The Treasury is understood to have drawn up plans to update the value of homes currently in the top three council tax bands \u2013 F to H.<\/p>\n<p class=\"dcr-130mj7b\">All properties above a yet to be determined threshold, expected to be set at \u00a31m-\u00a32m, could then face a flat rate annual levy of perhaps \u00a32,000-\u00a33,000 in addition to their existing council tax bill. If implemented, the revenue from this charge \u2013 styled by some as a \u201cmansion tax\u201d \u2013 would go straight to the Treasury.<\/p>\n<p class=\"dcr-130mj7b\">Helen Miller, the director of the Institute for Fiscal Studies (IFS) thinktank, said a partial revaluation along these lines would make the system more complex.<\/p>\n<p class=\"dcr-130mj7b\">\u201cIt has the air of trying to scrape a bit more money where you need it, as opposed to just grasping the nettle,\u201d she said.<\/p>\n<p class=\"dcr-130mj7b\">\u201cOnce you\u2019ve done that much revaluation, couldn\u2019t you just revalue the whole stock, and then actually update council tax? If not now, when? How many more decades do we have to be saying, we\u2019re basing council tax on 1991 valuations?\u201d<\/p>\n<p class=\"dcr-130mj7b\">The deputy chief executive of the New Economics Foundation, Hannah Peaker, agreed: \u201cThe government should absolutely be rethinking property tax, and not least because this is one of the most economically efficient ways to raise funds for our starved public services.<\/p>\n<p class=\"dcr-130mj7b\">\u201cBut doing this in a haphazard way risks perpetuating the inequalities our current system creates. Instead, they should put in the hard yards to design a much bolder and fairer tax \u2013 and that starts with wholesale revaluation.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Successive governments <a href=\"https:\/\/www.theguardian.com\/money\/2024\/apr\/07\/a-deeply-broken-system-is-it-time-england-abandoned-council-tax\" data-link-name=\"in body link\">have ducked revaluation<\/a>, fearing a fierce backlash from households that would lose out.<\/p>\n<p class=\"dcr-130mj7b\">Some Labour MPs are concerned about the impact of the proposed measure on their constituents, with one pointing to the prevalence of \u201casset rich, cash poor\u201d households.<\/p>\n<p class=\"dcr-130mj7b\">Reeves has argued that those with the \u201cbroadest shoulders\u201d will have to bear their fair share of additional taxes, but it is understood that where that threshold will be set has not yet been decided.<\/p>\n<p class=\"dcr-130mj7b\">The policy, aimed at making the out of kilter council tax system more progressive, is expected to be one of a slate of measures aimed at raising significant revenue without breaking Labour\u2019s manifesto tax promises.<\/p>\n<p class=\"dcr-130mj7b\">A Treasury spokesperson said: \u201cWe do not comment on speculation.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Adam Corlett, a principal economist at the Resolution Foundation thinktank, welcomed the government\u2019s approach, saying it would help to make the system fairer. \u201cIt\u2019s a good thing,\u201d he said. \u201cWe have not made progress on council tax since the \u201990s and at the moment those in the most expensive properties are paying the least as a share of their incomes.\u201d<\/p>\n<p class=\"dcr-130mj7b\">He added that the Treasury could levy the new charge on property owners, not tenants \u2013 unlike council tax \u2013 which he said would mark another improvement.<\/p>\n<p class=\"dcr-130mj7b\">Estimates suggest that Reeves\u2019s new property charge would bring in less than \u00a31bn a year, depending on the threshold and the size of the levy.<\/p>\n<p class=\"dcr-130mj7b\">The Institute for Public Policy Research thinktank last week mooted <a href=\"https:\/\/www.ippr.org\/media-office\/cut-council-tax-for-vast-majority-by-raising-top-three-tax-bands-recommends-ippr\" data-link-name=\"in body link\">a much more radical approach<\/a> that would raise \u00a33bn for the Treasury, plus a further \u00a31bn recycled into cutting council tax for those in less valuable properties.<\/p>\n<p class=\"dcr-130mj7b\">Reeves\u2019s plan is not expected to be introduced immediately, allowing time for householders to prepare. It is also likely to include a \u201cdeferral\u201d scheme, whereby the cost could be met from a homeowner\u2019s estate when they die, to avoid accusations of forcing older people in higher value properties to sell up if they might struggle to meet the charge.<\/p>\n<p class=\"dcr-130mj7b\">During the long and politically fraught run-up to next week\u2019s budget, the chancellor <a href=\"https:\/\/www.theguardian.com\/politics\/2025\/nov\/04\/rachel-reeves-avoids-ruling-out-tax-rises-as-autumn-budget-looms\" data-link-name=\"in body link\">cleared the way<\/a> for a historic increase in income tax rates in direct contradiction to Labour\u2019s manifesto; but <a href=\"https:\/\/www.theguardian.com\/business\/2025\/nov\/14\/rachel-reeves-plan-income-tax-rise-bond-sell-off-pound-dollar-markets\" data-link-name=\"in body link\">it emerged last week that the idea had been dropped.<\/a><\/p>\n<p class=\"dcr-130mj7b\">The Treasury claimed the change of heart resulted from better than expected forecasts from the Office for <a href=\"https:\/\/www.theguardian.com\/uk\/budget\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">Budget<\/a> Responsibility, though it also coincided with a fresh leadership crisis for Keir Starmer.<\/p>\n<\/div>\n\n","protected":false},"excerpt":{"rendered":"<p>Rachel Reeves has been urged to \u201cgrasp the nettle\u201d and kick off a wholesale revaluation of the nation\u2019s homes for council tax at next week\u2019s budget, as she prepares to introduce a levy on the most expensive properties.
