Among them is Daren Coppock, CEO of the <a href=\"https:\/\/www.aradc.org\/\" target=\"_blank\" rel=\"noopener\">Agricultural Retailers Association (ARA)<\/a>, who recently joined <a href=\"https:\/\/www.croplife.com\/management\/croplife-retail-week-aras-daren-coppock-on-farm-bill-future-and-tariffs\/\">CropLife Retail Week<\/a> to discuss what agriculture must tackle next \u2014 from economic relief and regulatory resets to the uncertain road ahead for the next <a href=\"https:\/\/www.croplife.com\/?s=farm+bill\">farm bill.<\/a><\/p>\n<p data-start=\"565\" data-end=\"861\">\u201cThe to-do list is long,\u201d Coppock noted. \u201cTop of that list for all the farm groups is getting assistance into the hands of growers who are still dealing with terrible commodity prices, sticky input prices, lost export markets \u2014 across the board, every commodity has had some kind of cross to bear.\u201d<\/p>\n<h2 data-start=\"863\" data-end=\"913\"><strong data-start=\"867\" data-end=\"913\">Regulatory Shifts and Immediate Priorities<\/strong><\/h2>\n<p data-start=\"915\" data-end=\"1092\">While federal agencies were shuttered for weeks, important regulatory activity stalled. Now, with operations restarted, Coppock says several key issues require urgent attention.<\/p>\n<p data-start=\"1094\" data-end=\"1455\">One of the more notable developments was the EPA\u2019s announcement that it intends to return to a more flexible Waters of the United States (WOTUS) rule \u2014 similar to the framework used during the first Trump administration.<\/p>\n<blockquote>\n<p data-start=\"1094\" data-end=\"1455\">\u201cIn my view, it was a very common-sense, straightforward way to handle WOTUS,\u201d Coppock said. \u201cHopefully this will be durable and last for us.\u201d<\/p>\n<\/blockquote>\n<p data-start=\"1457\" data-end=\"1843\">Another priority for ARA is moving forward a bill related to seasonal commercial driver\u2019s licenses (CDLs), which remains critical for ag retailers\u2019 ability to staff fleets during spring and fall peaks. \u201cIt makes some procedural changes in how you get and keep the seasonal CDL exemption,\u201d Coppock explained. \u201cIt should really help us expand the pool of drivers if we can get it passed.\u201d<\/p>\n<h2 data-start=\"1845\" data-end=\"1887\"><strong data-start=\"1849\" data-end=\"1887\">Tariff Relief \u2014 But Not for Everyone<\/strong><\/h2>\n<p data-start=\"1889\" data-end=\"2093\">Trade disruptions continue to weigh heavily on agriculture\u2019s cost structure. A recent presidential executive order lowered <a href=\"https:\/\/www.croplife.com\/?s=tariffs\">tariffs<\/a> on many fertilizer products, easing pressure for some buyers \u2014 but not all.<\/p>\n<p data-start=\"2095\" data-end=\"2295\">\u201cThe issue now is if someone already bought product at the higher rate before the tariff was lowered, what happens to them?\u201d Coppock said. \u201cThey\u2019re now at a competitive disadvantage. That\u2019s not fair.\u201d<\/p>\n<p data-start=\"2297\" data-end=\"2570\">Because the executive order only applies to shipments that started after the cutoff date \u2014 November 13 \u2014 ARA is pushing for clarity and possible remedies. \u201cWe\u2019ve asked USTR about this,\u201d he added. \u201cWe\u2019re continuing that conversation because those purchasers now have a problem.\u201d<\/p>\n<h2 data-start=\"2572\" data-end=\"2615\"><strong data-start=\"2576\" data-end=\"2615\">Will We Ever See Another Farm Bill?<\/strong><\/h2>\n<p data-start=\"2617\" data-end=\"2910\">Perhaps the most consequential debate for agriculture is whether Congress will deliver another long-term farm bill \u2014 or whether perpetual extensions will become the new normal. Coppock isn\u2019t ready to declare the 2018 farm bill the last of its kind, but he acknowledges the situation has changed.<\/p>\n<blockquote>\n<p data-start=\"2912\" data-end=\"3155\">\u201cWe continue to advocate for a long-term farm bill because it gives farmers, creditors, bankers \u2014 everyone \u2014 certainty for several years,\u201d he said. \u201cBut the way the farm bill was handled this year causes questions to be raised about future bills.\u201d<\/p>\n<\/blockquote>\n<p data-start=\"3157\" data-end=\"3463\">Many core elements \u2014 like Title I commodity programs and SNAP \u2014 were addressed separately, weakening the long-standing urban \u2013 rural coalition that traditionally ensures passage. \u201cSince nutrition programs were reauthorized separately and at lower levels, keeping that coalition together is tough,\u201d Coppock noted.<\/p>\n<p data-start=\"3465\" data-end=\"3775\">The erosion of agricultural experience in Congress further complicates matters. \u201cThere are only eight senators and 25 representatives with direct farm experience\u2014not nearly a majority,\u201d he said. \u201cWe have to have allies to get a bill passed. The coalition will need to be rebuilt if we\u2019re going to get it done.\u201d<\/p>\n<h2 data-start=\"3777\" data-end=\"3827\"><strong data-start=\"3781\" data-end=\"3827\">ARA Annual Meeting Heads to Salt Lake City<\/strong><\/h2>\n<p data-start=\"3829\" data-end=\"4122\">Despite the political uncertainty, industry collaboration continues\u2014and the 2025 ARA Annual Meeting in Salt Lake City aims to deliver timely insights. Coppock previewed keynote speakers focused on leadership, long-term weather patterns, global trade dynamics, and generative AI in agriculture.<\/p>\n<p data-start=\"4124\" data-end=\"4455\">Breakout sessions will cover everything from fertilizer outlooks to labor strategies and new grower trends. The meeting will also feature a Topgolf event in place of a traditional golf tournament \u2014 providing what Coppock described as \u201ca fun way for people who don\u2019t usually play golf to still attend, network, and have a great time.\u201d<\/p>\n<h2 data-start=\"4457\" data-end=\"4478\"><strong data-start=\"4461\" data-end=\"4478\">Looking Ahead<\/strong><\/h2>\n<p data-start=\"4480\" data-end=\"4746\">From economic recovery to regulatory realignment and the uncertain future of the farm bill, agriculture has no shortage of challenges \u2014 nor opportunities.
