A recent survey involving over 15,000 schools <a href=\"https:\/\/www.theguardian.com\/education\/2025\/apr\/10\/majority-of-schools-in-england-ban-mobile-phone-use-survey-shows?ref=fixthenews.com\">revealed<\/a> that 99.8% of primary schools and 90% of secondary schools have introduced some form of restriction on smartphone use, according to a report by <a href=\"https:\/\/www.theguardian.com\/education\/2024\/sep\/13\/academy-chain-with-35000-pupils-to-be-first-in-england-to-go-phone-free\">The Guardian<\/a>.<\/p>\n<p>This shift toward self-regulation reflects what many experts describe as a triumph of school-level decision-making. Rather than waiting for government legislation, UK school leaders have taken matters into their own hands, driven by growing concerns over the impact of smartphones on student learning and mental health. UK Education Secretary Bridget Philipson praised this development, stating that the survey provides \u201ccomprehensive evidence\u201d that backing school leaders to implement bans on their own terms is proving to be an effective approach.<\/p>\n<p>Experts like Tom Rees, chief executive of the Ormiston Academies Trust\u2014one of the country\u2019s largest academy chains\u2014believe that smartphone presence in classrooms is more harmful than most realize. <em><strong>\u201cA lot of this is about a battle for attention, a battle for focus and concentration,\u201d<\/strong><\/em> Rees explained. He stressed that even when a smartphone is tucked away in a bag or pocket, it remains a silent distractor.<em><strong> \u201cThere\u2019s evidence that tells us that even if your phone is in the same room, your brain is leaking attention, still thinking about it and being drawn to it,\u201d<\/strong><\/em> he said.<\/p>\n<p>Ormiston was the first academy chain in the UK to enforce a complete smartphone ban across its schools. Following closely was the St Albans Primary Schools Consortium, the first in the country to introduce a comprehensive ban for students under 14. According to Justine Elbourne-Cload, co-chair of the consortium, parental response has been overwhelmingly positive. \u201cThey are really onboard. Parents are crying out for that support,\u201d she <a href=\"https:\/\/www.theguardian.com\/technology\/article\/2024\/may\/22\/st-albans-headteachers-call-for-under-14s-smartphone-ban\">shared<\/a>.<\/p>\n<p>While UK schools have moved quickly without national legislation, efforts in the United States are beginning to gain momentum at the state level. Policies vary, with some states taking a firm regulatory approach and others opting for advisory measures.<\/p>\n<p>In states like Delaware, Pennsylvania, and Arkansas, grant funding has been allocated to help schools manage smartphone restrictions. Some schools in these states are utilizing specialized locking pouches or secure storage boxes to prevent access to phones during class time. Florida and California have gone a step further, passing laws that outright prohibit smartphone use during school hours, with California\u2019s ban set to take effect by July 1st of the next academic year.<\/p>\n<p>Meanwhile, states such as Ohio, Virginia, Minnesota, Indiana, and Louisiana have passed legislation requiring schools to create their own policies to curb smartphone usage. These measures give schools flexibility in how they enforce restrictions, while still acknowledging the need to address the issue.<\/p>\n<p>Other states, including Washington and Alabama, have taken a less prescriptive approach by issuing non-binding recommendations.
