:<\/p>\n<ul class=\"wp-block-list\">\n<li>The <strong>PSA birth certificate<\/strong><\/li>\n<li>My child\u2019s <strong>National ID<\/strong><\/li>\n<li>My own <strong>passport<\/strong><\/li>\n<\/ul>\n<p>But then I realized, I didn\u2019t have <strong>photocopies<\/strong> of any of them. Rookie error.<\/p>\n<p>Because the birth certificate was <strong>late-registered<\/strong>, they needed one more supporting document\u2014a <strong>photocopy of the baby book<\/strong>\u2014to help verify our child\u2019s identity and early medical history.<\/p>\n<p>Since my child didn\u2019t have school records yet (his K2 ID wasn\u2019t accepted), we had to go back home to get the baby book. It\u2019s a good reminder: <strong>always bring photocopies<\/strong> of every document, just in case.<\/p>\n<p>Here\u2019s what we eventually submitted at <strong>DFA Cebu<\/strong>:<\/p>\n<ul class=\"wp-block-list\">\n<li><strong>PSA birth certificate<\/strong> (with late registration)<\/li>\n<li><strong>National ID<\/strong> of the child<\/li>\n<li><strong>Photocopy of the baby book<\/strong><\/li>\n<li><strong>Photocopy of my passport<\/strong><\/li>\n<\/ul>\n<h2 class=\"wp-block-heading\"><strong>Step 3: Submit and Pay for Express Processing<\/strong><\/h2>\n<p>When we came back the next day\u2014with our child present, of course\u2014the process went smoothly. Because minors using the courtesy lane automatically get <strong>Express Service<\/strong>, we paid <strong>\u20b11,200<\/strong> plus <strong>\u20b1150<\/strong> for the LBC courier. The staff told us the passport would arrive in <strong>7\u201314 days<\/strong>.<\/p>\n<p>My son had his photo taken, I signed on his behalf, and we received the <strong>LBC tracking form<\/strong> for the passport delivery.<\/p>\n<h2 class=\"wp-block-heading\"><strong>Step 4: Wait for Delivery and Plan Your Trip<\/strong><\/h2>\n<p>Now, we\u2019re just waiting for the passport to arrive! We\u2019ve been trying to convince our son that traveling on his birthday is better than throwing a party. I\u2019m just happy that all our passports will be ready by then\u2014finally! I\u2019ll keep you posted!<\/p>\n<h3 class=\"wp-block-heading\">Afterthought<\/h3>\n<p>Getting a <strong>Philippine passport for a minor<\/strong> is already enough to make any parent anxious. Add a <strong>late-registered birth certificate<\/strong>, and it can feel like you\u2019re solving a bureaucratic puzzle. But don\u2019t worry\u2014it\u2019s completely doable with patience and preparation.<\/p>\n<p>If your child\u2019s birth certificate was registered late, bring additional proof such as a <strong>baby book<\/strong>, <strong>baptismal certificate<\/strong>, and <strong>school records<\/strong> (if available). Avoid arguing with the staff at the information desk\u2014it never ends well. With these supporting documents, <strong>DFA Cebu<\/strong> or any <strong>DFA branch<\/strong> can easily verify your child\u2019s identity.<\/p>\n<p>You\u2019ll walk out of the DFA office feeling relieved, accomplished, and one step closer to your family\u2019s next adventure.<\/p>\n<p><strong>Good luck\u2014and safe travels!<\/strong><\/p>\n<p><em>I also couldn\u2019t help noticing that most applicants seemed eager to leave the country. There were far more people at the <strong>DFA<\/strong> than at the <strong>PRC<\/strong> or other government satellite offices in Robinsons. Maybe it\u2019s just me\u2014but it certainly felt that way.<\/em><\/p>\n<p><strong>UPDATE:<\/strong><\/p>\n<p>We received my child\u2019s passport on October 23, 2025. That wasn\u2019t so bad. Just be sure to keep the LBC airway bill and present an ID to the courier. You\u2019re good. Now it\u2019s time to save up for international trips.
