You get nothing. Instead, it gave bureaucrats a loophole: \u201cpermissible use.\u201d<\/p>\n<p>That vague term opened the door for nearly anyone with a \u201clegitimate purpose\u201d \u2014 insurance companies, debt collectors, data brokers, even private investigators \u2014 to buy your information.<\/p>\n<p>The result? A nationwide data bazaar hiding behind the DMV counter.<\/p>\n<p><strong>The Numbers Are Outrageous<\/strong><\/p>\n<p>California pulled in roughly $50 million in one year selling driver records. Florida made $77 million in 2017. Michigan raked in $81 million in \u201cdata access fees.\u201d New York\u2019s DMV earns around $58 million annually from per-record searches. Illinois banked $45 million in 2022. Even small states want in: Rhode Island has made nearly $400,000 selling driver data. Forty-plus states do this. It\u2019s a government-run data brokerage, quietly monetizing your life behind closed doors.<\/p>\n<p><strong>Who\u2019s Buying Your Information?<\/strong><\/p>\n<p>Here\u2019s who\u2019s cashing in on\u00a0<em>you<\/em>:<\/p>\n<p><strong>1. Insurance Companies<\/strong>\u2013 They cross-check your DMV file with credit scores and consumer data to set personalized premiums. One fender-bender from 2018? That\u2019s a rate hike in 2025.<\/p>\n<p><strong>2. Data Brokers \u2013<\/strong>\u00a0Companies like LexisNexis, Acxiom, and Thomson Reuters buy bulk DMV data, merge it with everything from social media to cell-tower pings, and resell it to marketers, law firms, and tech companies.<\/p>\n<p><strong>3. Private Investigators<\/strong>\u00a0\u2013 DMVs in Virginia, Delaware, and Wisconsin openly sell to PI firms for \u201cskip tracing.\u201d Translation: they can buy your photo and home address.<\/p>\n<p><strong>4. Marketers and Warranty Sellers<\/strong>\u00a0\u2013 Ever get that suspicious \u201cyour warranty is about to expire\u201d postcard right after your car hits 60,000 miles? Thank your DMV.<\/p>\n<p><strong>5. Identity Thieves<\/strong>\u00a0\u2013 Once this data leaks \u2014 and it always leaks \u2014 it\u2019s gold on the dark web. Stolen DMV records fetch $15\u2013$30 a piece, complete with your photo and license number.<\/p>\n<p><strong>When DMV Data Sales Go Bad<\/strong><\/p>\n<p>This isn\u2019t theoretical \u2014 it\u2019s already happening.<\/p>\n<ul class=\"wp-block-list\">\n<li><strong>Florida\u2019s DMV<\/strong>\u00a0sold driver data to a company tied to an identity theft ring. Thousands of Floridians woke up to drained bank accounts.<\/li>\n<li><strong>Texas<\/strong>\u00a0sold data that ended up in facial recognition databases \u2014 without consent \u2014 and later suffered a breach exposing 27 million driver records.<\/li>\n<li><strong>California<\/strong>\u00a0admitted it sold 2.1 billion records in ten years, netting $282 million, while residents saw their information used for spam calls and rate hikes.<\/li>\n<\/ul>\n<p>Even when caught, few states stop. The money\u2019s too good.<\/p>\n<p><strong>The \u201cPrivacy Protection\u201d Act That Protects No One<\/strong><\/p>\n<p>The DPPA was supposed to stop this. Instead, it became a permission slip. Insurance companies, towing firms, law enforcement, private investigators, marketers \u2014 all can access your data under the law\u2019s \u201cpermissible use\u201d clauses. There\u2019s no opt-in, often no opt-out, and zero notification when your record is sold.<\/p>\n<p>Your state doesn\u2019t need your consent. They just need your data.<\/p>\n<p><strong>A Lawsuit or Two Can\u2019t Fix This<\/strong><\/p>\n<p>In 2021, LexisNexis paid a $5.13 million settlement after selling crash reports to law firms for marketing \u2014 a direct DPPA violation. But the data sales didn\u2019t stop.<\/p>\n<p>Even when states like North Carolina or New Jersey suspended buyers for misuse, the business resumed once \u201cprocedures were updated.\u201d Translation: they tightened their paperwork, not their ethics.<\/p>\n<p><strong>What You Can Do \u2014 Before It\u2019s Too Late<\/strong><\/p>\n<p>You can\u2019t stop the system overnight, but you\u00a0<em>can<\/em>\u00a0push back:<\/p>\n<ul class=\"wp-block-list\">\n<li><strong>File a DPPA Request:<\/strong>\u00a0Send a certified letter to your DMV demanding a block on all non-required data sales. Some states comply \u2014 most won\u2019t unless you insist.<\/li>\n<li><strong>Freeze Your LexisNexis File:<\/strong>\u00a0Do it online. Also freeze your data with Acxiom and other brokers.<\/li>\n<li><strong>Automate Takedowns:<\/strong>\u00a0Services like Incogni or DeleteMe submit removal requests on your behalf.<\/li>\n<li><strong>Support Data Privacy Bills:<\/strong>\u00a0The bipartisan DATA Act would require explicit consent before DMVs can sell driver info. Call your representatives \u2014 this one actually matters.<\/li>\n<li><strong>Spread the Word:<\/strong>\u00a0Most people have\u00a0<em>no idea<\/em>\u00a0their state profits off their information. Awareness is the first line of defense.<\/li>\n<\/ul>\n<p><strong>Your Data, Their Dollars<\/strong><\/p>\n<p>Every driver in America should be furious. The DMV isn\u2019t a neutral record keeper \u2014 it\u2019s a revenue machine built on your personal data. States justify it as \u201ccost recovery,\u201d but the truth is simpler: your information is worth more to them than your privacy.<\/p>\n<p>Until laws change, the only defense is vigilance.
