The legislation, passed this summer, eliminates some long-standing loan programs and replaces them with new caps and repayment plans.<\/p>\n<p>While the reforms aim to contain debt growth and improve accountability for colleges, they also mark a clear shift away from the flexible borrowing model that has defined <a href=\"https:\/\/thecollegeinvestor.com\/student-loan-debt\/federal-student-aid-fsa\/\" target=\"_blank\" class=\"\" style=\"outline: none;\">federal student aid<\/a> for years.\u00a0<\/p>\n<p><strong>The Result:<\/strong> fewer borrowing options, stricter limits, and new tradeoffs for both students and parents.<\/p>\n<\/div>\n<div class=\"thrv_wrapper thrv_text_element\" data-type=\"\" data-css=\"tve-u-19a221b5bb4\">\n<h2 class=\"\">What Changes For Borrowers<\/h2>\n<p>For borrowers taking out <strong>new loans after July 1, 2026<\/strong>, federal lending rules will look very different. While <a href=\"https:\/\/thecollegeinvestor.com\/42380\/student-loan-borrowing-limits\/\" target=\"_blank\">undergraduate loan limits<\/a> remain the same (including having access to <a href=\"https:\/\/thecollegeinvestor.com\/20485\/understanding-subsidized-vs-unsubsidized-student-loans\/\" target=\"_blank\">subsidized and unsubsidized loans<\/a>), parents will face new limits.<\/p>\n<p><strong>Parents:<\/strong> For families, the most dramatic change will be to <a href=\"https:\/\/thecollegeinvestor.com\/student-loan-debt\/parent-plus-loan\/\" target=\"_blank\" class=\"\" style=\"outline: none;\">Parent PLUS loans<\/a>, which will now carry a <strong>$20,000 annual<\/strong> and <strong>$65,000 lifetime limit<\/strong> per dependent child. The limit is fixed per student &#8211; paying off loans or qualifying for forgiveness will not restore eligibility. A <strong>three-year grace period<\/strong> allows parents who borrowed before June 30, 2026, to continue under the old rules through 2029.<\/p>\n<p>Parent PLUS borrowers will also no longer have access to <a href=\"https:\/\/thecollegeinvestor.com\/student-loan-debt\/income-driven-repayment-plan\/\" target=\"_blank\" class=\"\" style=\"outline: none;\">income-driven repayment<\/a>, which may make repayment harder and honestly makes them a worse choice than <a href=\"https:\/\/thecollegeinvestor.com\/22108\/best-private-student-loans\/\" target=\"_blank\">private student loans<\/a>.<\/p>\n<p><strong>Graduate Students:<\/strong> The <a href=\"https:\/\/thecollegeinvestor.com\/58537\/grad-plus-loans-could-be-ending-in-2026\/\" target=\"_blank\">Grad PLUS loan program is eliminated<\/a>, ending open-ended borrowing for graduate school. In its place, graduate students will be limited to <strong>$20,500 per year<\/strong> and <strong>$100,000 in total<\/strong> under new unsubsidized Direct Stafford loans. <a href=\"https:\/\/thecollegeinvestor.com\/60624\/graduate-degree-vs-professional-degree-for-student-loans\/\" target=\"_blank\">Professional school students<\/a> (including those pursuing law or medicine) will have higher limits: <strong>$50,000 per year<\/strong> and <strong>$200,000 total<\/strong>.<\/p>\n<p>Students already enrolled in a program and who received at least one loan before June 30, 2026, will be allowed to continue borrowing under the old rules for the remainder of their program or up to three years, whichever is shorter.<\/p>\n<\/div>\n<div class=\"thrv_wrapper thrv_text_element\" data-type=\"\" data-css=\"tve-u-19a221b5bb5\">\n<h2 class=\"\">New Repayment Plan Changes<\/h2>\n<p>Borrowers taking out new loans after July 1, 2026, will have just two repayment options: the <a href=\"https:\/\/thecollegeinvestor.com\/student-loan-debt\/standard-repayment-plan\/\" target=\"_blank\" class=\"\" style=\"outline: none;\">Standard Repayment Plan<\/a> and the new <a href=\"https:\/\/thecollegeinvestor.com\/58820\/repayment-assistance-plan-rap-student-loan-calculator\/\" target=\"_blank\">Repayment Assistance Plan (RAP)<\/a>.<\/p>\n<p><strong>Standard Repayment Plan:<\/strong><\/p>\n<p>Payments are fixed based on the borrower\u2019s loan balance.<\/p>\n<ul class=\"\">\n<li>Under $25,000: 10-year term<\/li>\n<li>$25,000\u2013$50,000: 15-year term<\/li>\n<li>$50,000\u2013$100,000: 20-year term<\/li>\n<li>Over $100,000: 25-year term<\/li>\n<\/ul>\n<p>This structure replaces multiple older repayment options and resembles the \u201c<a href=\"https:\/\/thecollegeinvestor.com\/student-loan-debt\/extended-repayment-plan\/\" target=\"_blank\" class=\"\" style=\"outline: none;\">extended repayment<\/a>\u201d plans previously used for larger balances.<\/p>\n<p><strong>Repayment Assistance Plan (RAP):<\/strong><\/p>\n<p>RAP bases payments on <a href=\"https:\/\/thecollegeinvestor.com\/36091\/adjusted-gross-income-agi\/\" target=\"_blank\" class=\"\" style=\"outline: none;\">adjusted gross income (AGI)<\/a>, starting at just $10 per month for borrowers earning under $10,000 annually. Payment rates increase with income (from 1% of AGI for those earning $10,001\u2013$20,000 up to 10% for incomes above $100,000).<\/p>\n<p>Borrowers receive a <strong>$50-per-dependent<\/strong> deduction from their monthly payment, though payments cannot fall below $10. Any unpaid interest will be waived, preventing balance growth. After 30 years of payments, any remaining balance will be <a href=\"https:\/\/thecollegeinvestor.com\/578\/ways-to-get-student-loan-forgiveness\/\" target=\"_blank\">forgiven<\/a>.\u00a0<\/p>\n<p>Parent PLUS borrowers are not eligible for RAP. With lower federal borrowing limits, some students (particularly in high-cost graduate or professional programs) may turn to <a href=\"https:\/\/thecollegeinvestor.com\/22108\/best-private-student-loans\/\" target=\"_blank\">private student loans<\/a>, which often require qualifying <a href=\"https:\/\/thecollegeinvestor.com\/student-loan-debt\/credit-score\/\" target=\"_blank\" class=\"\" style=\"outline: none;\">credit scores<\/a> and lack federal protections.<\/p>\n<p>Parents who borrow through the PLUS program may need to adjust borrowing expectations, and look at <a href=\"https:\/\/thecollegeinvestor.com\/56188\/parent-plus-vs-private-student-loans\/\" target=\"_blank\" class=\"\" style=\"outline: none;\">private loans vs. Parent PLUS loans<\/a>.<\/p>\n<p>Meanwhile, the simplified repayment system could reduce confusion but extend repayment timelines. The RAP plan\u2019s 30-year term offers smaller monthly payments but may have higher total costs over time.
