All governments have to perform U-turns from time to time and over the weekend Keir Starmer had to stage another, announcing that he would order a national inquiry into the grooming gangs scandal. Although Starmer can argue that he never firmly ruled out an inquiry, and that he is just responding to a recommendation from a short, evidence-based<a href=\"https:\/\/www.gov.uk\/government\/publications\/national-audit-on-group-based-child-sexual-exploitation-and-abuse-terms-of-reference\/national-audit-on-group-based-child-sexual-exploitation-and-abuse-terms-of-reference\" data-link-name=\"in body link\"> audit of \u201cour understanding of the scale, nature and drivers\u201d of grooming gang abuse<\/a> conducted by Louise Casey, this is still embarrassing because it is an obvious victory for Kemi Badenoch, Reform UK and Elon Musk (probably the prime mover in this) who were aggressively lobbying for a national inquiry in the new year. Badenoch is now saying<a href=\"https:\/\/www.express.co.uk\/news\/politics\/2068982\/Labour-Starmer-Kemi-Badenoch-Nigel-Farage-grooming-gangs-Casey\" data-link-name=\"in body link\"> Starmer should apologise <\/a>for not agreeing with her more swiftly. As <a href=\"https:\/\/www.theguardian.com\/politics\/live\/2025\/jun\/10\/ed-miliband-sizewell-c-spending-review-labour-keir-starmer-uk-politics-latest-updates-news?page=with%3Ablock-6847f0558f08b83ed0439b41#block-6847f0558f08b83ed0439b41\" data-link-name=\"in body link\">explained last week<\/a>, when the opposition has to resort to demanding an apology, that is normally a sign of weakness, not strength, because it means it is running out of proper grievances to pursue. But this remains difficult territory for Labour. Police have already reopened over 800 historic cases of group-based child sexual abuse since the home secretary asked them in January to look again at cases that were closed too early and victims denied justice.<\/p>\n<\/blockquote>\n<ul class=\"dcr-16w5gq9\">\n<li class=\"dcr-16w5gq9\">\n<p class=\"dcr-16w5gq9\"><strong>The Home Office is due to publish the Casey report into the grooming gangs. <\/strong>Casey was asked at the start of the year to \u201cuncover the nature, scale and profile of group based CSEA [child sexual exploitation and abuse] offending\u201d, to provide evidence about the ethnicity of offenders, and to consider \u201cthe cultural and societal drivers for this type of offending and the motivations and characteristics of grooming gang offending\u201d.<\/p>\n<\/li>\n<\/ul>\n<ul class=\"dcr-16w5gq9\">\n<li class=\"dcr-16w5gq9\">\n<p class=\"dcr-16w5gq9\"><strong>Chris Philp, the shadow home secretary, has claimed that there could be hundreds of people who deserve to go to jail for covering up grooming gang abuse. <\/strong>In an interview with Sky News defending the need for an inquiry, Philp said:<\/p>\n<\/li>\n<\/ul>\n<blockquote data-spacefinder-role=\"inline\" class=\"dcr-154zxly\">\n<p><svg viewbox=\"0 0 22 14\" style=\"fill:var(--block-quote-fill)\" class=\"dcr-scql1j\"><path d=\"M5.255 0h4.75c-.572 4.53-1.077 8.972-1.297 13.941H0C.792 9.104 2.44 4.53 5.255 0Zm11.061 0H21c-.506 4.53-1.077 8.972-1.297 13.941h-8.686c.902-4.837 2.485-9.411 5.3-13.941Z\"\/><\/svg>What I\u2019ve heard in the last few months, meeting retired police officers and meeting survivors, and what has really shocked me, has been the way that this was deliberately covered up over years and possibly decades.<\/p>\n<p>It wasn\u2019t that people were just negligent or just didn\u2019t look into it properly. They deliberately and actively covered it up. I\u2019m talking about senior police officers, local council leaders, social services, the Crown Prosecution Service.<\/p>\n<p>And the reason they deliberately covered it up for years was because the victims were mainly very young white girls, often from troubled backgrounds, from care homes and so on, whereas the perpetrators were mainly of Pakistani heritage. And people in authority at the time were more concerned about so-called race relations than they were about protecting young girls \u2026<\/p>\n<p>There\u2019s a criminal offence called misconduct in public office, and I think those people \u2013 and I\u2019m not talking about handful, it is probably dozens or maybe hundreds of people in positions of authority over the years \u2013 deliberately covered this up. I think they are guilty of that criminal offence and frankly should be going to prison.<\/p>\n<\/blockquote>\n<p class=\"dcr-16w5gq9\">As an example, Philp cited <a href=\"https:\/\/www.gbnews.com\/news\/grooming-gangs-retired-police-officer-arrest-threat-abuse-rape-investigation\" data-link-name=\"in body link\">evidence given by John Piekos<\/a>, a former police office who says that, after he left the force and tried to get the police in West Yorkshire to investigate grooming at a children\u2019s home in Bradford, he was told by a serving police officer and a council official to drop the<\/p>\n<p class=\"dcr-16w5gq9\">Here is the agenda for the day.<\/p>\n<p class=\"dcr-16w5gq9\"><em>9.30am:<\/em> John Swinney, Scotland\u2019s first minister, gives a speech promising a \u201cnational project of renewal\u201d.<\/p>\n<p class=\"dcr-16w5gq9\"><em>Morning:<\/em> Rachel Reeves, the chancellor (who was also promising renewal in her spending review last week), is on a visit in the north-east of England, promoting plans to improve the road network\/<\/p>\n<p class=\"dcr-16w5gq9\"><em>11.30am:<\/em> Downing Street holds a lobby briefing.<\/p>\n<p class=\"dcr-16w5gq9\"><em>2.30pm:<\/em> Bridget Phillipson, the education secretary, takes questions in the Commons.<\/p>\n<p class=\"dcr-16w5gq9\"><em>After 3.30pm:<\/em> David Lammy, the foreign secretary, and Yvette Cooper, the home secretary, are due to make Commons statement, on the Israel\/Iran conflict, and the inquiry into grooming gangs respectively.
