It is shared here with permission under a Creative Commons (CC BY-NC-ND 3.0) license.<\/em><\/p>\n<\/div>\n<\/div>\n<p class=\"has-drop-cap\">U.S. President\u00a0<a href=\"https:\/\/www.commondreams.org\/tag\/donald-trump\" target=\"_blank\" rel=\"noreferrer noopener\">Donald Trump<\/a>\u00a0deployed 2,000 National Guard members in response to protests against Immigration and Customs Enforcement activity in Los Angeles over the weekend, as Secretary of Defense Pete Hegseth threatened to call in the marines.<\/p>\n<p>The protests kicked off on Friday in opposition to ICE raids of retail establishments around Los Angeles. During Friday\u2019s protests David Huerta, president of SEIU California and SEIU-United Service Workers West,\u00a0<a href=\"https:\/\/www.commondreams.org\/news\/david-huerta-arrested\" target=\"_blank\" rel=\"noreferrer noopener\">was injured<\/a>\u00a0and then arrested while observing a raid. His arrest sparked further protests, which carried over into Saturday in response to apparent ICE activity in the nearby city of Paramount.<\/p>\n<aside>\n\t\t<\/aside>\n<aside>\n\t\t<\/aside>\n<p>\u201cThe Trump administration\u2019s baseless deployment of the National Guard is plainly retaliation against California, a stronghold for immigrant communities, and is akin to a declaration of war on all Californians,\u201d Victor Leung, chief legal and advocacy officer at the American Civil Liberties Union (ACLU) Foundation of Southern California,\u00a0<a href=\"https:\/\/www.aclusocal.org\/en\/press-releases\/aclu-statement-trumps-deployment-national-guard-los-angeles\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>\u00a0in a statement.<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cThey yell \u2018invasion\u2019 at the border\u2014but this is the real one: Trump is seizing control of California\u2019s National Guard and forcing 2,000 troops into our streets.\u201d<\/p>\n<\/blockquote>\n<p>Saturday\u2019s most dramatic protest occurred outside a Home Depot in Paramount following rumors of an ICE raid there. However, Paramount Mayor Peggy Lemons\u00a0<a href=\"https:\/\/www.latimes.com\/california\/story\/2025-06-07\/paramount-home-depot\" target=\"_blank\" rel=\"noreferrer noopener\">told<\/a>\u00a0the\u00a0<em>Los Angeles Times<\/em>\u00a0that the ICE agents may instead have been staging at a nearby Department of Homeland Security (DHS) office. There were also rumors of an ICE raid on a meatpacking plant that never occurred.<\/p>\n<p>\u201cWe don\u2019t know what was happening, or what their target was. To think that there would be no heightening of fear and no consequences from the community doesn\u2019t sound like good preparation to me,\u201d Lemons said. \u201cAbove all, there is no communication and things are done on a whim. And that creates chaos and fear.\u201d<\/p>\n<p>According to the\u00a0<em>LA Times<\/em>, the Home Depot protests began peacefully until officers lobbed flash-bang grenades and pepper balls at the crowd, after which some individuals responded by throwing rocks and other objects at the ICE cars, and one person drove their vehicle toward the ICE agents.<\/p>\n<p>\u201cMany of the protesters did not appear to engage in these tactics,\u201d the\u00a0<em>LA Times\u00a0<\/em>reported.<\/p>\n<p>In another incident, Lindsay Toczylowski, the chief executive of Immigrant Defenders Law Center,\u00a0<a href=\"https:\/\/x.com\/L_Toczylowski\/status\/1931415848020832543\" target=\"_blank\" rel=\"noreferrer noopener\">wrote<\/a>\u00a0on social media that ICE agents threw a tear-gas canister at two of the center\u2019s female attorneys after they asked the agents if they could see a warrant and observe their activities.<\/p>\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\">\n<div class=\"wp-block-embed__wrapper\">\n<div class=\"embed-twitter\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">ICE just threw a teargas canister at the two female <a href=\"https:\/\/twitter.com\/ImmDef?ref_src=twsrc%5Etfw\">@immdef<\/a> attorneys moments after this picture was taken while they were calmly asking to be allowed to see the warrant and to be allowed to observe its execution. <a href=\"https:\/\/t.co\/aOtFIRqDyh\">https:\/\/t.co\/aOtFIRqDyh<\/a><\/p>\n<p>\u2014 Lindsay Toczylowski (@L_Toczylowski) <a href=\"https:\/\/twitter.com\/L_Toczylowski\/status\/1931415848020832543?ref_src=twsrc%5Etfw\">June 7, 2025<\/a><\/p><\/blockquote>\n<\/div>\n<\/div>\n<\/figure>\n<p>The U.S. Attorney\u2019s Office for the Central District of California\u00a0<a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/jun\/07\/immigration-raids-los-angeles\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>\u00a0that over a dozen people were arrested on Saturday for interfering with the work of immigration agents.<\/p>\n<p>The first member of the Trump administration to mention sending in the National Guard was White House border czar Tom Homan, who told\u00a0<em>Fox News<\/em>, \u201cWe\u2019re gonna bring National Guard in tonight and we\u2019re gonna continue doing our job. This is about enforcing the law.\u201d<\/p>\n<p>Trump then\u00a0<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/06\/department-of-defense-security-for-the-protection-of-department-of-homeland-security-functions\/\" target=\"_blank\" rel=\"noreferrer noopener\">signed<\/a>\u00a0a memo Saturday night calling members of the California National Guard into federal service to protect ICE and other government officials.<\/p>\n<p>\u201cTo the extent that protests or acts of violence directly inhibit the execution of the laws, they constitute a form of rebellion against the authority of the Government of the United States,\u201d the memo reads in part.<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cThe only threat to safety today is the masked goon squads that the administration has deployed to terrorize the communities of Los Angeles County.\u201d<\/p>\n<\/blockquote>\n<p>Instead of using the Insurrection Act, as some had\u00a0<a href=\"https:\/\/www.kenklippenstein.com\/p\/breaking-national-guard-to-put-down?utm_source=post-email-title&amp;publication_id=7677&amp;post_id=165437328&amp;utm_campaign=email-post-title&amp;isFreemail=true&amp;r=ebbw&amp;triedRedirect=true&amp;utm_medium=email\" target=\"_blank\" rel=\"noreferrer noopener\">speculated<\/a>\u00a0he might, Trump federalized the guard members under the president\u2019s Title 10 authority, which\u00a0<a href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/10\/12406\" target=\"_blank\" rel=\"noreferrer noopener\">allows<\/a>\u00a0the president to place the National Guard under federal control given certain conditions, but does not allow those troops to carry out domestic law enforcement activities, which invoking the Insurrection Act would enable.<\/p>\n<p>\u201cOn its face, then, the memorandum federalizes 2,000 California National Guard troops for the sole purpose of protecting the relevant DHS personnel\u00a0<em>against<\/em>\u00a0attacks,\u201d Georgetown University Law Center professor Steve Vladeck\u00a0<a href=\"https:\/\/www.stevevladeck.com\/p\/156-federalizing-the-california-national\" target=\"_blank\" rel=\"noreferrer noopener\">explained<\/a>\u00a0in a blog post Saturday. \u201cThat\u2019s a significant (and, in my view, unnecessary) escalation of events in a context in which no local or state authorities have requested such federal assistance. But by itself, this is\u00a0<em>not<\/em>\u00a0the mass deployment of troops into U.S. cities that had been rumored for some time.\u201d<\/p>\n<p>Indeed, several state leaders spoke out against the deployment.<\/p>\n<p>\u201cThe federal government is moving to take over the California National Guard and deploy 2,000 soldiers,\u201d California Gov. Gavin Newsom\u00a0<a href=\"https:\/\/x.com\/CAgovernor\/status\/1931504803487879617\" target=\"_blank\" rel=\"noreferrer noopener\">wrote<\/a>\u00a0on social media Saturday. \u201cThat move is purposefully inflammatory and will only escalate tensions. LA authorities are able to access law enforcement assistance at a moment\u2019s notice. We are in close coordination with the city and county, and there is currently no unmet need.\u201d<\/p>\n<p>\u201cThe Guard has been admirably serving LA throughout recovery,\u201d he continued, referring to the devastating wildfires that\u00a0<a href=\"https:\/\/www.commondreams.org\/news\/los-angeles-fires-costliest\" target=\"_blank\" rel=\"noreferrer noopener\">swept<\/a>\u00a0the city early this year. \u201cThis is the wrong mission and will erode public trust.\u201d<\/p>\n<p>Sen. Alex Padilla (D-Calif.)\u00a0<a href=\"https:\/\/x.com\/SenAlexPadilla\/status\/1931509244538564781\" target=\"_blank\" rel=\"noreferrer noopener\">posted<\/a>\u00a0on social media that he \u201ccouldn\u2019t agree more.\u201d<\/p>\n<p>\u201cUsing the National Guard this way is a completely inappropriate and misguided mission,\u201d Padilla said. \u201cThe Trump administration is just sowing more chaos and division in our communities.\u201d<\/p>\n<p>Rep. Norma Torres (D-Calif.)\u00a0<a href=\"https:\/\/x.com\/NormaJTorres\/status\/1931552161361498178\" target=\"_blank\" rel=\"noreferrer noopener\">added<\/a>, \u201cThey yell \u2018invasion\u2019 at the border\u2014but this is the real one: Trump is seizing control of California\u2019s National Guard and forcing 2,000 troops into our streets.\u201d<\/p>\n<p>While the National Guard\u2019s mission is currently limited, Vladeck argued that there were three reasons to be \u201cdeeply concerned\u201d about the development. First, troops could still respond to real or perceived threats with violence, escalating the situation; second, escalation may be the desired outcome from the Trump administration, and used as a pretext to invoke the Insurrection Act after all; and third, this could depress the morale of both National Guard members and the civilians they engage with while degrading the relationships between federal, local, and state authorities.<\/p>\n<p>\u201cThere is something deeply pernicious about invoking any of these authorities except in circumstances in which their necessity is a matter of consensus beyond the president\u2019s political supporters,\u201d Vladeck wrote. \u201cThe law may well allow President Trump to do what he did Saturday night. But just because something is legal does not mean that it is wise\u2014for the present or future of our Republic.\u201d<\/p>\n<p>Leung of the ACLU criticized both the ICE raids and the decision to deploy the Guard.<\/p>\n<p>\u201cWorkers in our garment districts or day laborers seeking work outside of Home Depot do not undermine public safety,\u201d Leung said. \u201cThey are our fathers and mothers and neighbors going about their day and making ends meet. Rather, the only threat to safety today is the masked goon squads that the administration has deployed to terrorize the communities of Los Angeles County.\u201d<\/p>\n<p>He continued: \u201cThere is no rational reason to deploy the National Guard on Angelenos, who are rightfully outraged by the federal government\u2019s attack on our communities and justly exercising their First Amendment right to protest the violent separation of our families. We intend to file suit and hold this administration accountable and to protect our communities from further attacks.\u201d<\/p>\n<p>National political leaders also spoke out Sunday morning.<\/p>\n<p>Sen. Chris Murphy (D-Conn.)\u00a0<a href=\"https:\/\/x.com\/ChrisMurphyCT\/status\/1931663399798096027\" target=\"_blank\" rel=\"noreferrer noopener\">wrote<\/a>\u00a0on social media that it was \u201cimportant to remember that Trump isn\u2019t trying to heal or keep the peace. He is looking to inflame and divide. His movement doesn\u2019t believe in democracy or protest\u2014and if they get a chance to end the rule of law they will take it. None of this is on the level.\u201d<\/p>\n<p>Sen.\u00a0<a href=\"https:\/\/www.commondreams.org\/tag\/bernie-sanders\" target=\"_blank\" rel=\"noreferrer noopener\">Bernie Sanders<\/a>\u00a0(I-Vt.) posted that the entire incident was \u201cTrump\u2019s authoritarianism in real time.\u201d<\/p>\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\">\n<div class=\"wp-block-embed__wrapper\">\n<div class=\"embed-twitter\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Trump\u2019s authoritarianism in real time:<\/p>\n<p>\u25aa\ufe0fConduct massive illegal raids.\u00a0\u00a0<br \/>\u25aa\ufe0fProvoke a counter-response.\u00a0\u00a0<br \/>\u25aa\ufe0fDeclare a state of emergency.\u00a0\u00a0<br \/>\u25aa\ufe0fCall in the troops.<\/p>\n<p>Unacceptable.<\/p>\n<p>\u2014 Bernie Sanders (@BernieSanders) <a href=\"https:\/\/twitter.com\/BernieSanders\/status\/1931727686952526003?ref_src=twsrc%5Etfw\">June 8, 2025<\/a><\/p><\/blockquote>\n<\/div>\n<\/div>\n<\/figure>\n<p>Meanwhile, Secretary of Defense Pete Hegseth threatened further escalation Saturday night when he\u00a0<a href=\"https:\/\/x.com\/PeteHegseth\/status\/1931533276985823392\" target=\"_blank\" rel=\"noreferrer noopener\">tweeted<\/a>\u00a0that \u201cif violence continues, active duty Marines at Camp Pendleton will also be mobilized\u2014they are on high alert.\u201d<\/p>\n<p>Newsom\u00a0<a href=\"https:\/\/x.com\/GavinNewsom\/status\/1931565409440088175\" target=\"_blank\" rel=\"noreferrer noopener\">responded<\/a>: \u201cThe Secretary of Defense is now threatening to deploy active-duty Marines on American soil against its own citizens. This is deranged behavior.\u201d<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cThis is an abuse of power and what dictators do. It\u2019s unnecessary and not needed.\u201d<\/p>\n<\/blockquote>\n<p>Hegseth then\u00a0<a href=\"https:\/\/x.com\/PeteHegseth\/status\/1931700379361677782\" target=\"_blank\" rel=\"noreferrer noopener\">doubled down<\/a>\u00a0on the threat Sunday morning, replying on social media that it was \u201cderanged\u201d to allow \u201cyour city to burn and law enforcement to be attacked.\u201d<\/p>\n<p>\u201cThe National Guard, and Marines if need be, stand with ICE,\u201d he posted.<\/p>\n<p>Journalist Ryan Grim\u00a0<a href=\"https:\/\/x.com\/ryangrim\/status\/1931536649525105129\" target=\"_blank\" rel=\"noreferrer noopener\">noted<\/a>\u00a0that it was an \u201cominous development\u201d for the secretary of defense to be commenting on immigration policy or local law enforcement at all.<\/p>\n<p>Rep. Nanette Barrag\u00e1n (D-Calif.)\u00a0<a href=\"https:\/\/x.com\/RepBarragan\/status\/1931546772842725473\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>\u00a0of Trump and Hegseth\u2019s escalations: \u201cThis is an abuse of power and what dictators do. It\u2019s unnecessary and not needed.\u201d<\/p>\n<p>Writing on his Truth Social platform early Sunday, Trump\u00a0<a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/114646378582957392\" target=\"_blank\" rel=\"noreferrer noopener\">praised<\/a>\u00a0the National Guard for their work in Los Angeles. Yet local and state leaders pointed out that the Guard had not yet arrived in the city by the time the post was made.<\/p>\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\"\/>\n<p>As of Sunday morning, the National Guard had arrived in downtown Los Angeles and Paramount,<em>\u00a0ABC 7<\/em> <a href=\"https:\/\/abc7.com\/live-updates\/tensions-flare-downtown-la-anti-ice-protesters-clash-agents-live-updates\/16692645\/entry\/16695462\/?linkId=828840736\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>.<\/p>\n<p>In the midst of the uproar over Trump\u2019s actions, labor groups continued to decry the ICE raids and call for the release of Huerta.<\/p>\n<p>National Nurses United\u00a0<a href=\"https:\/\/www.nationalnursesunited.org\/press\/nnu-condemns-immigration-raids-and-joins-labor-in-demanding-release-of-seiu-president\" target=\"_blank\" rel=\"noreferrer noopener\">wrote<\/a>\u00a0on Friday: \u201cWith these raids, the government is sowing intense fear for personal safety among our immigrant and migrant community. Nurses and other union workers oppose this, and are standing up in solidarity with fellow immigrant workers. We refuse to be silent, and people like David Huerta are bravely putting their own bodies on the line to bear witness to what ICE is doing. It\u2019s appalling that ICE injured and detained him while he was exercising his First Amendment rights. We demand his immediate release.\u201d<\/p>\n<p>AFL-CIO President Liz Shuler and AFL-CIO Secretary-Treasurer Fred Redmond\u00a0<a href=\"https:\/\/aflcio.org\/press\/releases\/afl-cio-demands-immediate-release-seiu-california-president-david-huerta\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>\u00a0in a statement Saturday:<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>The nearly 15 million working people of the AFL-CIO and our affiliated unions demand the immediate release of California Federation of Labor Unions Vice President and SEIU California and SEIU-USWW President David Huerta. As the Trump administration\u2019s mass deportation agenda has unnecessarily targeted our hard-working immigrant brothers and sisters, David was exercising his constitutional rights and conducting legal observation of ICE activity in his community. He was doing what he has always done, and what we do in unions: putting solidarity into practice and defending our fellow workers. In response, ICE agents violently arrested him, physically injuring David in the process, and are continuing to detain him\u2014a violation of David\u2019s civil liberties and the freedoms this country holds dear. The labor movement stands with David, and we will continue to demand justice for our union brother until he is released.<\/p>\n<\/blockquote>\n<p>The unrest in Los Angeles may continue as Barrag\u00e1n\u00a0<a href=\"https:\/\/www.theguardian.com\/us-news\/live\/2025\/jun\/08\/trump-national-guard-la-protests-immigration-ice-us-politics-live-news?page=with%3Ablock-6845a0438f08179dec9cdbf1#block-6845a0438f08179dec9cdbf1\" target=\"_blank\" rel=\"noreferrer noopener\">told<\/a> <em>CNN\u00a0<\/em>on Sunday she had been informed that ICE would be present in LA for a month. She argued that the National Guard deployment would only inflame the conflict.<\/p>\n<p>\u201cWe haven\u2019t asked for the help. We don\u2019t need the help. This is [President Trump] escalating it, causing tensions to rise.
