The focus of the protests was\u00a0<a href=\"https:\/\/www.loc.gov\/item\/global-legal-monitor\/2025-05-27\/indonesia-parliament-passes-controversial-amendments-to-law-on-the-military\/?loclr=bloglaw\" target=\"_blank\" rel=\"noopener\">changes to the law<\/a>\u00a0that governs the country\u2019s military. Last year, in August, the were mass protests over\u00a0<a class=\"external\" href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/power-struggle-between-indonesias-court-parliament-sparks-protests-2024-08-22\/\" target=\"_blank\" rel=\"noopener\" aria-describedby=\"external-link-message\">proposals<\/a>\u00a0to amend the local election laws, which were\u00a0<a class=\"external\" href=\"https:\/\/www.cnn.com\/2024\/08\/22\/asia\/indonesia-protests-election-law-intl\" target=\"_blank\" rel=\"noopener\" aria-describedby=\"external-link-message\">subsequently scrapped<\/a>. Other\u00a0<a class=\"external\" href=\"https:\/\/www.abc.net.au\/news\/2025-02-20\/prabowo-faces-first-nationwide-protest-dark-indonesia-budget-cut\/104959096\" target=\"_blank\" rel=\"noopener\" aria-describedby=\"external-link-message\">government actions<\/a>\u00a0have also seen people take to the streets over the past few months. Civil society groups have been involved in supporting and organizing different protests, with the bulk of protesters being university students. Academics have also\u00a0<a class=\"external\" href=\"https:\/\/www.internationalaffairs.org.au\/australianoutlook\/prabowo-and-indonesias-democratic-crossroads\/\" target=\"_blank\" rel=\"noopener\" aria-describedby=\"external-link-message\">raised concerns<\/a>\u00a0about government transparency and approaches to dissent.<\/p>\n<p>Indonesia is a country that has experienced significant upheavals in the form and structures of its government over the past century, including colonial governance under Dutch rule, Japanese occupation during World War II, a successful\u00a0<a class=\"external\" href=\"https:\/\/www.britannica.com\/place\/Indonesia\/Toward-independence\" target=\"_blank\" rel=\"noopener\" aria-describedby=\"external-link-message\">fight for independence<\/a>\u00a0following the war, a\u00a0<a class=\"external\" href=\"https:\/\/www.britannica.com\/place\/Indonesia\/Indonesia-from-the-coup-to-the-end-of-the-New-Order\" target=\"_blank\" rel=\"noopener\" aria-describedby=\"external-link-message\">failed coup<\/a>\u00a0and subsequent mass killings in the mid-1960s, a\u00a0<a class=\"external\" href=\"https:\/\/www.britannica.com\/biography\/Suharto\" target=\"_blank\" rel=\"noopener\" aria-describedby=\"external-link-message\">military dictatorship<\/a>\u00a0that lasted from 1967 to 1998, a period of\u00a0<a class=\"external\" href=\"https:\/\/www.britannica.com\/place\/Indonesia\/Indonesia-after-Suharto\" target=\"_blank\" rel=\"noopener\" aria-describedby=\"external-link-message\">major reforms<\/a>\u00a0starting in the late 1990s and early 2000s as part of a shift to democracy (<em>reformasi\u00a0<\/em>period)<em>,<\/em>\u00a0and\u00a0<a class=\"external\" href=\"https:\/\/www.hudson.org\/politics-government\/will-prabowos-election-end-indonesias-era-reformasi-paul-marshall\" target=\"_blank\" rel=\"noopener\" aria-describedby=\"external-link-message\">concerns<\/a>\u00a0in more recent years about changes to laws and structures that some feel impinge on democratic values.<\/p>\n<p>A recently published report on the Law Library\u2019s website,\u00a0<a href=\"https:\/\/www.loc.gov\/item\/2025291256\/?loclr=bloglaw\" target=\"_blank\" rel=\"noopener\"><em>Indonesia: Civil Space Legal Framework<\/em><\/a>, provides information on the rights and freedoms protected in the\u00a0<a class=\"external\" href=\"http:\/\/www.humanrights.asia\/indonesian-constitution-1945-consolidated\/?loclr=bloglaw\" target=\"_blank\" rel=\"noopener\" aria-describedby=\"external-link-message\">1945 Constitution of Indonesia<\/a>\u00a0following its amendment during the\u00a0<em>reformasi\u00a0<\/em>period and on protections in several other laws enacted during that period, including laws on human rights, the press and broadcasting, expressing opinions in public, and trade or labor unions. It also provides information on the 1946 Criminal Code and the new\u00a0<a class=\"external\" href=\"https:\/\/the-world-is-watching.org\/wp-content\/uploads\/2023\/02\/2023-Indonesia-Penal-Code.pdf\" target=\"_blank\" rel=\"noopener\" aria-describedby=\"external-link-message\">2023 Criminal Code<\/a>, as well as provisions in the\u00a0<a class=\"external\" href=\"https:\/\/www.agilegal.id\/publication\/articles\/27510\/amends-electronic-information-and-transactions-law\" target=\"_blank\" rel=\"noopener\" aria-describedby=\"external-link-message\">2008 Law on Electronic Information and Transactions<\/a>, that can be used to restrict certain rights, such as the freedom of expression. Various court challenges to these and other laws are also noted in the report.
