Public Attorney\u2019s Office<span class=\"ez-toc-section-end\"\/><\/h3>\n<p><strong><span class=\"has-inline-color has-vivid-green-cyan-color\">Website:<\/span><\/strong> <a href=\"http:\/\/www.pao.gov.ph\/\">http:\/\/www.pao.gov.ph\/<\/a><br \/><strong><span class=\"has-inline-color has-vivid-green-cyan-color\">Email:<\/span><\/strong> pao_executive@yahoo.com <br \/><span class=\"has-inline-color has-vivid-green-cyan-color\"><strong>Contact number(s):<\/strong><\/span><\/p>\n<ul class=\"wp-block-list\">\n<li>(02) 892909436<\/li>\n<li>(02) 84262075 <\/li>\n<li>(02) 84262801 <\/li>\n<li>(02) 84262450 <\/li>\n<li>(02) 84262987 <\/li>\n<li>(02) 84262683 <\/li>\n<\/ul>\n<p>The Public Attorney\u2019s Office (PAO) is an agency of the Department of Justice (DOJ) that provides free legal assistance to indigent litigants (essentially, poor people involved in lawsuits).<\/p>\n<p>The PAO also provides indigent sectors access to legal counsel, and implements the constitutional guarantee of free access to courts, due process and able protection of the laws.<\/p>\n<p>So basically, if you were to be involved in criminal, civil, labor, administrative, and other quasi-judicial cases, the PAO may be called upon by proper government authorities to render legal representation, assistance, and counselling.<\/p>\n<p>However, there are a couple of tests you\u2019ll need to pass to be qualified for legal assistance.<\/p>\n<h4 class=\"wp-block-heading\">The Merit Test<\/h4>\n<p>To make it simpler to understand, a case is deemed unmeritorius (without merit) if it appears that it has no chance of success, or is intended merely to harass, injure or wrong the opposite party.<\/p>\n<p>As such, because the accused enjoys the constitutional presumption of innocence until proven guilty, if you\u2019re involved in a criminal case, the cases are considered meritorious.<\/p>\n<h4 class=\"wp-block-heading\">The Indigency Test<\/h4>\n<p>There are a few main considerations for one to be considered \u201cindigent\u201d These include:<\/p>\n<ul class=\"wp-block-list\">\n<li>For residents of Metro Manila, net income does not exceed <strong>P14,000<\/strong> a month. <\/li>\n<li>For residents of other cities, net income does not exceed <strong>P13,000<\/strong>. <\/li>\n<li>For residents of other places, net income does not exceed <strong>P12,000<\/strong>. <\/li>\n<\/ul>\n<p>Applicants for free legal assistance shall be required to execute an Affidavit of Indigency and submit any of the following:<\/p>\n<ul class=\"wp-block-list\">\n<li>Latest Income Tax Return, or pay slip, or other proofs of income. <\/li>\n<li>Certificate of Indigency from the Department of Social Welfare and Development (its local District Office or Municipal Social Welfare and Development Office)<\/li>\n<li>Certificate of Indigency from the Barangay Chairman<\/li>\n<\/ul>\n<p>Should you pass the two tests, there are a list of cases, which may be provisioanlly accepted by the PAO. While the Indigency Test is basically the same, they also consider:<\/p>\n<ul class=\"wp-block-list\">\n<li><strong>Nature of the case<\/strong> \u2013 The ALSC will only accept cases that are consistent with a client\u2019s claim of indigency. This means that cases involving matters like such as BP 22, sum of money, forfeiture, annulments, among others, will most likely not be accepted. <\/li>\n<li><strong>Venue of action<\/strong> \u2013 As a general rule, the ALSC will only accept cases filed or pending in Makati or Mandaluyong.
