{"id":314678,"date":"2025-11-24T03:16:51","date_gmt":"2025-11-24T03:16:51","guid":{"rendered":"https:\/\/peraltafinancing.com\/activist\/at-cop30-policymakers-drip-water-onto-a-wildfire-the-understory\/"},"modified":"2025-11-24T03:16:51","modified_gmt":"2025-11-24T03:16:51","slug":"at-cop30-policymakers-drip-water-onto-a-wildfire-the-understory","status":"publish","type":"post","link":"https:\/\/fivemor.com\/?p=314678","title":{"rendered":"At COP30, policymakers drip water onto a wildfire &#8211; The Understory"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div>\n<p data-pm-slice=\"1 2 []\">As delegates from over 200 countries wrap up their conversations at this year\u2019s UN Climate Change Conference in Bel\u00e9m, Brazil, or COP30, policymakers continue to grapple with a thorny issue at the heart of global climate action\u2014money.<\/p>\n<p>Developing countries need trillions of dollars to decarbonize, protect biodiversity, and adapt to a rapidly changing climate, which means many are simply unable to deliver on their climate goals.<\/p>\n<p>Two initiatives under discussion at this year\u2019s COP seek to address this funding gap, but neither delivers true climate justice. Instead, they saddle developing countries with the high costs of mitigating and adapting to climate change while unregulated global finance continues to pour money into the activities driving it.<\/p>\n<p>The first initiative is called the Baku to Bel\u00e9m Roadmap, a plan launched at last year\u2019s COP29 in Baku, Azerbaijan. It aims to increase climate financing for developing countries from $300 billion per year to $1.3 trillion by 2035.<\/p>\n<p>But the plan, which is non-binding, falls short of the $2.4 to $3.3 trillion <a href=\"https:\/\/www.reuters.com\/sustainability\/cop\/what-is-climate-finance-why-does-it-matter-2025-11-11\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">actually<\/a> needed, and it relies heavily on loans over public grants, which critics worry could push developing countries deeper into debt for a crisis they didn\u2019t cause.<\/p>\n<p>The second initiative, the Tropical Forests Forever Facility (TFFF), suffers from a similar problem. TFFF is a Brazilian government program that plans to pay developing countries per hectare of forest that they protect each year.<\/p>\n<p>This money will come from investment returns on a $125 billion portfolio called the Tropical Forest Investment Fund (TFIF). But these funds will be <a href=\"https:\/\/www.esgnews.earth\/latest-news\/brazils-cop30-forest-fund-a-green-loan-or-a-global-south-handout\/14926.html?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">primarily<\/a> invested in debt instruments issued by developing countries. In essence, the returns that developing countries will receive for protecting their forests will come out of their own debt repayments.<\/p>\n<p>Ultimately, Baku to Bel\u00e9m and TFFF are a drop in the bucket compared to the unregulated global finance pouring <a href=\"https:\/\/www.bankingonclimatechaos.org\/?bank=JPMorgan%20Chase#fulldata-panel\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">trillions<\/a> into fossil fuels and other nature-destroying activities like <a href=\"https:\/\/forestsandfinance.org\/banking-on-biodiversity-collapse\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">deforestation<\/a>. It\u2019s a bit like dripping water onto a fire with one hand while pouring gasoline with the other.<\/p>\n<p>That\u2019s why RAN\u2019s policy experts from the Forests and Finance Coalition are on the ground in Bel\u00e9m\u2014not just pushing for climate justice in climate finance, but pushing policymakers to enact genuine financial sector reform in their home countries.
