Welcome to a special edition of <em data-start=\"195\" data-end=\"217\">CropLife Retail Week<\/em>. I\u2019m Eric Sfiligoj, editor of <em data-start=\"248\" data-end=\"258\">CropLife<\/em> and <em data-start=\"263\" data-end=\"278\">CropLife IRON<\/em>, here with a special guest, Daren Coppock from the Agricultural Retailers Association. Daren, welcome to the program.<\/p>\n<p data-start=\"398\" data-end=\"418\"><strong data-start=\"401\" data-end=\"418\">Daren Coppock<\/strong><\/p>\n<p data-start=\"419\" data-end=\"455\">Thanks, Eric. It\u2019s great to be here.<\/p>\n<p data-start=\"457\" data-end=\"477\"><strong data-start=\"460\" data-end=\"477\">Eric Sfiligoj<\/strong><\/p>\n<p data-start=\"478\" data-end=\"686\">Yes, it is. And I think that\u2019s what a lot of folks in the Beltway are saying right now, after the longest government shutdown in history has ended. It\u2019s great for all of us to be here. So we\u2019ll dive right in.<\/p>\n<p data-start=\"688\" data-end=\"834\">The first question to you: now that the government has reopened, what can agriculture get done that it could not during the last month and a half?<\/p>\n<p data-start=\"836\" data-end=\"856\"><strong data-start=\"839\" data-end=\"856\">Daren Coppock<\/strong><\/p>\n<p data-start=\"857\" data-end=\"1207\">There are several things on the to-do list. I think top of that list for all the farm groups is getting assistance into the hands of growers who are still dealing with terrible commodity prices, sticky input prices, lost export markets, etc. And that\u2019s true pretty much across the board for each commodity. They\u2019ve all had some kind of cross to bear.<\/p>\n<p data-start=\"1209\" data-end=\"1607\">I think that\u2019s probably top of the list, but there are other things going on. EPA made an announcement today that they\u2019re making the Waters of the United States rule much more flexible. It sounds like they\u2019re going back to what they did in the first Trump administration, which in my view was a very common-sense, straightforward way to handle WOTUS. Hopefully this will be durable and last for us.<\/p>\n<p data-start=\"1609\" data-end=\"1725\">We\u2019re still working on a seasonal CDL bill. There are still appropriations that have to be done before next January.<\/p>\n<p data-start=\"1727\" data-end=\"1747\"><strong data-start=\"1730\" data-end=\"1747\">Eric Sfiligoj<\/strong><\/p>\n<p data-start=\"1748\" data-end=\"1790\">And CDL means commercial driver\u2019s license?<\/p>\n<p data-start=\"1792\" data-end=\"1812\"><strong data-start=\"1795\" data-end=\"1812\">Daren Coppock<\/strong><\/p>\n<p data-start=\"1813\" data-end=\"2080\">Yes, commercial driver\u2019s license. It\u2019s a bill a congressman from Kansas was running for us in the House that makes some procedural changes in how you get and keep the seasonal CDL exemption. It should really help us expand the pool of drivers if we can get it passed.<\/p>\n<p data-start=\"2082\" data-end=\"2102\"><strong data-start=\"2085\" data-end=\"2102\">Eric Sfiligoj<\/strong><\/p>\n<p data-start=\"2103\" data-end=\"2273\">Very good. That\u2019s the current to-do list. But now that things are reopened, in a perfect world, what more could agriculture accomplish between now and the end of January?<\/p>\n<p data-start=\"2275\" data-end=\"2295\"><strong data-start=\"2278\" data-end=\"2295\">Daren Coppock<\/strong><\/p>\n<p data-start=\"2296\" data-end=\"2336\">The biggest items on our members\u2019 minds:<\/p>\n<p data-start=\"2338\" data-end=\"2513\">Number one is farm-gate economics. We talked about the need for an assistance package and hopefully a five-year farm bill at some point so people have some planning certainty.<\/p>\n<p data-start=\"2515\" data-end=\"2805\">Also important is the impact of tariffs\u2014both inbound and outbound. Farmers will end up with higher costs for their imports. The executive order the president just announced lowered a lot of tariffs on fertilizer products, so many of the things we were concerned about will have lower rates.<\/p>\n<p data-start=\"2807\" data-end=\"3229\">The issue now is if someone already bought product at the higher rate before the tariff was lowered, what happens to them? They\u2019re now at a competitive disadvantage. That\u2019s not fair. We\u2019ve asked USTR about this. As written, the EO only applies to shipments that start after the cutoff date. Anything done before does not get relief or refund. We\u2019re continuing that conversation because those purchasers now have a problem.<\/p>\n<p data-start=\"3231\" data-end=\"3251\"><strong data-start=\"3234\" data-end=\"3251\">Eric Sfiligoj<\/strong><\/p>\n<p data-start=\"3252\" data-end=\"3276\">What is the cutoff date?<\/p>\n<p data-start=\"3278\" data-end=\"3298\"><strong data-start=\"3281\" data-end=\"3298\">Daren Coppock<\/strong><\/p>\n<p data-start=\"3299\" data-end=\"3589\">I believe it was November 13th, specifically listed in the executive order. We put out communication today to members and the board with the details. There\u2019s a very specific cutoff\u2014if you bought after, you get the lower or no tariff; if you bought before, you paid it and don\u2019t get it back.<\/p>\n<p data-start=\"3591\" data-end=\"3611\"><strong data-start=\"3594\" data-end=\"3611\">Eric Sfiligoj<\/strong><\/p>\n<p data-start=\"3612\" data-end=\"3963\">Interesting. You mentioned the farm bill. Earlier this year at the 2025 Tech Hub Live event in Des Moines, you and I talked about it. Since then, I\u2019ve heard several speakers suggest we may have already seen the last farm bill\u2014back in 2018. The prospects for a new farm bill? When do discussions start, and will we see one or just perpetual extensions?<\/p>\n<p data-start=\"3965\" data-end=\"3985\"><strong data-start=\"3968\" data-end=\"3985\">Daren Coppock<\/strong><\/p>\n<p data-start=\"3986\" data-end=\"4203\">We continue to advocate for a long-term farm bill because it gives farmers, creditors, bankers\u2014everyone\u2014certainty for several years. But the way the farm bill was handled this year raises questions about future bills.<\/p>\n<p data-start=\"4205\" data-end=\"4453\">Most programs farmers depend on for direct support\u2014Title I, the commodity title\u2014were extended in the One Big Beautiful Bill Act. SNAP was also adjusted. The things not picked up just got extended at 2025 funding levels in the continuing resolution.<\/p>\n<p data-start=\"4455\" data-end=\"4666\">Some agencies were funded for the full fiscal year, but others only through January 30th. So we face the prospect of another shutdown\u2014or at least hard negotiations\u2014to get the remaining appropriations bills done.<\/p>\n<p data-start=\"4668\" data-end=\"4900\">For years we\u2019ve relied on a coalition of urban and rural lawmakers to pass a farm bill. Since nutrition programs were reauthorized separately and at lower levels than those interests wanted, keeping that coalition together is tough.<\/p>\n<p data-start=\"4902\" data-end=\"4922\"><strong data-start=\"4905\" data-end=\"4922\">Eric Sfiligoj<\/strong><\/p>\n<p data-start=\"4923\" data-end=\"5008\">I\u2019ve heard that too\u2014that the old coalition no longer exists. Can a new one be formed?<\/p>\n<p data-start=\"5010\" data-end=\"5030\"><strong data-start=\"5013\" data-end=\"5030\">Daren Coppock<\/strong><\/p>\n<p data-start=\"5031\" data-end=\"5351\">There\u2019s always a possibility, but it\u2019s more difficult in these partisan times than 15\u201320 years ago. There are only eight senators and 25 representatives with direct farm experience\u2014not nearly a majority. So we have to have allies to get a bill passed. The coalition will need to be rebuilt if we\u2019re going to get it done.<\/p>\n<p data-start=\"5353\" data-end=\"5373\"><strong data-start=\"5356\" data-end=\"5373\">Eric Sfiligoj<\/strong><\/p>\n<p data-start=\"5374\" data-end=\"5686\">These topics will definitely be discussed in a couple of weeks. One reason I wanted you on today: we\u2019re getting ready for the annual ARA meeting. And if I\u2019m not mistaken, the cityscape behind you hints at what\u2019s coming. Tell me more about the 2025 ARA Annual Meeting and Conference\u2014high points and new offerings.<\/p>\n<p data-start=\"5688\" data-end=\"5708\"><strong data-start=\"5691\" data-end=\"5708\">Daren Coppock<\/strong><\/p>\n<p data-start=\"5709\" data-end=\"6035\">Yes, that is Salt Lake City behind me. We\u2019re looking forward to being there. This is the first meeting in a northern latitude where you can\u2019t play real golf in early December, so we\u2019re doing Topgolf with heaters. You\u2019re still swinging a club, but you\u2019re not walking all over. I don\u2019t hit very far, so the computer is always telling me to use the driver even when I already am. But it\u2019s a fun experience, and I\u2019d recommend it.<\/p>\n<p data-start=\"7502\" data-end=\"7522\"><strong data-start=\"7505\" data-end=\"7522\">Daren Coppock<\/strong><\/p>\n<p data-start=\"7523\" data-end=\"7594\">It\u2019s also a lot harder to lose a ball at Topgolf than on a real course.<\/p>\n<p data-start=\"7596\" data-end=\"7616\"><strong data-start=\"7599\" data-end=\"7616\">Eric Sfiligoj<\/strong><\/p>\n<p data-start=\"7617\" data-end=\"7738\">Well taken. All right, Daren\u2014it\u2019s time for you to play the game: Fun with Numbers. I\u2019ve got a straight number for you\u201443.<\/p>\n<p data-start=\"7740\" data-end=\"7993\">Is 43:<br \/>A) the number of days the government shutdown lasted,<br data-start=\"7800\" data-end=\"7803\"\/>B) the number of CropLife 100 ag retailers that are ARA members,<br data-start=\"7867\" data-end=\"7870\"\/>C) the meaning of life according to Douglas Adams, or<br data-start=\"7923\" data-end=\"7926\"\/>D) the number of hors d\u2019oeuvres I plan to eat at the ARA reception?<\/p>\n<p data-start=\"7995\" data-end=\"8015\"><strong data-start=\"7998\" data-end=\"8015\">Daren Coppock<\/strong><\/p>\n<p data-start=\"8016\" data-end=\"8181\">It could be several of those. But as a Douglas Adams reader, I know the answer to life, the universe, and everything is 42. So it must be the length of the shutdown.<\/p>\n<p data-start=\"8183\" data-end=\"8203\"><strong data-start=\"8186\" data-end=\"8203\">Eric Sfiligoj<\/strong><\/p>\n<p data-start=\"8204\" data-end=\"8450\">Correct. The answer is A. And as for the other options: I know the number of CropLife 100 retailers who are ARA members is higher than 43, and although I love the hors d\u2019oeuvres at ARA events, I\u2019ve never eaten 43 in one sitting\u2014more like 6 to 10.<\/p>\n<p data-start=\"8452\" data-end=\"8472\"><strong data-start=\"8455\" data-end=\"8472\">Daren Coppock<\/strong><\/p>\n<p data-start=\"8473\" data-end=\"8499\">Been there, done that too.<\/p>\n<p data-start=\"8501\" data-end=\"8521\"><strong data-start=\"8504\" data-end=\"8521\">Eric Sfiligoj<\/strong><\/p>\n<p data-start=\"8522\" data-end=\"8706\">All right.
