{"id":269662,"date":"2025-06-03T02:11:11","date_gmt":"2025-06-03T02:11:11","guid":{"rendered":"https:\/\/peraltafinancing.com\/activist\/gop-tax-bill-will-hurt-children-and-families\/"},"modified":"2025-06-03T02:11:11","modified_gmt":"2025-06-03T02:11:11","slug":"gop-tax-bill-will-hurt-children-and-families","status":"publish","type":"post","link":"https:\/\/fivemor.com\/?p=269662","title":{"rendered":"GOP Tax Bill Will Hurt Children and Families"},"content":{"rendered":"<p> <br \/>\n<br \/><img decoding=\"async\" src=\"https:\/\/progressive.org\/downloads\/21814\/download\/ParentChildRoadSign.jpg?cb=b726bda1ded7636cf0a380af27fa9b08\" \/><\/p>\n<div>\n<p class=\"lead\">One component of the House Republicans\u2019 newly passed <a href=\"https:\/\/www.axios.com\/pro\/energy-policy\/2025\/05\/22\/house-passes-reconciliation-bill\" target=\"_blank\" aria-label=\"Link opens in new window (tax bill)\">tax bill<\/a> is a small, temporary <a href=\"https:\/\/www.nytimes.com\/2025\/05\/15\/us\/politics\/house-gop-tax-bill-trump.html\" target=\"_blank\" aria-label=\"Link opens in new window (expansion)\">expansion<\/a> to the child tax credit, meant to help nudge up the <a href=\"https:\/\/www.nytimes.com\/2025\/04\/21\/us\/politics\/trump-birthrate-proposals.html\" target=\"_blank\" aria-label=\"Link opens in new window (birth rate)\">birth rate<\/a> and enable more parents (mostly mothers) to <a href=\"https:\/\/www.nytimes.com\/2025\/05\/12\/us\/politics\/republicans-parents-babies-home.html\" target=\"_blank\" aria-label=\"Link opens in new window (opt out)\">opt out<\/a> of paid work.\u00a0<\/p>\n<p>At the same time, the bill includes major cuts to child-serving programs including <a href=\"https:\/\/www.kff.org\/policy-watch\/how-will-the-2025-budget-reconciliation-affect-the-aca-medicaid-and-the-uninsured-rate\/?utm_campaign=KFF-Uninsured&amp;utm_medium=email&amp;_hsenc=p2ANqtz-9xUXiYoZzAISNADmjoZvzsdoRLgsJkIg-_1wtXsBCrTCrfWy7g_-2KVFBioEc5LV8KMBVyjCAwaMFhP40qCEO_Gp3FRw&amp;_hsmi=361303141&amp;utm_content=361303141&amp;utm_source=hs_email\" target=\"_blank\" aria-label=\"Link opens in new window (Medicaid)\">Medicaid<\/a> and <a href=\"https:\/\/www.nytimes.com\/2025\/05\/15\/us\/politics\/house-gop-tax-bill-trump.html\" target=\"_blank\" aria-label=\"Link opens in new window (SNAP)\">SNAP<\/a> (formerly food stamps). This comes at the same time the Trump Administration is cutting or delaying funds for <a href=\"https:\/\/www.clasp.org\/blog\/federal-cuts-child-care-head-start\/\" target=\"_blank\" aria-label=\"Link opens in new window (child care)\">child care<\/a> and <a href=\"https:\/\/www.the74million.org\/zero2eight\/head-start-may-have-gotten-a-reprieve-but-its-not-out-of-the-woods\/\" target=\"_blank\" aria-label=\"Link opens in new window (Head Start)\">Head Start<\/a>. The reality is that the extra child tax credit is far too small to replace the benefits from these essential programs. At the end of the day, families will have a harder time making ends meet and being able to spend more time with their kids.<\/p>\n<p>It\u2019s true that many families\u2014especially those with children under age five\u2014could use some more support. As one of four co-authors of \u201c<a href=\"https:\/\/www.russellsage.org\/publications\/cradle-kindergarten-2ndEdition\" target=\"_blank\" aria-label=\"Link opens in new window (Cradle to Kindergarten)\">Cradle to Kindergarten<\/a>,\u201d a book about early childhood policy, I have long argued that parents should have real choice about their children\u2019s care.\u00a0<\/p>\n<p>But the proposed support for families is small: The House-passed bill would provide a <a href=\"https:\/\/www.nytimes.com\/2025\/05\/15\/us\/politics\/house-gop-tax-bill-trump.html\" target=\"_blank\" aria-label=\"Link opens in new window ($1,000 &#x201C;Trump Account&#x201D; payment)\">$1,000 \u201cTrump Account\u201d payment<\/a> that is invested in the stock market for newborns and a child tax credit of\u00a0<a href=\"https:\/\/www.cbsnews.com\/news\/trump-tax-cuts-overtime-social-security-senior-deduction\/\" target=\"_blank\" aria-label=\"Link opens in new window ($2,500)\">$2,500<\/a> per child per year (up from the existing $2,000), but only through 2028. The full enhanced tax credit would amount to just 9 percent of the federal poverty level of <a href=\"https:\/\/aspe.hhs.gov\/topics\/poverty-economic-mobility\/poverty-guidelines\" target=\"_blank\" aria-label=\"Link opens in new window ($26,650)\">$26,650<\/a> for a family of three.\u00a0<\/p>\n<p>Given the costs of raising a family in this day and age, an extra $500, or even $1,000, per child per year, combined with program cuts, will do little if anything to provide low-and middle-income families with real economic security or choice in their children\u2019s care.\u00a0<\/p>\n<p>Meanwhile, the Trump Administration is delaying or slashing funding for <a href=\"https:\/\/www.clasp.org\/blog\/federal-cuts-child-care-head-start\/\" target=\"_blank\" aria-label=\"Link opens in new window (child care)\">child care<\/a> and <a href=\"https:\/\/www.the74million.org\/zero2eight\/head-start-may-have-gotten-a-reprieve-but-its-not-out-of-the-woods\/\" target=\"_blank\" aria-label=\"Link opens in new window (Head Start)\">Head Start<\/a> that actually help working families and promote children\u2019s development. Consider that in 2023, <a href=\"https:\/\/www.americanprogress.org\/article\/breadwinning-women-are-a-lifeline-for-their-families-and-the-economy\/\" target=\"_blank\" aria-label=\"Link opens in new window (four in ten working mothers)\">four in ten working mothers<\/a>, many of whom were single moms, were the breadwinners in their household. Compare that <a href=\"https:\/\/www.cbsnews.com\/news\/trump-tax-cuts-overtime-social-security-senior-deduction\/\" target=\"_blank\" aria-label=\"Link opens in new window ($2,500)\">$2,500<\/a> credit to the cost of child care, which in 2022 had a median cost of <a href=\"https:\/\/www.dol.gov\/agencies\/wb\/topics\/featured-childcare\" target=\"_blank\" aria-label=\"Link opens in new window (between $6,552 and $15,600)\">between $6,552 and $15,600<\/a> for full-time care for one child.\u00a0<\/p>\n<p>The House-passed bill also creates new work requirements and <a href=\"https:\/\/www.nytimes.com\/2025\/05\/22\/opinion\/republicans-medicaid-paperwork.html?utm_source=substack&amp;utm_medium=email\" target=\"_blank\" aria-label=\"Link opens in new window (paperwork)\">paperwork<\/a> hurdles for those who receive assistance through <a href=\"https:\/\/www.kff.org\/policy-watch\/how-will-the-2025-budget-reconciliation-affect-the-aca-medicaid-and-the-uninsured-rate\/?utm_campaign=KFF-Uninsured&amp;utm_medium=email&amp;_hsenc=p2ANqtz-9xUXiYoZzAISNADmjoZvzsdoRLgsJkIg-_1wtXsBCrTCrfWy7g_-2KVFBioEc5LV8KMBVyjCAwaMFhP40qCEO_Gp3FRw&amp;_hsmi=361303141&amp;utm_content=361303141&amp;utm_source=hs_email\" target=\"_blank\" aria-label=\"Link opens in new window (Medicaid)\">Medicaid<\/a> and <a href=\"https:\/\/thehill.com\/homenews\/house\/5297278-house-republicans-agriculture-snap\/\" target=\"_blank\" aria-label=\"Link opens in new window (SNAP)\">SNAP<\/a>. Medicaid pays for more than <a href=\"https:\/\/www.cdc.gov\/nchs\/products\/databriefs\/db468.htm\" target=\"_blank\" aria-label=\"Link opens in new window (four in ten births)\">four in ten births<\/a> and <a href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/19884589\/\" target=\"_blank\" aria-label=\"Link opens in new window (nearly half)\">nearly half<\/a> of all children participate in SNAP before they turn twenty.<\/p>\n<p>The bottom line: Republicans are trying to rip massive holes in the safety net programs children rely on, and plug them with a tiny tax credit.<\/p>\n<p>If Republicans really want to help parents spend more time with their kids, <a href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC9821359\/\" target=\"_blank\" aria-label=\"Link opens in new window (minimum)\">minimum<\/a> <a href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC9387881\/\" target=\"_blank\" aria-label=\"Link opens in new window (wage hikes)\">wage hikes<\/a>, <a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=4901043\" target=\"_blank\" aria-label=\"Link opens in new window (paid sick leave)\">paid sick leave<\/a>, and <a href=\"https:\/\/surface.syr.edu\/cpr\/249\/\" target=\"_blank\" aria-label=\"Link opens in new window (paid family leave)\">paid family leave<\/a> have proven to be effective policies. But, in 2023, <a href=\"https:\/\/www.bls.gov\/ebs\/factsheets\/paid-sick-leave.htm\" target=\"_blank\" aria-label=\"Link opens in new window (one in five)\">one in five<\/a> civilian workers did not have any paid sick leave, and only <a href=\"https:\/\/www.dol.gov\/newsroom\/releases\/wb\/wb20241121\" target=\"_blank\" aria-label=\"Link opens in new window (27 percent)\">27 percent<\/a>\u00a0had paid family leave through their employer. Taking unpaid leave is unaffordable for many, particularly those working at or near minimum wage.\u00a0<\/p>\n<p>Time with our children is <a href=\"https:\/\/www.pewresearch.org\/social-trends\/2013\/10\/08\/parents-time-with-kids-more-rewarding-than-paid-work-and-more-exhausting\/\" target=\"_blank\" aria-label=\"Link opens in new window (rewarding)\">rewarding<\/a>. Nearly half of parents, and even a higher share of fathers, <a href=\"https:\/\/www.pewresearch.org\/short-reads\/2018\/01\/08\/most-dads-say-they-spend-too-little-time-with-their-children-about-a-quarter-live-apart-from-them\/\" target=\"_blank\" aria-label=\"Link opens in new window (say)\">say<\/a> they spend too little time with their children, mostly due to work. Research also shows the importance of parent-child time, especially in enriching activities like <a href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/30151955\/\" target=\"_blank\" aria-label=\"Link opens in new window (reading)\">reading<\/a>, for children\u2019s development. But we know there are stark income and education <a href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC8519415\/\" target=\"_blank\" aria-label=\"Link opens in new window (differences)\">differences<\/a> in the time parents and children spend together, which proposed policies could narrow.<\/p>\n<p>Finally, if Republicans really wanted to increase employment, it would make much more sense to expand, not cut, <a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=5250732\" target=\"_blank\" aria-label=\"Link opens in new window (public preschool)\">public preschool<\/a> and <a href=\"https:\/\/link.springer.com\/article\/10.1007\/s11150-016-9331-3\" target=\"_blank\" aria-label=\"Link opens in new window (child care)\">child care<\/a>, as opposed to work requirements for <a href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/32464663\/\" target=\"_blank\" aria-label=\"Link opens in new window (Medicaid)\">Medicaid<\/a> and <a href=\"https:\/\/www.hamiltonproject.org\/wp-content\/uploads\/2023\/10\/20250407_THP_SNAPWorkRequirements_Paper.pdf\" target=\"_blank\" aria-label=\"Link opens in new window (SNAP)\">SNAP<\/a>, which result in people losing their coverage and benefits and do not increase employment.\u00a0<\/p>\n<p>What\u2019s clear is that, together, the expanded child tax credit and social program cuts in the House reconciliation bill won\u2019t move the needle in expanding opportunity or allowing parents to spend more time with their kids.<\/p>\n<p><em>This column was produced for <\/em><a href=\"https:\/\/progressive.org\/op-eds\"><em>Progressive Perspectives<\/em><\/a><em>, a project of <\/em>The Progressive<em> magazine, and distributed by Tribune News Service.<\/em><\/p>\n<\/p><\/div>\n\n","protected":false},"excerpt":{"rendered":"<p>One component of the House Republicans\u2019 newly passed tax bill is a small, temporary expansion to the child tax credit, meant to help nudge up the birth rate and enable more parents (mostly mothers) to opt out of paid work.\u00a0 At the same time, the bill includes major cuts to child-serving programs including Medicaid and [&hellip;]<\/p>\n","protected":false},"author":1,"featured_media":269663,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[12022],"tags":[6795,90094,680,13575,36588,8404,21046,23788,25169,96129,7356],"dealstore":[],"offerexpiration":[],"class_list":["post-269662","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-activist","tag-bill","tag-child-care","tag-children","tag-families","tag-gop","tag-hurt","tag-opinion","tag-politics-government","tag-republicans","tag-taryn-morrissey","tag-tax"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v26.4 -
